中華民國續捐贈巴拉圭兩架直升機
  ︵中央社記者王媛媛亞松森一日專電︶中華民國軍方的一個代表團日前已抵達巴京亞松森市,此行是向巴拉圭政府移交中華民國捐贈六架UH1H直升機之中的最後兩架。
  巴拉圭國防長康狄亞在記者會中透露,直升機預計一週內完成試飛整備,並將於十二月四日,由駐巴大使顏秉璠代表中華民國正式移交給巴拉圭空軍,並在空軍總部機場展出,其中一架將配備作為空中急救之用。911201

空中消防隊直昇機南投救難途中迫降人員平安

(中央社記者劉良蓉南投縣二日電)空中消防隊所屬編號九0六的一架直昇機,上午搭載五名南投縣消防局救難人員準備前往南投縣丹大林區七彩湖搜救一名失蹤多日的劉姓登山女子時,疑似因為機械故障迫降在七彩湖附近的六順山,所幸機上八名人員都平安,迫降原因及善後由相關警、消單位處理中。

南投縣消防局指出,一名劉姓女子十一月二十六日與親友共四人前往七彩湖,二十七日時,劉女疑似在山區迷路與同行親友失去聯絡,其他三人經過搜尋,在二十八日先行離開山區並向警方報案,當地消防、救難人員即展開動員進入山區搜救,不過一直沒有消息。

今天上午,南投縣消防局向空中消防隊申請以直昇機搭載五名救難人員準備再進入七彩湖山區擴大搜尋,八時四十分直昇機從水里高職起飛,約在九時十五分左右即傳出直昇機迫降七彩湖附近六順山的消息。由於七彩湖附近通訊狀況不良,有關直昇機迫降原因以及後續搜救及善後,目前由相關單位了解、處理中。

空消隊直昇機山區迫降 消防署緊急應變救援

(中央社記者孫承武台北二日電)消防署空消隊一架UH-1H 直昇機今天上午在執行救援任務時,疑因機件故障迫降在七彩湖附近的六順山,機上八人平安,空消隊籌備處已緊急調派另架同型飛機載運機工人員上山搶修,故障飛機僅輕微擦撞,原本搜救勤務則由國搜中心承接。

根據消防署勤務中心表示,直昇機上午八時四十五分迫降南投、花蓮交界處的六順山,機上有機組人員三人、特種搜救隊隊員五名。由於直昇機本身擔負救援救災使命,今天這起事故又是輕型直昇機參與救災以來首度迫降事件,事故發生後,消防署長黃季敏相當重視,指示空中消防隊成立緊急應變小組,並瞭解機件故障原因。

空消隊籌備處上午九時十四分,先調派另架同型直昇機「901」 上山協助排除事故;另方面從台東分隊調回大型的B234直昇機待援。初步瞭解,機上八人平安,機體在緊急迫降後側邊有輕微擦撞,但並不妨礙飛行,預計在傍晚前可排除故障。

登山走失待救人員則由南投縣消防局從地面就近支援搜尋,配合行政院國家搜救中心繼續搜尋任務,另東部地區空中搜救任務也由國搜中心承接。

根據消防署空消隊籌備處表示,上午迫降的這架「904」UH-1H輕型直昇機,在從軍方接手移撥前,包括飛機發動機、X 光結構細密檢查等一次完整階段檢查,並依試飛手冊完成試飛,移撥後附完整的隨機維修工具、技術書刊、備份料件等。這型直昇機全球目前有美國加州森林局、北卡羅萊納州消防局作為森林消防救災使用;另外加拿大、澳洲等國家UH-1H 仍為消防主力機種。總計全球有二十三個國家,約一千多架仍在服役。在國內UH-1H也是陸軍主力機種,平均使用時數約五千小時。

空消隊迫降事件行政院飛安會趕赴現場瞭解

(中央社記者孫承武台北二日電)空中消防隊中型直升機今天上午迫降山區,消防署今晚指出,事故研判起因於低高度落地前,尾旋翼功能喪失,以致必須做迫降處理。

行政院飛安委員會與負責檢整的亞太航空人員已趕赴現場瞭解原因。這起飛安事故發生後,消防署副署長陳武雄隨即南下統籌指揮調度;消防署晚間並以新聞稿對外說明這次迫降事故的處理情形。

陳武雄表示,經初步研判,迫降的「904」疑起因於山區氣流不穩、風向不定,直升機在低高度落地前,尾旋翼功能喪失,致使機體向右旋轉。為避免飛機打轉,造成更大的危害與損失,正駕駛採取應變措施,選擇在附近山坡地緊急降落,飛機斜向降落,將機體損壞程度降到最低。

消防署表示,已洽請行政院飛安委員會,以及負責檢整UH│1H的亞太航空人員趕赴花蓮、南投交界的六順山事故現場瞭解原因,並做必要的處置。至於三名機組員(正、副駕駛與機工長)已由隨後支援的「903」同型直升機載回台中新社頭嵙山中部分隊駐地;其他五名特種搜救隊員則會同已出發的南投縣消防局人員,繼續搜救登山走失的劉姓婦人。

中華民國援贈巴拿馬警方一架直昇機

(中央社記者鍾海泰巴拿馬市三日專電)中華民國今天援贈一架直昇機給巴拿馬警方,供從事救援和巡邏任務。

捐贈典禮上午在警政署舉行,我駐巴拿馬大使胡正堯、巴國內政部長艾斯卡龍、外長阿雷曼、警政署長巴雷斯及警政署高級警官都參加典禮。

胡正堯在典禮中表示,中華民國政府重視和巴拿馬的邦誼及合作,兩國合作範圍也包括警政,希望透過警政合作,使巴國社會更為安定。

巴雷斯說,前二天牛口省豪雨成災,警方已經出動這架MD-500E型直昇機到災區展開救援工作,充份發揮救難功能。他代表政府和災區災民對中華民國援贈表示感謝。去年中華民國政府也援贈過巴拿馬一架直昇機,從事救護和巡邏。

