U.S. Aircraft Leaving Saudi Arabian Base

PRINCE SULTAN AIR BASE, Saudi Arabia --- Department of Defense officials said the combined air operations center here will be mothballed and all U.S. aircraft operating at the base will be gone by August.

The decision was made by mutual agreement, said Defense Secretary Donald H. Rumsfeld following a meeting with Saudi defense minister bin Sultan in Riyadh on April 29. The secretary and minister discussed the changes taking place in the region.

It is now a safer region with the change of regime in Iraq, Rumsfeld said. But this does not mean an end to the Saudi-U.S. relationship, he added. The military training and exercise program will move to the fore, and in the months and years ahead, the air base could still be used temporarily for exercises.

The mission of the center has already passed to Al Udeid Air Base in neighboring Qatar.

All air-tasking orders began coming from Al Udeid (April 28), said Navy Rear Adm. Dave Nichols, coalition air component deputy commander. The center, air command and control center, and all services and nationalities participating in the coalition are commanded through the CAOC.

The Prince Sultan center handled air sorties and targets for Operation Iraqi Freedom; the Al Udeid center handled mission planning for Operation Enduring Freedom and for the Combined Joint Task Force-Horn of Africa.

The shift increases the Al Udeid workload, but not intolerably, officials said. On its first day handling the Operation Iraqi Freedom requirement, the Al Udeid CAOC generated about 700 air missions, they said. About 100 were standby close-air-support missions, and about 400 were airlift missions. The rest were tanker and intelligence, surveillance and reconnaissance missions.

The U.S. aircraft were at the Saudi base to enforce the U.N.-mandated Operation Southern Watch. That operation began 12 years ago at the end of the Persian Gulf War. In the beginning, U.S., British and French aircraft enforced the no-fly zone south of the 33rd parallel. France dropped out of that coalition years ago, but the U.S. and the United Kingdom pilots kept on. The necessity for that operation ended March 19 with the start of Operation Iraqi Freedom.

At the height of Iraq war, Prince Sultan based about 200 coalition aircraft. Officials said everything from fighters to airborne warning and control system aircraft flew from there.

There are currently 100 aircraft based at Prince Sultan, and officials expect the last American plane to leave the base in August. It is unclear whether a small cadre of Americans will remain to keep the base ready in case of emergency, officials said.

Test Sets World Land Speed Record

HOLLOMAN AIR FORCE BASE, N.M. --- A 192-pound, fully instrumented Missile Defense Agency payload traveled a little more than three miles in 6.04 seconds April 29, validating Hollomans high-speed test track hypersonic upgrades and setting a world land speed record.

Air Force Materiel Command experts conducted the test in New Mexicos Tularosa Basin where Air Force officials witnessed a four-stage, rail-bound rocket sled reach Mach 8.5 or 6,416 mph. That equates to more than 31 football fields per second.

The sled broke the standing world land speed record of Mach 8.1 for travel on rails, also set here in October 1982. Lt. Col. James J.J. Jolliffe, 846th Test Squadron commander, said the sled hit its target with energy equal to a car hitting a wall at 2,020 mph.

The test culminated the facilitys Hypersonic Upgrade Program which began in 1998, according to Jolliffe. The program significantly increases the test track experts� ability to meet a variety of hypersonic (more than five times the speed of sound) test needs for the Department of Defense.

Jolliffe said the test demonstrated improvements in rocket sled design, rail alignment, rocket propulsion and modeling and simulation. These new capabilities will be used on an upcoming missile defense warhead test program.

This is the culmination of five years and $20 million, and more than doubles our chances for success in testing, Jolliffe said. The tests success is a testament to the professionalism of the contractor, civilian and military team.

This is rocket science, Lt. Col. Russ Kurtz, 846th Test Squadron operations director, said to guests and media representatives attending the event. Were fighting tomorrows wars today.

A detachment of AFMCs Air Armament Center, the 846th TS is the worlds premier rocket sled test facility and the track is the only hypersonic ground test facility in the world capable of achieving the speeds required for these simulations, Jolliffe said. It provides the bridge between laboratory-type experiments and full-scale flight test, and is the Defense Departments center of expertise for all ejection-seat testing.

