May 16, 2001 Beijing appeared to remain the front-runner while Paris and Toronto received encouraging evaluations yesterday in a report issued by the International Olympic Committee that assessed the cities trying to play host to the 2008 Summer Games. At the same time, concerns over financing and infrastructure essentially eliminated Istanbul and Osaka, Japan, from having any chance to play host to the Games. The report, issued by the I.O.C.s Evaluation Commission, did not rank the cities. Rather, it said of Beijing, Paris and Toronto that none of them presents any particular risk, and added that it was the commissions unanimous belief that these three cities are all able to organize an excellent Olympic Games in 2008. The vote on the host city for those Games will be conducted on July 13 in Moscow. The report of the evaluation commission, headed by Hein Verbruggen of the Netherlands, focused on such technical matters as sports facilities, transportation, financing, public support and the environment. The report will become more relevant than in the past because I.O.C. delegates are prevented from visiting bid cities in the wake of the Salt Lake City bribery scandal. Privately, some delegates complained yesterday that it would be difficult to choose a city based on a report instead of a visit. In an introduction to the 107-page report, the commission noted that it is impossible to ignore the public debate on political issues such as human rights, but stated that it would be left to individual members to reach their own conclusions. These remarks were made in reference to the candidacy of Beijing, which has come under criticism for human-rights violations from the United States Congress and from other places. Yesterday, a group of 50 anti-Beijing protesters demonstrated outside I.O.C. headquarters in Lausanne, Switzerland. A small delegation demanding freedom for Tibet from Chinese control also presented a petition that called for denying the Games to Beijing. A number of I.O.C. delegates, however, seem to have been swayed by the argument that awarding the Olympics to Beijing would spur reform and would lead to an improvement of human rights inside China. The delegates pointed to an Op-Ed article that appeared on March 30 in The New York Times by Zhang Liang, the pseudonym for a presumed reformer in the Chinese Communist Party, who wrote that a Beijing Olympics will do nothing to damage human rights and will do something to improve them. The Dalai Lama, the exiled Tibetan leader, has also spoken in favor of a Beijing Olympics, according to published reports. The issue of human rights did not seem to play an overriding factor in 1993 when, only four years after the suppression of the student-led democracy movement in Tiananmen Square, Beijing lost by a mere two votes to Sydney, Australia, to play host to the 2000 Summer Games. I believe an important responsibility we have is to keep moving the Games around the world, Kevan Gosper, an influential I.O.C. member from Australia, told The Associated Press in Lausanne. Here we have a huge country which has never had the Games. This could be an event which encourages an even greater degree of openness. From the Olympics point of view, Beijing has to have the edge. The commission report noted that an I.O.C. poll found a 96 percent approval rating among Chinese people for a Beijing Games, and added, It is the commissions belief that a Beijing Games would leave a unique legacy to China and to sport. Significant problems with air pollution and traffic congestion exist in Beijing, the report noted, but the commission said it was confident that these challenges could be met. A statement issued by the Beijing bid committee called the report a very good day indeed for the people of Beijing, for the people of China and for the Olympic movement. Paris is considered the top challenger to Beijing because of its allure as a city and because it is located near many of world sports international governing bodies. What may work against a European bid, however, is that the 2004 Summer Games have been awarded to Athens and the 2006 Winter Games have been awarded to Turin, Italy. The evaluation commission expressed concern about setting up an athletes village in an urban area north of Paris, but said, The use of existing facilities mainly in the center of one of the worlds most recognized cities presents the Olympic movement with an attractive option. Toronto was praised for the compact location of Olympic sites adjacent to the city center and for good transportation links. The United States Olympic Committee will be watching the Toronto bid closely. If Toronto wins the 2008 Games, it is unlikely the United States would be voted as host of another Olympics until 2016 or even beyond.
May 15, 2001 (CNN) -- Beijing is playing the Taiwan card in an apparent attempt to boost its chances of hosting the 2008 Summer Olympics. Upon returning to Beijing from a trip to Taiwan, the head of the Chinese Olympics Committee Yuan Weimin said it was possible that both sides of the Taiwan Straits could co-host the world sports event. If we succeed in our Olympics application, we do not rule out the possibility of co-organizing the Olympics with Taiwan under the premise of one country, two systems. A team from the Taipei Olympics Committee is due to visit Beijing next month to learn about sports facilities in the mainland. Official Beijing media on Tuesday quoted Mr Yuan as saying that under one country, two systems, it was conceivable that some sporting events would be held in Taiwan should Beijing succeed in its bid. A Western diplomat in Beijing said that if Chinese authorities came out with a high-profile publicity campaign to co-organize the Games with Taipei, it might win extra votes from the International Olympic Committee (IOC). So-called anti-Chinese elements in the U.S. and some Western countries have opposed Beijings Olympics bid on political grounds including Chinas human rights record and its aggressive policy toward Taiwan, the diplomat said. These anti-China sentiments might change if Beijing indicated its readiness to let Taipei host some Olympics events. A spokesman for Beijings office for the Olympics bid said on Tuesday the city was unfazed by leaks from an IOC report saying Paris was the frontrunner for winning the bid. We are confident of Beijings success because without doubt we have the best facilities, said the spokesman, who gave his name as Guo. However, a political source in Beijing said the authorities had since the spring started to subtly prepare the populace for the possibility of a loss. Beijing does not want a repeat of the situation when it lost the bid for the 2000 Olympics, the source said. At the time, there was widespread indignation at how the U.S. had spearheaded a campaign to block China. The leadership does not want a sporting event to stork the peoples nationalistic and anti-U.S. sentiments. One indication of the relatively low-key approach of the authorities is top leaders such as President Jiang Zemin and Premier Zhu Rongji have been remarkably reticent concerning the prospects of Beijing as host city.