27.8公克 超輕遙控飛機亮相

【記者鄭文正/台中報導】

飛行器玩家吳武雄昨天在台中市舉行的國防產業發展研討會,展示僅有二七點八公克的超輕遙控飛機的原型機,突破遙控飛機國際目標二八點三公克(一盎斯)的瓶頸,成為目前國內最輕的遙控飛機。

吳武雄說,超輕遙控飛機附載偵測照相器材時,在國外多數被拿來當作間諜飛機,機上攜帶偵測鏡頭,即時傳送監看的影像回來,即時處置,即使被擊落,畫面也都已傳送、接收完成。許多國家都致力超輕型遙控飛機的研發,希望能將遙控飛機的重量、體積變得更輕巧,從國外雜誌得知目前最輕型的間諜飛機是卅一公克,而將遙控飛機重量減到一盎司,已列為國際玩家共同目標。

他與夥伴們研發兩年多,最近兩個月不斷測試,他們以自製的珍珠板,做成的機展(機翼)與尾翼部分,還要有薄厚不同差別,其捲曲弧度,都會影響到風切角度與飛行效果,在尾翼部分還有電流控制擺動,控制飛行方向,在機身部分則用輕巧木質做成,黏上遙控接收器、電池,機頭前端的螺旋槳、馬達,都是超小精緻的零組件,整個重量為廿七點八公克。

吳武雄強調,有了超輕遙控飛機的基礎後,未來要加強的就是零組件的功能,可能換成鋰電池加強飛行動力,增長飛行距離,可能以超輕的鈦等金屬取代,還得考慮到攜帶無線針孔攝影機後的重量,將蒐集的畫面傳送回接收處。

吳武雄昨天說,他玩遙控飛行器已近廿年,過去在台南崑山工專(現為崑山技術學院)教機械,對自己從小就很有興趣的飛機,更是熱中設計、組裝。這次他自行改裝小型遙控車的遙控器,自製遙控飛機,結合並運用電學、力學、電子機械等多項原理,自製零組件拼組測試,將進一步發展成「間諜飛機」,即時傳送影像。

我援贈巴拉圭直升機完成交機

(中央社記者王媛媛亞松森六日專電)中華民國第三階段援助巴拉圭直升機贈機典禮,四日於巴拉圭空軍總部舉行,巴國總統龔薩雷玆、國防部長、外交部長等部會首長、三軍總司令等高級將領及我駐巴大使顏秉璠、館員等三百多人參加。

這次的贈機任務在中華民國所派遣的組裝技術小組人員不眠不休投入下,在短短四日內即完成兩架直昇機之組裝、試飛及演練等,工作效率與紀律獲得巴國各界高度的肯定與讚揚。

典禮當天由顏秉璠代表我政府致贈,並與巴國總統、空軍總司令共同簽署全案六架直升機之交、接機備忘錄。顏秉潘並將象徵本案六架直升機編隊飛行之大幅照片交由龔薩雷玆總統接受。

贈機典禮中除靜態展示一架救護用直升機外,其餘五架直升機由中、巴兩國飛行員共同執行編隊飛行,於觀禮台由我飛行員進行基本課目操演,機隊並滯空停留,向全體貴賓點機頭致敬,獲得現場觀眾熱烈的掌聲。顏秉璠表示,中巴軍方的交流關係一向密切,中華民國捐贈這批直升機可協助巴拉圭加強防衛兼遏制犯罪。他也指出,目前中華民國政府已捐款協助興建巴國國會大廈,另外正在推動的SAN FELIPE區與中央省地帶十四個社區的國民住宅計劃,以提升兩國的邦誼與合作。

THE KOMSOMOLSK-ON-AMUR AIRCRAFT PLANT IS TRYING TO MAKE THE GOVERNMENT CORRECT
THE FEDERAL PROGRAM AIMED AT REFORMING THE MILITARY-INDUSTRIAL COMPLEX AND
CREATE THE SUKHOI HOLDING ON THE BASIS OF THE PLANT.

The Komsomolsk-on-Amur aircraft plant (KnAAP) is to join a holding, which will be created on the
basis of the Sukhoi aircraft military-industrial complex.

Privatization of the Sukhoi aircraft military-industrial complex and its transformation into an
aircraft holding will take place in the first quarter of 2003. These changes are to be preceded by
privatization of two federal government-owned unitary enterprises - KnAAP and the Novosibirsk
aircraft complex (NAC).

Decisions to privatize the enterprises were made in 2001, when the president signed a decree on
the creation of the Sukhoi aircraft holding. After privatization 74.5% of the shares of both
enterprises are to be passed over to the Sukhoi aircraft military-industrial complex and then to
the Sukhoi holding. The remaining 25.5% of the shares will be passed over to the Russian Federal
Property Fund.

AT THE SECOND ATTEMPT
NAC was privatized in October 2002. KnAAP was privatized on November 10. Supporters of Sukhoi
general director Mikhail Pogosyan received the majority (six out of nine) of votes in the KnAAP
board of directors. The remaining three votes are controlled by Victor Merkulov, who has headed
KnAAP for many years. According to the governments decision, he will remain KnAAP general
director until the first meeting of shareholders.