The track is also the lead facility for all supersonic (one to five times the speed of sound) tracks and has been designated as the test organization for theater missile defense hypersonic warhead lethality validation.

Experts said of the more than three miles the sled traveled during the test, 11,000 feet were through a 184-inch in diameter helium tube. Helium decreases air friction and simulates upper atmospheric flight conditions.

Capt. Steve Georgian, 846th TS acquisitions management chief, described the sled hitting the helium as like a jet hitting its afterburners.

Thirteen rocket motors propelled the sled during the test, including two stages of single Super Roadrunner motors designed specifically for this mission. Each stage is attached to its own part of the sled, Georgian said.

As one stage burns out, its sled detaches and slows down while the next stage is ignited. The final stage carries the payload to its target.

This is the longest, straightest, fastest track in the world and its great to work here, said Kurtz.

German audit office urges cutback in military plane order: report

BERLIN, May 2 (AFP) - 18:59 GMT - The German audit office has asked the government to drastically cut back its order for 60 European military Airbus A400M transport aircraft, judging the cost too expensive, the daily Die Welt said in its Saturday issue.
Experts estimate the yearly operating costs would reach 5.9 million euros (5.26 million dollars) per aircraft, at least double the cost of the current Franco-German Transall C160, the auditors said in a report cited by the conservative newspaper.

The institution therefore asked Chancellor Gerhard Schroeders centre-left government to reexamine the order and significantly reduce the number of planes requested, Die Welt said.

Berlin initially ordered 73 A400M planes but it announced in December that it was paring back its order to 60 as a result of Germanys flagging economy and the poor state of public finances.

The audit office also criticised Defence Minister Peter Strucks intention to pre-finance the A400M with outside financing, a move that would add 680 million euros to the overall price tag, the newspaper said.

In order to save money, auditors advised the government to delay its planned purchase of Eurofighter aircraft -- single-seater, twin-engine fighter planes being built by a pan-European consortium -- which would allow the state to finance the A400M planes itself.

The A400M project is viewed as a crucial component of efforts by the European Union to strengthen its military capability and coordination. The first aircraft are expected to be delivered in 2008.

Germanys participation in the Airbus project is critical and even its reduced order of 60 is still the biggest of the eight nations involved.

A total of 196 planes, with four turbo-prop engines, were orginally ordered: 73 by Germany, 50 by France, 27 for Spain, 25 go to Britain, 10 to Turkey, seven to Belgium, three to Portugal and one for Luxembourg.

The final amount was reduced to 180 after Portugal pulled out of the project and Berlin reduced its order to 60 aircraft.

Germanys partners within the European Union and NATO have long called on Europes biggest economy to commit more of its resources to defence spending.

But the country is struggling to meet euro-zone requirements to keep the public deficit below three-percent of gross domestic product in 2003 after exceeding the limit last year.

German - U.S. VECTOR Program Concludes with World𠏋 First Thrust-Vectored Automatic Landings; 24°Angle Of Attack Achieved in ESTOL Mode

PATUXENT RIVER / MUNICH, Germany --- The world𠏋 first thrust-vectored automatic landing was the highlight of three years of joint testing between the partners U.S. Navy, the German Federal Office of Defense Technology and Procurement, EADS Military Aircraft and Boeing Aerospace from April 2000 to April 2003 within the VECTOR 䫿STOL (Extremely Short Take-Off and Landing) to the ground� phase.

With German project test pilot Rüdiger Knöpfel at the controls and after thorough proofs of the technological functionality and simulated landings at safety altitude � the X-31 technology demonstrator performed this record-breaking maneuver on April 22 at Patuxent River Naval Air Station.

A week of intense test flying and 11 flights later, his U.S. counterpart, Marine Corps Major Cody Allee achieved the history-making final flight on April 29: an automated 䫿STOL to the ground� landing at 24� angle of attack and 121 knots landing speed, which is a 31 per cent reduction from the X-31 normal landing speed of 175 knots.

