Army SmarTruck II Ready for Action

A modified Chevrolet Silverado platform fitted with modules of counterterrorism equipment just might be the next big thing for homeland security.


¡§SmarTruck II is engineered to meet the nontraditional challenges of today¡¦s military,¡¨ said Dennis Wend, executive director of the Army Tank-automotive and Armaments Command¡¦s National Automotive Center (NAC). ¡§It provides built-in flexibility and offensive capability [for a variety of situations].¡¨


The jet black prototype SmarTruck II unveiled at the North American International Auto Show didn¡¦t much look like a Silverado pickup truck.


Rather than the usual two axles, the SmarTruck II has three, and all six wheels drive the vehicle all the time.


This is key to the SmarTruck II¡¦s appeal, Wend said. The modification gives the SmarTruck II a 5-ton payload, so it can carry a bevy of counterterrorism equipment, much of it packaged in armored, self-contained stainless steel modules. The modules can be swapped out for other non-terrorism-related modules when needed.


For example, the SmarTruck II could carry water purification systems on disaster relief missions and communication systems for surveillance missions.


The flexibility could allow many government agencies¡Xfrom FEMA to the FBI to the military¡Xto share the vehicle, Wend said. ¡§You won¡¦t need to have unique trucks with installed equipment; you can just have the modules [stationed] around the United States [ready for use when needed].¡¨


The SmarTruck II on the show floor was clearly armed for military duty. The vehicle was fitted with a guided missile launcher that has a two-mile range and a launcher for a remote-controlled Unmanned Air Vehicle (UAV).


Other features: A night vision system, a high-power (50X) zoom video system with thermal imaging and surveillance radar, 360-degree cameras including one under the vehicle to help the driver prevent undercarriage damage when driving off road, and a 12,000-pound, straight-line hydraulic towing winch.


Tires are run-flats, and the grille is covered by a large metal brush guard that¡¦s bullet-resistant to keep small armaments from puncturing the engine block.


Wend said the SmarTruck II evolved out of SmarTruck I, which was unveiled at the auto show a year ago. Testing on the SmarTruck II will begin shortly, and NAC officials hope to find interested customers wanting to buy.


But there¡¦s a hefty price premium for this kind of Silverado. Wend said it would cost $75,000 to $100,000 just for the modified chassis with six-wheel-drive system and some kind of on-board communications system.

The delayed shipment of 500 Minimis automatic rifles manufactured by Belgiums Fabrique Nationale
Herstal arrived in the capital Tuesday 7 January night nearly a fortnight after the Indian
government denied a chartered airliner permission to overfly India and land in land-locked Nepal,
official Nepali sources said. New Delhi said the airliner never sought such permission which was
finally given. The shipment is part of a consignment of 5,500 automatic rifles to replace aging
SLRs self-loading rifles ordered by the government of Prime Minister Sher Bahadur Deuba last year
before he was sacked by King Gyanendra on 4 October for failure to hold the promised 13 November
national elections.

The Belgian government resisted pressures of a Green Party and human rights groups to send the
purchased arms shipment to Nepal to modernize the Royal Nepal Army.

The arms consignment comes after the delivery by USA of 3,000 MI-16 A 2 rifles to Nepal last week.

US Military to Train Nepalese Army
¬ü°ê­x¤è°V½m¥§ªyº¸³°­x
(Source: Voice of America News; issued Jan. 19, 2003) NEW DELHI --- A team of 49 U.S. military
experts is visiting Nepal to train the army to help fight Maoist rebels and to teach them how
to operate weapons recently acquired from Washington. The United States supplied the Nepalese
army with about 3,000 M-16 rifles earlier this month.

The Nepalese army was deployed to crush the rebellion a year-and-a-half ago after the Maoists
broke a ceasefire and walked out of peace talks. But the Nepalese government says troops are
in urgent need of modern equipment to fight the rebels, and has been appealing to Western
governments for assistance. Several countries have responded, after expressing concern at the
upsurge in violence in the mountain kingdom.

The U.S. has approved $12 million in military aid to Nepal. It has also warned the rebels that
it could include them on a list of terror groups. Britain has promised to provide aid and
equipment to the Nepalese government. India has supplied helicopters and night vision
equipment, and promised more support to the government to end the rebellion. Robert Boggs,
deputy head of the U.S. embassy in Kathmandu, told the AFP news agency that the U.S. military
experts will stay in the country for a few weeks. He strongly denied reports in the local
media that the the U.S. team would launch a joint operation with the Nepalese army against
Maoist rebels.

Maoist rebels are fighting to end the constitutional monarchy and establish a communist
republic in the mountain kingdom. More than 7,000 people have been killed in the rebellion.
Human rights groups say nearly half of those killed are civilians, the army says most of them
are rebels.

Research Progresses on Landmine Detection System
InVision Technologies, Inc. (Nasdaq:INVN) today announced that its wholly owned subsidiary Quantum
Magnetics has been awarded $3.49 million for Phase I of a 28-month project to develop a landmine
detection system situated on a moving vehicle for the U.S. Army. The detection system is based on
one of Quantum Magnetics core technologies, quadrupole resonance (QR), which specifically targets
explosives molecules in bulk with a high probability of detection and low false alarm rate.

Quantum Magnetics scientists began developing precision QR-based mine detection sensors for the
U.S. Department of Defense more than six years ago, and the program has been extended as QR has
become recognized as an important detection technology for explosives. Quantums scientists now
will move the technology from stationary detection of landmines to detecting mines while moving
over a wide swath of land.