However, judging from Gazetas sources Merkulov may lose his position right after the first
general meeting. The reason is that Victor Merkulov tried to sue the government regarding its
decision to pass over a contract to build the Su-30MKK bombers to China from KnAAP to Sukhoi. He
lost the case. In addition, precisely the current leadership of the KnAAP and Khabarovsk Governor
Victor Ishachev have been opposing the plants privatization since 1996. Merkulov refused to join
the Sukhoi complex, thus disobeying Yeltsins decree to create the Sukhoi state-owned corporation.

WHO WILL WIN?
It seems that the problem of the plants privatization has been solved. However, Gazetas sources
in KnAAP say that the conflict of interests between the head company and the plant has not ended.
KnAAP is now trying to make the government change its approach to the creation of the Sukhoi
holding. The plant thinks that it would be reasonable to create a new holding on the basis of the
head enterprise of the Sukhoi complex. In other words, on KnAAPs basis. Some experts think that
chances that the situation will change in KnAAPs favor are 50/50. Such forecasts are based on a
letter, which Mikhail Kasyanov sent to Vladimir Putin a year ago. According to the letter, the
creation of integrated structures on the basis of head companies faces many problems. The main
problem is that holdings structures control enterprises shares but do not design or produce
weapons and military hardware.

As a result, they will have to receive a range of licenses. At the same time, the creation of
holdings on the basis of the existing head companies makes it possible to prevent these problems.
In addition, the transparency of the use of money will increase. Proceeding from these facts, the
prime minister proposed to the president to correct the federal program aimed at reforming and
developing the military-industrial complex. Vladimir Putin wrote on this letter: I agree.
However, the government has not yet done anything despite this support. Sukhoi does not think the
government will change anything. A source in the Sukhoi complex said: KnAAP has already lost the
battle. Plants lose their independence after privatization, they become part of Sukhoi and join
the aircraft holding.

獨家專訪╱飛航守護神 從未曝光的空軍「查核機」 2002/12/10 14:50

在空軍眾多飛行單位中,配駐在台北松山機場的專機隊,一直是飛安成績最好的單位。可是一般人或許不知道,在專機隊的編制裡,還有一個「查核組」是從未在媒體前曝光的單位,下轄2架經過特殊改裝的EBH-1900航道電波查核機。這個從未公開過的「查核組」,雖然不是像作戰單位那麼容易吸引社會大眾的注意,但他們所擔負的航道電波查核任務,卻攸關國內大小飛機的飛航安全。本報獨家採訪這個從未在空軍曝光過的單位,讓國人瞭解,空軍一群默默耕耘,全天候維繫飛安的守護神。


台北松山機場是軍民兩用機場,除民航局航空站之外,還有一個「空軍松山基地指揮部」,簡稱「松指部」。

「松指部」下轄專機隊與總統座機組。座機組由1架波音737-800「行政專機」組成,而專機隊下轄3架福克50以及11架畢琪B-1900,序號由1901至1912,序號1905的B-1900於1990年8月21日墬毀在雲林,而序號1911與1912的B-1900則被改裝為EBH-1900航道電波查核機,負責查核各基地導航及助航設施,外表與其它B-1900最大相異處,就是EBH-1900航道電波查核機採用螢光橘做為機身上半部的塗裝。

EBH-1900航道電波查核機的主要任務,是直行機場無線電電波的校正、檢查與比對,其中包括了儀器降落系統、左右定位台、戰術導航等等。但基於責任及分工的考量,空軍的EBH-1900航道電波查核機僅執行屬於空軍自行建案設立的助、導航設施,其他屬於民航局的助導航裝備,則由民航局標準組的查核機進行校正與檢查。

王克強是EBH-1900航道電波查核機中校飛行官,是專機隊中具有豐富飛行經驗的教官,他對於EBH-1900航道電波查核機執行的任務表示,現代化任何的飛機都需要在一定程度上受到管制,而執行管制工作的,除了空地人員間經過雷達的交流外,最重要的還是要有一種規定的飛航規則,這樣才能確保飛安。

其中,如何讓飛機能按照既定的飛行航線,就成為落實飛安的最基本要件,換言之,EBH-1900航道電波查核機就是執行這種任務的第一線尖兵,因為EBH-1900航道電波查核機上裝備有精密的校正儀器,可以計算電波輻射是不是按當初所設計的方向進行發射。

中共「殲10A」威脅台灣、「東風31」牽制美國

南韓「東亞日報」今天的網路消息指出,中共軍事當局費時二十多年,已研製成了「殲10A」戰鬥機,這種軍機對台灣構成了嚴重的威脅;另外、中共發展的「東風31」新型洲際彈道導彈,對牽制美國布希總統積極推動的「導彈防禦計劃」,將會是一個決定性的轉機。 (王長偉報導) 廣 告

南韓「東亞日報」的這篇報導由北京發出、文章長達三千多字,詳細介紹了中共的「東風31」新型洲際彈道導彈(ICBM),以及「殲-10A」戰鬥機。消息說,「殲-10A」戰鬥機是中共從俄羅斯引進的「蘇愷(SU)-27」和「蘇愷SU-30」機所配置的,其最大特點是可以同時追蹤二十個一百五十公里以外的目標,並可一次性攻擊四個目標的恐怖威力。

中共已將十架「殲-10A」戰鬥機佈署於南京軍區,對台灣的空軍戰力佔了絕對的優勢,而且中共的空軍戰略也由「防禦為主」轉換為「攻擊為主」,所以,也升高了對台灣的威脅和南沙群島的作戰範圍。