Another big ESTOL advantage became evident for the spectators of this unique moment: Whilst the test aircraft normally requires 8,000 feet to stop after conventional landings, Allee needed after the ESTOL touch-down just 1,700 feet to slow the X-31 down for a complete taxiing circle in the middle of the runway. For the eye-witnesses, such a landing gave a real dramatic picture when the aircraft came in with its nose pointing well above its direction of flight.

More importantly than the high angle of attack � up to twice its typical twelve degrees � was that the tail of the X-31 experimental aircraft was lower than the landing gear, requiring the aircraft to 鬴e-rotate� and drop onto its wheels when the thrust-vectoring vanes of the engine were just two feet above the runway.

The two VECTOR project pilots, Rüdiger Knöpfel and Cody Allee described the ESTOL landing approach as 懀ime-critical. If the aircraft derotates early and drops too far, the landing gear could fail�, Knöpfel said. 㶏f the aircraft derotates too late or too low, the tail could strike the runway with disastrous consequences.� The solution was to automate the entire landing approach, requiring the pilot to fly into an invisible engagement box in the sky, then watch via a video camera in the belly of the airplane as it flies itself to its remarkable touchdown with a system accuracy within two centimeters.

With this sensational success the VECTOR team reported the mission fully accomplished. Both program managers, Jennifer Young from the U.S. side and Michael Jost from EADS, were extremely satisfied with the results achieved. 𨧻 don㦙 know how many times we heard that the ESTOL technique just couldn㦙 be done�, said Young. 孏he cards were stacked against us for so long, and it was only the sheer determination and passion of everyone on the team that got us through.� Jost added: 𨯗t the beginning of the program, the technology was looked on very critically, because a lot of experts in Germany and the U.S. didn㦙 believe it was possible. It put great pressure on the team to prove that it works and to convince the non-believers.�

After completion of the 䫿STOL to the ground� flight tests within the given budget and timeframe, the program now enters the envisaged final leg of data analysis and reporting. This stage will ensure that the attained know how and technologies of thrust-vectored ESTOL can be used by the X-31 partners in Germany and the USA for future applications. One of the many potential ESTOL benefits for manned or unmanned air vehicles is the increase in the in-service lifetime of the airframes due to the reduction of the landing cycle impact. Others are the dramatically improved short-field performance on runways, roads or aircraft carriers, reduced wind-over-deck requirements for aircraft carrier operations, and increased bring-back weights without the current necessity to jettison external stores prior to landing.

In particular the German X-31 partners EADS and BWB will profit from the EADS-developed Flush Air Data System (FADS) for future military applications. FADS is a revolutionary miniature nose-mounted sensor which measures the local pressures deriving from airspeed, altitude, sideslip and angle of attack. Thanks to its technical features and the proven reliability and accuracy during the ESTOL to the ground test phase, FADS is able to replace the contemporary pitot/vane measurement devices for military aircraft and other air vehicles. One of the great FADS advantages for airborne military platforms lies in a significant reduction of the radar signature, compared to conventional systems.

India test fires air-to-air missile for the third time

BHUBANESWAR, India, May 12 (AFP) - 07:28 GMT - India test-fired its first domestically developed air-to-air missile for the third time in four days on Monday from a site in the eastern Indian state of Orissa, officials said.
The Astra is powered by solid propellant and can strike targets between 25 to 40 kilometres (15 to 25 miles) away, beyond the usual visual range.

The 3.8 metre high prototype was test-fired from a special fixed launcher on Sunday.

The missile also was fired from a fixed launcher during its debut test on Friday.

Russia to launch 10 military satellites by end of the year
MOSCOW, May 8 (AFP) - 19:50 GMT - Russia is to launch 10 military satellites by the end of 2003, ITAR-TASS news agency cited the defence ministry as saying on Thursday.
Russia has already launched two military satellites this year.

The satellites, which will have a lifespan of seven to 10 years, will be launched from cosmodromes in the former Soviet republic of Kazakhstan in central Asia and the northern Russian region of Arkhangelsk, the ministry said.

The Russian military intends over the next few years to move activities from the Baikonur cosmodrome in Kazakhstan to its cosmodrome in Plesetsk, Arkhangelsk, where it hopes to develop the ambitious Angara rocket project.

