A US Navy investigation is underway to determine how a Japanese fisheries training vessel was sunk off Hawaii on 9 February when it was struck by the Los Angeles class nuclear attack submarine (SSN) USS Greeneville. However, while the SSN's commanding officer at the time, Cdr Scott Waddle, must accept full responsibility for the accident as the commander of a submerged submarine, the accident itself cannot be said to be totally avoidable. A modern submarine must rely on its passive sonar to scan the area above it as it surfaces. This will give the bearing of any contact in the area and to some extent an indication of its proximity by the noise level of the contact. No totally reliable range data, however, will be available. The process by which a submariner determines the proximity of a contact is known as target motion analysis. It's a simple geometric calculation which in the past was done by manual plotting, but even the use of sophisticated computers in modern submarines does not mean it is an infallible process. A former submarine commanding officer described the process to janes.com as being somewhat akin to "crossing a field of cows with your eyes shut. You have your ears to listen and you have the direction of each cow as it makes a noise," said the source, "but it's still possible that you might bump into one of them. Fortunately, the movement of surface shipping is less random than that of grazing cows." USS Greeneville, hit the 180ft-long, 499-ton Ehime Maru approximately nine miles south of Diamond Head, Oahu. The accident occurred when the SSN, which has a displacement of 6,082 tons (6,927 tons dived), was 'coming up from deep' during routine training roughly 20 miles from its home port of Pearl Harbor, Honolulu. Once hit, the Ehime Maru took less than 10 minutes to sink. The Japanese vessel's captain, Hisao Onishi, accused the crew of the Greeneville of doing nothing to help the survivors. "I could see several people on the [conning] tower," he said. "They lowered a rope ladder from the conning tower, but none of our crew members were rescued by the submarine. They were just looking until the Coast Guard arrived." However, there was, in fact, relatively little the crew of USS Greeneville could have done at this point beyond summoning urgent assistance. While Captain Onishi said that the conditions were calm enough for no water to enter the Ehime Maru's liferafts, the 6ft swell prevailing at the time could have been enough to swamp the submarine if any of the hatches on its casing were opened. US Coast Guard search and rescue helicopters arrived on the scene in 35 minutes and Coast Guard patrol craft 15 minutes later. The Ehime Maru had 35 passengers and crew on board; nine are still missing and presumed dead. Cdr Waddle has been reassigned to the staff of Commander Submarine Forces Pacific pending the results of the investigation. Captain Tony Cortese will serve as the interim commanding officer of USS Greeneville.

再轉貼一則Jane's的文章, USN investigates submarine accident By MICHAEL SIRAK; JDW Staff Reporter, Washington DC As Jane's Defence Weekly went to press, US Navy investigators were still trying to piece together the exact circumstances that caused the Los Angeles-class nuclear attack submarine USS Greenville to collide with and sink a Japanese fishing vessel. The collision, in waters off Hawaii on 9 February, left nine crew members of the Japanese ship missing presumed dead. Alongside the navy investigation, the US National Transportation Safety Board is conducting its own review. The accident occurred as the Greenville was performing an 'emergency main ballast blow' drill to surface rapidly as part of a training exercise. Investigators need to determine whether the submarine was within the waters of a training area and why the Greenville's sonar and periscope scans did not pick up the Japanese ship, the Ehime Maru. Adding to the controversy is the presence of 16 US civilians on board the submarine, several of whom were sitting in control positions as the submarine surfaced. At this point, Secretary of Defense Donald Rumsfeld said there is no evidence their presence played a role in the accident, but President George Bush has instructed Rumsfeld to review the Department of Defense's policies on civilian activity during military exercises.