「殲-10A」是使用了俄羅斯的最尖端「蘇愷(SU)-27」改良發動機(AL31FN),中共透過「殲-10A」確保了戰鬥機設計領域上的最大難關-最尖端發動機的技術,給以後的航空母艦裝載機和第四代戰鬥機-「殲-13A」的研發奠定了基礎。中共已計劃在三年內生產五十架「殲-10A」機、十年內生產三百架「殲-10A」機。

另外、中共經過十年研製成的「東風31」,其有效射程為八千公里,不但可以攻擊大部分歐洲和俄羅斯以及整個印度,而且還可以攻擊美國的阿拉斯加、夏威夷及西部海岸、此外、它發展的「東風31」在核戰力方面還可以攻克美國的「導彈防禦計劃」(MD),無論在質和量上都有了相當的改善。(中廣記者王長偉 漢城報導)

巴基斯坦的兩架 F-7PG 相撞

Two PAF jets collide; pilots eject

QUETTA, Dec 10: Two F-7PG jet fighters of the Pakistan Air Force collided
in mid-air and crashed near Mastung, some 65km south of here on Tuesday,
official sources said.

Both pilots managed to eject immediately after their planes brushed against
each other and were admitted to Combined Military Hospital, Quetta, with
minor injuries.

According to sources two F-7PG jet fighters were on routine flights during
which they collided and crashed in chooto and Baland Safad hilly area some
10kms away from Mastung Township.

No one was injured or killed as both jets crashed in an open place, Shoaib
Gola district administrative officer Mastung district told this correspondent
by telephone.

The two pilots involved in the accident are: Wing Commander Tariq and Flight-
Lieutenant Mohsin.

The air headquarters has ordered an inquiry into the incident, official
sources said.

Electronic warfare plane put through advanced training

The air forces sole electronic warfare (EW) aircraft completed an advanced EW drill early this
month at a training range in eastern Taiwan, defense sources said yesterday.

The drill, which involved transmitting radio signals, and receiving air-to-ground, was the most
up-to-date the No. 1351 C-130HE has undertaken since entering service in 1993 and took place at
a site earmarked by the military as the countrys first EW training range

The development marks the air forces efforts to upgrade its EW capabilities to modern standards.

At the moment, the EW capabilities of the Taiwan military are still weak as compared with
advanced countries. This is one of the main reasons the air force has been keeping its only
EW aircraft top secret.

The C-130HE was stripped of all of its EW equipment during a routine maintenance check at a
Taichung air base prior to the drill.

The arrangement was aimed at keeping the aircraft away from prying eyes but for the plane
spotters who constantly hang around air force bases taking photos of planes, the C-130HE was
immediately recognizable.

The C-130HE was converted from a C-130H transport plane by the Chun Shan Institute of Science
and Technology (CSIST) and a US arms manufacturer.

The air force plans to assign some of its non-EW C-130H fleet to a special operations group.
Details of this group are not available, but it is expected that it will also be closely guarded.

Before purchasing the C-130H from the US in the mid-1980s, the air force already had some
experience in using the C-130 aircraft for a range of special operations, including deep
surveillance penetration of the Chinese interior.

It is not known how many times the air force successfully infiltrated China using the C-130, but
infiltration missions of this kind helped the US obtain vital information on the communist
country.

The special operations group is said to revive a similar practice, but no information could be
obtained to confirm it.

空軍修補大隊召募志願役士兵計畫周詳

(軍聞社記者袁靖宇專訪)身為空軍第一個召募志願役士兵試辦
單位,清泉崗基地修補大隊大隊長韋國亮上校說:「心情如履薄
冰,心態平常心」,不過,他強調,已有萬全準備,現在「萬事
具備,只欠東風─志願役士兵的報到了」。

韋上校早年曾經領導一個小組,參與經國號戰機的修護標準作業
的制定,他所領導的修補大隊還曾獲得國軍模範連隊的殊榮,因
此,專業與能力都備受各級長官肯定。

韋上校指出,修補大隊是一個具有光榮傳統的優質部隊,例如空
軍自行開發的資訊系統,修補大隊就曾是第一個實驗的單位。因
此,修補大隊此次再度中選,深知這個部隊能力的長官,毫不意
外。

韋上校認為,募兵制是兵役制度上的重大改革,其與徵兵制不同
處,係兵源屬自發性,並可依部隊需求甄選,故其於部隊服役期
間,可依民間專長派任,以往義務役戰士有許多本職學識不足肇
致訓練問題,將可逐漸消弭。

同時空軍新一代戰機配屬的裝備,均屬高科技裝備,所以在募兵
的甄選上可因應科技未來發展趨勢,擬定甄選標準,透過公平、
公開方式考選專業人員,到部隊後即配合部隊訓練流路,使其在
短期內能以民間專長結合部隊任務,執行各項工作,對於強化國
軍戰力將有加分效果。

韋上校進一步說明,修補大隊的工作內涵可概分修護及補給兩大
類,主要任務是擔負經國號戰機停機線與場站階層的飛機、發動
機及空、陸用相關裝備的修維護作業;另外,在補給方面負責空
軍中部地區一般裝備、器材、彈藥、油料、被服、裝具、主副食
等供補;然而由於大隊的主要職責是修護經國號戰機,因此,嚴
格要求「安全」及「修護紀律」,以確保大家「快快樂樂入營,
平平安安退伍」。