Currently almost three quarters of Russias military satellites are launched from Baikonur, which is leased by Kazakhstan to Russia for 115 million dollars (100 million euros) a year.

More than 10 Su-27S Fighters to Be Upgraded for Air Force at Komsomolsk-on-Amur

The Komsomol¡¦sk-on-Amur Aviation Production Association is upgrading 10 - 12 Su-27S fighters from the Russian air force ranks before the end of the year.

¡§Upgrade of several Su-27S tactical aviation line fighters is continuing at the Komsomolsk-on-Amur aviation production association. It is planned that 10 - 12 fighters will be upgraded before the end of this year. These aircraft will receive the designation Su-27SM,¡¨ a source at the Sukhoy military industrial complex reported to Interfax-AVN on Monday.

He noted that this work is taking place in accordance with an air force technical task within the framework of a state defense order.

Bench Tests of First Aircraft Radar with Active Phased Array Antenna Start in 2004

The Fazotron-NIIR Corporation plans to start bench tests in 2004 of the first aircraft radar with an active phased array antenna (BRLS with AFAR), the general director and general designer of the corporation, Anatoliy Kanashchenkov, reported to Interfax-AVN on Thursday ((8 May 2003)).

¡§As early as the second quarter 2003, the first of several elements for the active phased array antenna should be manufactured,¡¨ A. Kanashchenkov said.

According to him, new principles based on solid-state technology are being used in the BRLS with AFAR being developed by the corporation.

¡§As of today, we already have prospective power amplifier and approximately half the solid-state integrated analogue circuits, said A. Kanashchenkov.

He reported that the enterprise is participating in a competition for the creation of the aircraft radar for the future Russian fifth generation fighter.

¡§The document about the conclusion of the competition for the creation of the aircraft radar for the future Russian fighter still has not been signed. But independent of the results of the competition, Fazotron-NIIR will continue work on the development of a future BRLS with AFAR - such work has been underway at the enterprise over the last 7 years, A. Kanashchenkov said.

Answering an Interfax-AVN question, he reported that ¡§the future BRLS with AFAR will be more expensive than a BRLS with a passive phased array antenna. At the same time, A. Kanashchenkov noted that the improvement of the technology for manufacturing a BRLS with AFAR over time will allow appreciably reducing expenses and lead to a lowering of the price for the complex.

¡§As early as after the manufacture and tests of the first 5 - 10 BRLS with AFAR the technology of their assembly will be improved and the cost lowered significantly, A. Kanashchenkov said.

ORLANDO, Fla. --- Lockheed Martin has successfully demonstrated a new, precision seekerless strike weapon system at Eglin Air Force Base, Fla. resulting in the direct hit of a point target obscured by clouds.

The new system promises to revolutionize the United States next-generation strike weapons, beginning with the U.S. Air Forces new Small Diameter Bomb.

The highly maneuverable 1,000-pound weapon demonstrated by Lockheed Martin is a network-centric system that can target threats without a seeker. The weapon was developed with company research and development funds to demonstrate accuracy of a precision navigation technique, PNAV (patent pending), and the effectiveness of a long-range, low-cost munition.

The test vehicle verified a rigorous engineering process that merged innovative navigation, communications, and weapon technology to provide affordable precision strike. The result was extended standoff range, end-game maneuvering performance, and increased accuracy.

The all-weather, precision standoff weapon uses an inexpensive wing set to provide maneuvering Gs and energy to interdict evasive targets. PNAV results in a near-zero navigation Circular Error Probability (CEP).

This test demonstrated the ability to use a low-cost, two-way data link that provides continuous corrections to the current GPS system, said Randy Bigum, vice president of Strike Weapons at Lockheed Martin Missiles and Fire Control. The result was a direct hit without the use of an end-game seeker. PNAV is envisioned as a candidate weapons data link that can provide weapon tracking and status, and vastly improved accuracy to a host of weapons.

As the corporate center for strike weapon systems, including the Joint Air-to-Surface Standoff Missile (JASSM), Wind Corrected Munitions Dispenser (WCMD), and Low Cost Autonomous Attack System (LOCAAS), Lockheed Martin Missiles and Fire Control plans to employ PNAV in future strike weapons.

