========================================================
======================================================

China moved toward more-assertive monitoring of a deadly mystery illness Friday, promising to submit daily updates from every province and contribute scientists to a global network trying to stem its spread, international health officials said.

The promises came from Chinas Health Ministry, according to members of a World Health Organization team visiting Beijing this week to investigate mainland cases and their link in the global spread of severe acute respiratory syndrome, or SARS.

Singapore, meanwhile, said it has nearly doubled the number of people under quarantine to 1,514 on Friday from 861 on Wednesday. Authorities added hundreds of hospital workers to the list of those ordered to stay in their homes for 10 days, Minister of State for Health Dr. Balaji Sadavisan said.

Taiwan approved tougher measures to fight the spread of SARS, and the islands president on Friday called for a concerted effort to battle the malady.

The first SARS cases were detected in November in southern China. People have been infected in more than a dozen countries on three continents since then.

Worries intensified that the illness was spreading through air travelers after the Geneva-based WHO said people exposed to the disease should be barred from planes.

China has come under criticism for its sluggish public response to SARS, which has caused at least 54 deaths world-wide -- mostly in China -- and sickened more than 1,400 people.

The WHO team leader, John Mackenzie, said he still isnt sure how many people in China had been sickened with SARS. We dont know. We certainly asked the Chinese authorities for this information, Mr. Mackenzie said. We think they dont know.

In mainland China, the WHO said 806 cases had been reported by Wednesday night, 34 of them fatal. That figure includes 792 cases in the southern province of Guangdong, 10 cases in Beijing and four in Taiyuan, a city in the northern province of Shanxi.

Despite criticism of Chinas response and apparent reluctance to share information, the WHO has praised the governments cooperation in recent days. Mackenzie said officials in the southern province of Guangdong were diligent in noticing the disease quite early given how common pneumonia is in late winter in China.

To see something new is really very difficult. By the time they realized it was something new, the epidemic was well on its way, Mr. Mackenzie said at a news conference. They did recognize it earlier than others might have because of some very good epidemiological work.

The provincial updates were something WHO officials had been hoping for. Chinas regions often use data that differ from that of the central government, which could lead to confusion in reporting cases. They will be full, frank numbers on a regular basis, Mr. Mackenzie said.

Mr. Mackenzie wouldnt say whether he would recommend that people avoid traveling to Guangdong province -- an area near Hong Kong that is brimming with foreign investment and business and has been the wellspring of Chinas economic reform. We dont know enough to give a really good answer, he said.

In Shanghai, which made a point Wednesday of saying it had no cases, officials denied reports that four had surfaced. Up to this moment, Shanghai has not even a single case of SARS, said an official at the directors office of the Shanghai Health Bureau.

The Taiwan government formally declared SARS a contagious disease late Thursday night. The designation gives authorities the legal power to enforce a quarantine of people suspected of contracting it. Taiwan has 10 cases of SARS.

Health Department Director Twu Shing-jer said Taiwans new measure was necessary to contain the disease because each day 10,000 Taiwanese travel to and from China, Hong Kong and Macau. Foreigners arriving in Taiwan will be asked to fill out a form about their health and details about the places they have visited in the past two weeks, Mr. Twu said.

Taiwans capital, Taipei, declared a full medical alert Thursday, ordering all medical staff in hospitals to wear surgical masks at all times.

So far, Taipei officials have found more than 200 people who have been in close contact with patients suspected of having SARS, said Chiu Shu-ti, head of the citys health department. The people have been confined to their homes, and health officials are delivering meals to them, she said.

In a rare display of political solidarity, lawmakers from Taiwans three major parties joined Friday to urge the WHO to work with Taiwanese officials to stop the spread of SARS.

The WHO hasnt been cooperating with Taiwanese officials because the island isnt a member of the United Nations. China has blocked Taiwans numerous attempts to join the organization, arguing that the self-ruled island is part of Chinese territory.