對於這些即將入營的志願役士兵,空軍已經興建新的營區,以加
強對他們的照顧與訓練,此外,韋上校也強調,部隊的管理除了
依據「基層管教作法」輔導適應軍中生活、消除不安心理以外,
並特別注重「修護紀律」與「工作安全」,以確保「人安」、「
物安」為指導要求。

在生活照顧方面,這些新進人員到部後均指派優秀資深領導幹部
擔任輔導人,協助其心理、生理調適,瞭解營區設施與工作環境
,灌輸團隊精神與互助合作觀念,培養軍人氣質,並密切與家屬

保持聯繫,以主動發掘新進人員疑難問題、協助輔導解決,使征
屬對其子弟在軍中服役安心為重點。

由於修大為一飛機修護專業部隊,因此,在訓練方面,落實職前
「安全訓練」與任職時「技勤訓練」。

安全訓練包括地面安全、行車安全、工廠安全、基地機種、飛機
結構及危險區域簡介等;技勤訓練依各專業單位及任務不同,授
與專長;各項訓練均要求在「合理」、「安全」、「完備」的環
境下完成,秉持「為戰而訓」及「訓練安全」之考量,以期能符
合空軍戰備需求,確保空防任務的有效遂行。

另外,此一生力軍到部三日內,修補大隊就會以連繫函告知家屬
,如單位駐地、電話、會客規定、申訴與軍人之友社服務及相關
權益規定,使家屬明瞭軍中服務工作與範疇。

每逢佳節,也會寄發家屬連繫函,表達部隊長關懷部屬心意、轉
達軍紀營規要求事項,並請家長提供生活照顧與管教意見,俾能
精進大隊服務工作效能,建立良好的雙向溝通管道,達到一個令
家屬安心、役男放心的良好服役環境。

未來,韋上校重申,首批的志願役士兵服役後,將配合上級的政
策指導,定期檢討成效,並研擬相對的配套措施,對本職專長及
發展潛力較佳者,建議擇優予以延役,未來希望能達到領導幹部
以軍事院校畢業的常備幹部為主,技勤人員以募兵為主,如此,
民間科技人才將可投身於國防科技領域,提升國防戰力,而領導
幹部亦可藉由其軍事養成教育,領導所屬維繫國防體制,以完成
台澎防衛作戰「有效嚇阻、防衛固守」的建軍目標。

一架菲律賓軍機墜入三寶顏外海

(中央社記者劉崇澤馬尼拉十七日專電)菲律賓空軍一架Nomad飛機因機械故障,今天下午墜入距三寶顏約三英里的海中,機上組員與乘客共十三人均獲救。

電臺報導說,菲律賓空軍及海軍趕往飛機墜海現場搜救,機上組員與乘客十一人均安全。這架屬於三寶顏菲律賓武裝部隊南方指揮部的飛機,是前往塔威塔威執行醫護任務後返回三寶顏途中,一具引擎發生故障,駕駛員通知地面後,利用另一具引擎在水上迫降。

Procurement: Committees of the German Bundestag Decide the Development of Meteor
德國流星飛彈飛飛飛

On 18 December 2002 budget committee and defence committee of the German Bundestag decided the
participation of Germany in the European development of the Meteor air-to-air guided missile,
in co-operation with Great Britain, France, Sweden, Spain and Italy.

On Dec. 4, Minister of Defense Peter Struck had outlined to the Bundestag, how the continuation
of the reform of the German Armed Forces will be modified on the basis of the coalition
agreement. Following the general agreement of the Federal Department of Finance covering
funding for procurement and equipment planning of the armed forces, the defense ministry
capacity to proceed with the Meteor program was achieved.

In the medium term, Meteor will provide Eurofighter, the new combat aircraft being developed
for the air forces of Great Britain, Italy, Spain and Germany, with a superior weapon for
engaging air targets at medium and long ranges.

Meteor is to replace the US-manufactured AMRAAM air-to-air missile, which will remain in
service until 2011, when the first Meteor missiles will enter service as the main armament of
Eurofighter.

Meteor will also be capable of engaging highly maneuvering targets at ranges of up to 100 km.,
and will thus substantially improve the effectiveness of Eurofighter weapon system. Our French
and Swedish partners will use the Meteor on their Rafale and Gripen combat aircraft.

The agreement of the committees of the Bundestag for the multinational development of Meteor is
a further contribution to strengthening European arms co-operation, and is an important
positive signal to the European armaments industry.

The Meteor project demonstrates the effectiveness and global competitiveness of Europe
military aircraft and missile industry; the program will also contribute to the provision of
highly-qualified jobs within key technological areas.

German industry is closely involved in this technically innovative development.

波音獲得提昇NATO AWACS 的契約

Boeing Awarded Contract Modification for NATO AWACS Upgrade

ST. LOUIS, Mo. --- Boeing has received a contract modification to continue and complete the
Mid-Term Modernization Program, a major upgrade to NATO fleet of 17 AWACS aircraft.

The agreement, which increases the value of the Mid-Term contract to more than $1.3 billion,
was awarded by the Electronic Systems Center, Hanscom Air Force Base, Mass. acting as agent for
the NATO Airborne Early Warning Programme Management Agency in Brunssum, Netherlands. The
upgrade includes integration of state-of-the-art enhancements to the fleet? computers,
displays, communications, navigation and target identification systems.

Under the contract modification, additional work packages will provide engineering and
development to integrate new commercial-off-the-shelf electronics and computing systems, as
well as an option for the production and retrofit program.

Production and retrofit of the fleet would be authorized in 2004 following the successful
completion of a NATO initial operational test program of the first AWACS aircraft modified
under the Mid Term Program. This phase of testing is scheduled for completion in August 2003.