PNAV is also a key ingredient in Lockheed Martins system design for its Small Diameter Bomb (SDB). PNAV enables the Lockheed Martin SDB to achieve a system CEP much less than four meters, including target location error, with a low-cost, seekerless configuration. This successful flight test of a PNAV-based weapon significantly reduces SDBs risk in meeting its required accuracy.

RAF Chiefs Face Struggle To Avoid Cuts On New Jets

RAF chiefs are facing a battle to save the ?8 billion Euro-fighter aircraft programme from cutbacks.

The first of the new aircraft, which is intended to be Britains all-purpose combat jet for the next 20 years, is due to be handed to the RAF by the end of next month, at least four years behind schedule.

The Government is contractually committed to buying a first tranche of 55 Eurofighters from the four-nation European consortium, which has been developing the aircraft since the 1980s. But the plan at present is to commit to three tranches, totalling 232 fighters.

RAF officers insist that the figure of 232 was worked out carefully on the basis of agreed strategic requirements for the future. However, after the lessons already being learnt from the war in Iraq, there are some senior figures in the Ministry of Defence who believe it is no longer necessary to buy so many. The first person to cast doubt on the need for 232 Eurofighters was Admiral Sir Michael Boyce, the former Chief of the Defence Staff, who retired earlier this month. He said the Eurofighter programme would need to be reviewed as part of a general assessment of weapons designed for the Cold War.

The first tranche of Eurofighters will all be air defence versions, replacing the Tornado F3, which took part in the war against Iraq.

Close air support for troops on the ground was the way forward for future wars, defence sources said, and this would mean a reduced requirement for air defence aircraft.

The MoD is intending to publish its assessment of the Iraq war in the autumn. An MoD source said: Were focusing on the effect a weapon system has, not on the number of weapon platforms.

India Exploring Establishing Aerospace Command

From GIS Station New Delhi. The Indian Air Force (IAF) in April 2003 began initial preparation to create a national-level Aerospace Command as part of the modernization into operational commands -- as opposed to regionally-focused sectors for each service -- of the Indian defense structure. Strategic Forces Command has now been put in place to handle Indian military nuclear assets.

It is understood that Aerospace Command would control critical strategic assets, including space assets such as communications and reconnaissance satellites, integrating with terrestrial communications networks, as well as airborne warning and control system (AWACS) aircraft to provide real-time situational awareness. It was unclear from Indian sources whether the Aerospace Command would also control anti-ballistic missile (ABM) systems, or whether this would come under Strategic Forces Command, which controls offensive nuclear assets. However, it was clear that Aerospace Command would provide essential aspects of the proposed Indian ABM capability.

One IAF officer was quoted as saying: As the US has shown in the Iraq and Afghanistan operations, its doctrine is centered around domination through aerospace power. The US Air Force is now fully integrated with space systems and called an expeditionary force. This is where the future lies. The IAF was closely studying the impact of smart weapons, used by Coalition forces during the Iraq operations, and the linkage between such weapons and space-based assets such as navigational satellites.

The US Bush Administration had, in January 2002, approved the export to Israel of two key components of the Aerospace Commands mission: three Israel Aircraft Industries (IAI) Phalcon AWACS aircraft and the IAI Arrow-2 ABM system. However, the White House asked, at the same time, that contract signing on the deals be delayed. In 2001, Israel had supplied the Green Pine early-warning radar to India; this was an integral part of the Arrow-2 ABM system. The Phalcons had not been delivered by May 2003; indeed, it would have been surprising if this had occurred because contract negotiations were still underway in early 2002, and the substantial systems would take some time to create. Initially, it had been supposed that the IAF would take delivery of the Phalcons built-for, but not delivered to, the Peoples Liberation Army-Air Force of the Peoples Republic of China (PRC). However, this was ruled out on political as well as technical grounds, and Israel was negotiating the compensation of the PRC for these aircraft, which were not delivered because of a US embargo on some US content.

India had taken on lease a Beriev A-50 AWACS [NATO codename Mainstay ] from Russia on an experimental basis in 2000, but had returned it after a month of tests.

India and Israel had, by late 2001, signed defense deals worth $2-billion. In July 2001, IAI signed an agreement considered a watershed in the relations between the two countries. IAI agreed to provide Hindustan Aeronautics Ltd (HAL) with technological support apart from its production lines. The agreement ensured Israeli supply of sophisticated radar systems, unmanned aerial vehicles (UAV) and upgrading of Indian aircrafts with avionics system. India had already acquired the Barak naval surface-to-surface missiles in a deal worth $280-million. A project to upgrade Barak missiles to double its range was later concluded. Israel has also been supplying UAVs worth $300-million; and the Green Pine radar system deal was worth $250-million. It is an integral part of the Arrow-2 anti-ballistic missile system recently developed by Israel. These are apart from the several upgrade projects which Israel agreed to undertake on Indian tanks, helicopters and aircraft.

Significantly, details of the Indian Phalcon project have been kept quiet. The PRCs Phalcons were built around Russian Ilyushin Il-76 airframes, and -- given that the IAF is a major user of Il-76s -- the IAF Phalcons would also use Il-76 airframes from IAF inventory. Logically, despite the fact that the Chinese Phalcons would not be delivered (but were based on PLAAF-supplied airframes), some of the systems of the PLAAF aircraft could be used on the IAF aircraft, leaving the bare PLAAF airframes to be returned to China. Some estimates have said that 2010 would be a logical in-service date for the IAF Phalcons, but this could probably be accelerated.

The subject of the Phalcons arose during an early-May 2003 meeting between Indian defense officials and a visiting group of US Congressmen. India expressed deep concern over the delayed delivery, according to some reports from New Delhi. The US State Dept. has, however, consistently delayed approvals on the Phalcon project, delaying eventual delivery. This was because of State Dept. sensitivities to pressure from the PRC and Pakistan, both of which lack comparable capabilities (indeed, the PRC has strenuously made the point that the US stopped Israel selling Phalcon technology to the PRC and had now approved it for its rival, India). The four US Congressmen, all members of the Indian Caucus, met with Defence Minister George Fernandes. During that same meeting the question of India buying Czech Aero Vodochody Akciova L-159 Albatros Advanced Jet Trainers (AJT) was on the agenda. The aircraft have a substantial number of US components, such as the 28.0-kN (6,300 lb. st) AlliedSignal/ITEC F124-GA-100 non-afterburning turbofan, and the US strongly supported an Indian purchase of the aircraft.

Significantly, the US push for a sale of Czech L-159s to the IAF muddies the already confused negotiations by the IAF for 66 BAE Systems Hawk 100 series trainers. [See Defense & Foreign Affairs Daily, March 13, 2002: BAE Back in the Running for Hawk Sale to India. ] As well, it furthers US interests in the Czech Republic, where the US still hopes to overturn Czech intentions to acquire 24 Saab-BAE Gripen fighters. The US Boeing Company, through its Boeing Czech Republic subsidiary, owns 35.29 percent of Aero Vodochodny.

The resumption of negotiations between the IAF and BAE had been a turning point in a program which had been underway since the late 1970s, when India proposed local design and construction of a new Advanced Jet Trainer (AJT). The indigenous AJT program was scrapped and negotiations began for license construction of a foreign design, with the main contenders being the Hawk and the AMD AlphaJet . In the Autumn of 1993, the Government finally gave approval for the purchase of 80 aircraft, at a cost of US$1.1-billion. The IAF requirement was for 150 AJTs to replace all its aging Kirans../AirWeapons/HJT16.htm and Hunter T.66s. Cost escalations over the years have cut the numbers down to some 66 aircraft. The Indian Government reportedly succeeded in bringing down the price to below UK GBP 1-billion (appr. US$1.5-billion) for the 66 AJTs and secured agreement that 42 of the Hawks would be built by its Hindustan Aeronautics Ltd. (HAL) in Bangalore under a BAE joint venture.