Steve Behnen, Boeing NATO AWACS program manager, said, ?his new agreement paves the way for us
to complete the development work and deliver this powerful capability to our NATO customer.

The Mid-Term Program enhancements include:
--Five new operator consoles;
--Flat panel situation displays with a Windows-like environment to support
the interaction between operators and sensor systems increasing the operator?
situational awareness;
--A new mission computing system implementing advanced Multi-Sensor Integration
which will improve the reliability and accuracy of target tracking and identification,
automated recording and replay of mission data;
--An open-system architecture supporting cost-effective future upgrades
to hardware and software;
--Digital communications systems to improve crew management and use of radio links;
--Satellite communications that will be integrated into the mission system
for over-the-horizon communications links;
--Broad-spectrum VHF radios that will support improved interoperability
with Eastern European nations?air and ground forces;
--Improved Identification Friend or Foe systems that will be compatible
with emerging international air traffic control systems requirements;
--New capabilities for Identification Friend or Foe interrogation;
--Upgraded aircraft navigation that takes advantage of the new Global Positioning System.

美飛行員嗑藥?誤炸阿富汗友軍

美國廣播公司(ABC)報導,美軍今年4月17日在阿富汗誤炸友軍,造成四名加拿大軍人死亡、八人受傷的意外,傳出驚人內幕,可能是駕駛戰鬥機的飛官服用安非他命提神,受到藥物影響所導致。

誤炸友軍的飛官是施密特和昂巴克,當時兩人分別駕駛一架 F-16 戰機執行任務,兩人被控四項誤殺和失職罪名,軍事法庭將在下月初審。

美國空軍把發給飛官的安非他命稱為「行動藥丸」(Go Pills)。如果有飛官拒絕服用,會被上級視為不適合參與某些飛行任務,飛官為避免影響前途被迫服用。也有報導說當年參與波灣戰爭的美軍飛官後來都染上毒癮。

空軍強化IDF對地攻擊力      
〔記者游太郎╱花蓮報導〕向來被定位為中、低空防禦戰機的IDF,近日進駐空軍佳山基地,接受對地攻擊訓練驗收,未來承接原F-5E對地攻擊及分擔F-16部份任務,朝發展聯合載台方向規劃,強化空軍的防禦攻擊武力。

  隸屬於空軍四二七聯隊三大隊七中隊的三架IDF戰機,已進駐空軍佳山基地接受空軍教準部的對地攻擊訓練成果驗收,由於七中隊為IDF負責換裝訓練的中隊,擁有不少資深的種子教官,對地攻擊訓練的成果也備受空軍重視。

  據指出,事實上在八十九年底前,空軍正如火如荼進行包括F-16、幻象二千等新一代戰機換裝作業時,空防任務即由IDF挑大樑,當時部份中隊開始取代老舊的F-5E,執行對地及對海攻擊戰備任務,但整體的攻擊能力仍不足,在F-16成軍後,即逐漸淡出對地和對海的攻擊訓練。

  由於F-16必須肩負制空、制海、反登陸等任務,訓練份量相對吃重,空軍檢討後,決定將原F-5E的對地攻擊任務,調整由IDF分擔,近日進駐佳山基地後,掛載小彈投擲器陸續模擬掛載傳統炸彈、子母彈、雷射導引炸彈和AGM-65小牛飛彈等各項戰術,並在幻象二千、F-16的掩護下,聯合實施對海、對地攻擊訓練。

  據表示,IDF除了具備對地攻擊能力,在中科院整合下,曾試掛過雄二空射型反艦飛彈,具備一定能力的制海能力,不過,因制海任務目前由F-16負責,這項科目並未列入演練。
  IDF在設計時,原以防空作戰為主,但空軍為了因應境外決戰的戰略構想,已選擇IDF做為發展「聯合反制載台」的載具,未來除了適度增加航程,並搭配中科院發展的多項空對地反制武器,做為空軍「有限反制」的投射載具;七中隊對地攻擊訓練的成效,檢討後也將作為未來發展的參考。

美方壓力 俄不可靠 Su-27胎死腹中

前國科會主委夏漢民爆料,指當年曾秘密洽購一百架Su-27,但後來不了了之。了解
當時戰機採購作業的將領說,空軍的確很認真考慮過Su-27,夏漢民以科技合作和考
察名義去俄談Su-27,原則上都是探路性質。

綜合國防部和空軍幾位了解內情的退役將領看法,軍方確曾有購進作為假想敵中隊
戰機的參謀作業,並實際展開與俄方接觸,但最後顧慮後勤及外交考量而作罷。

事實上,我方也曾派人去俄試飛Su-27,當年空戰英雄歐陽漪芬、前民航局長陳家儒
和來福公司董事長李華德三人同行,本報曾作深入報導。當時軍方限於政治敏感,
不敢派現役飛官,只好請已經退伍的飛行員前往。

等歐陽和陳回國,這個案子的面貌又與幾個月前迥然不同。所謂「一百架」的想法,
在空軍和國防部是不可能辦到的。道理在於國軍走美制路線所以苦等F-16,如果買
進Su-27百架,勢必要改弦更張,建立俄制系統。買戰機很容易,但要用十五、廿年,
這段時間若不能確保後續零件供應,就成廢鐵一堆。而俄國政局不穩,又與中共愈
走愈近,雙方Su-27交易於八十年曝光,舉世關注。

如果中共將以Su-27作為主力戰機,我方不妨小量引進Su-27,投入成本和風險皆低,
可行性相對提高,遂有購入十二架擔任台東假想敵中隊異種機對抗演練任務的構想,
讓我飛行員真切掌握其性能,研發反制戰術戰法。相關人士說,歐陽漪芬和陳家儒
試飛回來,案子一度縮到四架,由俄方派人來台專責維修保養,保證供應零件。

據回憶,美國已經注意我方與俄國接洽Su-27的事情,其實,我方故意讓美國人知道,
以構成軍售F-16的壓力;同理,台灣與法國的幻象機談得如何,美方也頗為擔憂。
當時空軍總司令唐飛反對引進Su-27,認為弊多於利,主要還是美方表達了不滿,以
及俄國的後勤保證不可靠。當時情勢,法國幻象很有希望,與美國廠商合作的經國
號IDF也在試飛,美國F-16重要性相對降低,俄國Su-27也就不再急迫。最後Su-27胎
死腹中,應是必然結果。

工研院工程師洩密案檢調函送軍方追究軍方洩密責任

工研院工程師陳維國洩密案,在經過近半年的偵查後,近日內可望偵查終結,不過
檢調單位在偵查過程中,發現軍方對保密防諜的措施太過草率,部分被列為極機密
等級的機密都輕易外洩,調查站已將洩漏軍機部分函文給空軍,軍檢署本週以證人

發生在今年六月初的工研院工程師陳維國涉及妨害軍機治罪條例案件,原本憲兵單
位是以違反要塞地帶保壘法移送,不過檢察官章京文在偵辦過程中,卻發現新竹空
軍基地並非國防部明訂的要塞堡壘,因此全案最後由會同單位新竹市調查站,以妨
害軍機治罪條例罪嫌函送,陳維國也被檢方限制出境,而檢調單位在陳維國家中和
辦公室取得的九大本記載軍事機密的記事本,除了全國各軍用機場拍攝的戰機之外,
還包括訓練飛行、巡弋任務戰機武器的配掛,甚至還有飛行員姓名、職階和駕駛戰
鬥機的編號等,最離譜的是連空軍一號起降時間和機場警戒級數都詳細記載在文件
內,明顯的不合乎常情常理,至於陳維國涉及刑責部分,檢察官可能在近日內偵結,
至於洩露軍機軍方的疏失責任,以及可能疏失的人員,檢方也要求移送單位的新竹
市調查站,將相關資料函送空軍總部,希望空軍能加強保密防諜的工作。事實上,
軍檢署已發出傳票本週以證人身份約談新竹空軍基地內多名軍官,就洩密案進行內
部調查。

空軍四○一聯隊長王明義將派駐美國接任新職

  (中央社記者劉嘉泰花蓮縣十九日電)空軍花蓮基地四○一聯隊長王明義即將於
明年一月接任我國駐美軍事協調組組長,他今天到花蓮縣政府拜會辭行時向副縣長
張旭初表示,這是他第二度派赴駐美代表處任職,他會積極協助政府辦好軍事外交
工作,張旭初則致贈紀念品並恭喜他升任新職。

  王明義今天專程前往花蓮縣府辭行,他向張旭初強調,空軍會持續做好敦親睦
鄰的工作,並成為花蓮民眾的好鄰居,張旭初代表縣長張福興致贈玉如意紀念品祝
賀他升任新職愉快,並肯定四○一聯隊近年來協助地方進行環境打掃和急難救助的
貢獻。

  王明義表示,他接任駐美軍事協調組組長職務後,將以自身經驗,辦好政府相
關政策的溝通橋樑工作,達成軍事外交的目標,從一九九六年以來,美國與台灣的
安全合作關係明顯提升,特別是在過去三、四年中,駐美代表處軍事協調組和美國
國防部國際安全事務辦公室及在各軍種的對口單位往來均極為密切。

  王明義是空軍六十二年班畢業,曾在韓國參謀大學和美國阿拉巴馬州空軍戰爭
學院進修,一九九六年至一九九九年間曾在華府擔任軍事協調組空軍武官。

地方關注,〔王名義〕今天在與縣府的辭行當中,一再推崇副聯隊長〔林於豹〕對
內對外都十分稔熟,是一個不錯的接任人選t

〔林於豹〕是否能順理成章接任,還需看空軍總部的決定,不過〔林於豹〕本人卻
是相當低調。

〔林於豹〕是空軍六十三期,曾任空間佳山基地教準部參謀長,在花蓮任職時間多
年,由於空軍401聯隊是我國相當重要的F-16戰機聯隊,肩負東部空域的空防任務,
尤其中共曾以東部為重要的假想攻擊目標,因此聯隊長的繼任人選問題,空軍總部
也相當重視。

土耳其美空軍基地附近發生爆炸事件

(中央社記者郭傳信安卡拉二十三日專電)據土耳其電視台報導,位於土耳其東南部美空軍基地附近的吉漢市「土耳其暨美國協會」辦事處,今天晚間十時二十分(台北時間二十四日凌晨四時二十分)發生震撼炸彈爆炸事件,但無人傷亡。

屬於阿達納省的吉漢市,位於印吉利克美空軍基地東方約二十五公里,也是伊拉克油管過境土耳其出地中海的石油轉運站,居住若干美籍等西方僑民。印吉利克基地則駐有四十五架美軍戰機及一千四百名美軍人員。

據報導引述當地人士揣測,身分不明份子在吉漢市的「土耳其暨美國協會」引爆一枚無嚴重殺傷力的震撼炸彈,顯然旨在對當地外籍人士或可能對鄰近的印吉利克美軍基地進行警告。目前警方已循線展開調查。土耳其人民普遍反對美國攻打伊拉克,第一大城伊斯坦堡及首都安卡拉最近相繼發生約一萬人及三千人不等的示威遊行。總理莒內政府也對是否支援美國攻打伊拉克猶豫不決,今晚舉行的軍政高峰會在深夜十一時三十分(台北時間二十四日凌晨五時三十分)結束,仍未作出任何決議。

WASHINGTON - Iraqi aircraft shot down a U.S. unmanned surveillance drone
over southern Iraq on Monday, American military officials said.