There is strong pressure on the IAF to consider the L-159, quite apart from the direct US content. The aircraft also has virtually all Israeli sub-systems and avionics, and the growing closeness between the Israeli and Indian defense and aerospace communities makes this an attractive feature of the aircraft, quite apart from the fact that it is more reasonably priced than the Hawk 100 . But despite the BAE Systems and L-159 pressures, IAF sources indicated that the Russian MiG-AT, the MiG Advanced Trainer, still seemed the favored candidate for the AJT program, given the fact that MiG would enter into an even more advantageous local-production/license agreement with HAL than either BAE or Aero Vodochody would allow; and the price of the MiG-AT was lower than either the Hawk 100 or L-159, while being a newer aircraft design.

Malaysias Air Force Buys 18 Su-30 Jets

In what may well be the defense event of the year, Russia on Monday secured a $900 million contract to deliver 18 Su-30MKM fighter jets to Malaysia. This contract is very significant for Russia. We are gaining a foothold in this market, Defense Minister Sergei Ivanov told reporters in Kuala Lumpur on Monday.

Russia and Malaysia are building longer term military and technical cooperation because the contract envisions the technical servicing of the jets as well as their further upgrade, Ivanov was quoted by Interfax as saying.

Malaysian Defense Minister Najib Abdul Razak said the first planes will be delivered in mid-2006.

This is a result of our modernization program, he was quoted by Reuters as saying. There is a need for combat aircraft, especially multi-role combat aircraft.
The jets will be built by Irkut Corp. at its plant in Irkutsk. The plant is now fulfilling a $1.8 billion contract signed in 1996 to deliver Su-30 fighters to India.
When Malaysia started negotiations for the jets before the 1997 Asian financial crisis, it also was looking to buy up to 18 Boeing F/A-18E/F Super Hornet fighters. But that deal is now uncertain due to Malaysias opposition to the U.S.-led war in Iraq, Malaysian industry sources told The Associated Press.

Najib refused to comment on the Super Hornets deal Monday.

The Malaysian defense minister said Kuala Lumpur may pay for the Russian jets in part with commodities such as palm oil.

A source familiar with negotiations said Monday that more than half of the $900 million price tag will be paid in cash.

Mondays agreement echoes a $600 million deal Malaysia clinched in 1994 for 18 MiG-29 fighters. The jets were paid for in part with palm oil, said Konstantin Makiyenko, the deputy head of the Center for Analysis of Strategies and Technologies think tank.
It was a symbolic deal for Russia at the time, and hopefully this one will be as well, Makiyenko said.

Arms exports plunged to a post-Soviet low of $1.7 billion in 1994, but the sale to Malaysia opened the door to more orders the following year, Makiyenko said.

Last year, Russia hit a post-Soviet high of $4.8 billion in arms exports.

So far, the Malaysian deal marks the defense event of this year, Makiyenko said.
After Mondays deal is fulfilled, Malaysias air force will consist mostly of Russian aircraft, he said.

In the past two years, Kuala Lumpur has purchased other defense equipment from Russia such as Metis anti-tank missiles and shoulder-fired Igla anti-aircraft missile systems, he said. The predominately Muslim country is also thought to be looking at Buk-M1 short-range air defense systems and Mi-17 helicopters.

Neighboring Indonesia signed a contract last month for four Su-30s and options for eight more.

Malaysia has asked the Russian avionics on the 18 new jets be replaced with French-made systems, Reuters quoted defense sources as saying. The Russian avionics contain some Israeli-made components.

Irkut first vice president Sergei Tsivilyov refused to comment on the avionics package Monday. Irkut was formerly known by the acronym IAPO Tsivilyov said the Su-30MKMs will be primarily based on the Su-30MKI version that Irkut is building for India.

The deal will be a serious step toward expanding our market presence, he said in a telephone interview. The contract also will help fill a gap left when Irkut completes Indias order next year. It will support us a lot in the midterm, Tsivilyov said.

Without the Malaysian contract, Irkut already had an exports portfolio worth more than $3 billion.

But with state arms procurement expected to almost double to 200 billion rubles ($6.5 billion) next year, the company also is positioning itself to handle upgrades for the Russian air force, Tsivilyov said. In addition, Irkut is diversifying into civilian aviation, assembling the Be-200 amphibious aircraft and developing the multipurpose MTA transport plane with India.

To finance these programs, Irkut plans to become the first Russian defense company to float its shares on international markets next year. Irkut is planning to raise $100 million with an initial public offering in London. It also wants to issue a $100 million eurobond in the second half of 2004.

To this end, PricewaterhouseCoopers has audited the companys finances to U.S. generally accepted accounting standards for 2000 and 2001.

Majority-owned by its management, Irkut is one of a handful of major defense enterprises in which the government, with 14.7 percent, does not own a blocking stake.

US Threat To British Fighter

Britain will have to cede control over crucial modifications to its new generation of F-35 fighter to the Pentagon if the US Congress continues to refuse to lift restrictions on technology transfer, the chairman of BAe Systems said yesterday.

The warning from Sir Richard Evans follows moves by US legislators to reject a request by the Bush administration to grant a waiver to the UK as well as Australia.

The move would have allowed a flow of technology transfer from the US to its two closest allies and the decision has angered British military officials after the role the armed forces played in Iraq.

The waiver, which has taken three years to draw up, is designed to assist co-operation between British and US companies on defence programmes.

The construction of 150 F-35s will form one of the mainstays of Britains air power for decades to come and constitutes the largest joint programme with the US. They will replace the ageing Harrier fleet. British companies, led by BAe, have been heavily involved in the design of the F-35 since its inception, when the government agreed to pay Pounds 1.4bn towards the aircrafts development costs.

Despite unprecedented co-operation the MoD has been denied access to key parts of the F-35s design, including source codes for software that controls all aspects of the aircrafts flight control and weapons systems.

We absolutely must address this issue, said Sir Richard.

The lack of codes would leave the British armed services without any autonomy to adapt the aircraft to their own operational requirements and would prevent Britain from performing big upgrades on the aircraft independently of the US.

U.S. hands over F-16 jet to Italians

HILL AIR FORCE BASE -- During a brief ceremony Friday, an Italian air force
major general was handed a certificate of ownership for an F-16, akin to a
set of car keys, as the U.S. Air Force turned the first of 34 rebuilt
fighters over to the Italians.

Maj. Gen. Tommaso Ferro, representing the Italian contingent at the
ceremony, walked around the plane admiring it like a buyer admires a new car
and was treated to a cockpit view of the Fighting Falcon. Someone else will
fly the plane to Italy as Ferro returns to his job as the Italian Embassys
air and defense cooperation attache in Washington, D.C.

The 34 F-16s, brought to Hill Air Force Base from the Air Forces storage
area near Tucson, Ariz., are being leased for five years with an additional
five-year option. The total package, including maintenance and training, is
valued at $777 million, said Michael Kelly of Lockheed Martin Aeronautics
Co., a contractor for the program, called Peace Caesar.

Selected from more than 300 retired F-16s stored at the Aerospace
Maintenance and Regeneration Center, Davis-Monthan AFB, Ariz., the Peace
Caesar F-16s have been undergoing a complete nose-to-tail overhaul since
being trucked to Hill last year. The refurbishment includes updating and
repairing all components to the latest configuration. Also, the planes are
getting new engines and new structural components.

The aircraft are the Air Defense Fighter versions, which the Air Force has
used for air defense of the continental United States since the early 1990s.

In August 2002, pilot training began for the Italians at the Air National
Guards F-16 training wing in Tucson. Some 100 Italian Air Force maintenance
officers, instructors and technicians are receiving F-16 maintenance
training at Lockheed Martins Fort Worth, Texas, facility.

The Air Force and Lockheed Martin are providing other types of logistics
support as part of the Peace Caesar program, including supply chain
management and engineering technical services. Kelly said Lockheed Martin
has 60 engineers and technicians already in Italy.

The Italian Air Force has been flying F-104s, a plane the United States
first flew in the 1950s through the Vietnam war and hasnt flown for nearly
20 years. The Italians will fly the F-16s for the next five to 10 years
until a new plane, the Eurofighter, is available. The Italian Air Force had
been leasing Tornados from the British.

Maj. Gen. Scott C. Bergren, Ogden Air Logistics Center commander, said
Fridays ceremony was the third foreign military sales F-16 delivery
ceremony at the Ogden ALC. Our ability to produce first-rate aircraft
improves every time.