The Predator drone was conducting a reconnaissance mission, Joint Chiefs
of Staff Chairman Gen. Richard Myers told a Pentagon (news - web sites)
news conference. The plane is presumed a total loss, he said.

They got a lucky shot today, and they brought down the predator, Myers
said.

Iraqi fighter aircraft penetrated the southern no-fly zone over the country
and fired on the Predator, and its controllers then lost contact with the
plane, U.S. officials said.

This action is the latest chapter in a lengthy list of hostile acts by
the Iraqi regime, said Jim Wilkinson, a Central Command spokesman. Central
Command is the U.S. military command that oversees operations in Iraq and
the surrounding countries.

Iraqi air defenses have fired on U.S. and British warplanes patrolling the
no-fly zones over Iraq almost 500 times in 2002, officials said. American
and British aircraft have come under attack on 32 days since Nov. 8, when
the United Nations (news - web sites) Security Council agreed on a new
weapons inspection regime for Iraq.

The no-fly zones were set up after the 1991 Gulf War (news - web sites)
to prevent Iraqi President Saddam Hussein (news - web sites) from using
his military aircraft over northern and southern Iraq. His fighters sometimes
cross into those zones and are pursued by American or British warplanes.

Most of his attacks on U.S. and British aircraft, however, come from surface-
to-air missile sites on the ground, rather than from his air force. Iraqs
fleet of about 300 fighter aircraft is short on spare parts and its pilots
receive little training, defense officials said.

Predator reconnaissance drones are flying over the country looking for signs
of Iraqs alleged weapons of mass destruction programs.

戰機危機 經國號20工程師投靠韓國

空軍採購漢翔航空工業公司生產的 130 架經國號戰機後,據國家安全單位掌握的訊息,我方研發經國號戰機工程師近20 人已加入韓國 T-50 金鷹式戰機研發。這批戰機研發人員為規避政府調查,透過人力仲介公司的名目轉介至韓國,目前政府尚未有任何因應之道,漢翔公司相關主管則擔憂會造成戰機研發能量受創。

據指出,韓國研發 T-50 戰機的進度落後於我方的經國號戰機,為了加強進度,韓方秘密在台吸收漢翔工程人員加入T-50 研發陣營,包括參與經國號戰機概念設計、結構設計、電控、飛控、製造、後勤補給等相關部門人員約 20 人,以兩年一約的方式,參與韓國航太工業公司研發戰機的任務。由於 T-50 剛剛在今年 8 月展開處女飛行,韓方為了推動試飛與量產,還將漢翔公司的試飛工程人員挖角到韓國。

據了解,國家安全單位非常重視這些高科技工程人員為韓國研發戰機的情況,已掌握這些工程人員名單以及他們在韓國生活起居情況,甚至連居住飯店的時間也都一清二楚。不過,目前主管國內航太工業的經濟部與負責安全業務的法務部、國安局等,都還沒有對韓國挖角問題,提出任何的對策與反制之道,讓漢翔十分憂慮。

據指出,這些投靠韓國的經國號戰機研發人員,都是文職人員,加上經國號戰機已經結案,這些人員留在漢翔沒有舞台可發揮,因此許多人在韓方提出優厚條件後,就放棄漢翔投靠過去。

據了解,韓國航太公司曾在美國洛馬公司的建議下,提出與漢翔公司合作生產 T-50 的計畫,但為我政府拒絕。不過,韓方仍然透過管道秘密挖角。漢翔內部認為,如果當時與韓國合作,不僅我方人才不會流失,也可以掌握韓方的狀況,甚至可以獲得相當的利潤。

韓國航太公司是與美國生產 F-16 戰機的洛馬公司合作研發T-50 戰機,原先代號為 KTX-2,後改為 T-50,區分教練機與輕攻擊機兩種機型,今年 8 月 20 日首次處女飛行,預計試飛至 2005 年,T-50 戰機與經國號戰機構型相似,配備 20 機砲與 APG-167 雷達。

 美國空軍週二表示,洛克希德馬丁取得美國空軍價值約九.二○億美元的新訂單,將製造四十二架F/A-22 Raptor戰機。

 根據新約,洛克希德將在明年三月三十一日之前供應二十架Raptor以及相關設備,價值二.四六二億美元。


 第二個價值四.五四億美元的合約,將要求洛克希德在明年十月三十一日之前交付二十二架飛機。

 第三個合約達二.二一七億美元,涵蓋對這項方案的支援服務,期限至明年十二月三十一日。

 這些飛機預定自二○○五年起取代F-15C成為美國主要的空對空戰機。

WARSAW, Poland - Poland announced Friday it will buy 48 U.S.-made F-16 jet fighters from Lockheed
Martin for $3.5 billion to upgrade its air force to NATO standards, turning down two rival European
bids.

After nearly a decade of debate over how to modernize the air force after the fall of the Iron
Curtain, Fridays decision will allow Poland to become a full-scale, reliable NATO member, Deputy
Defense Minister Janusz Zemke said.

The deal also reinforces U.S. ties with Poland as the former Soviet bloc nation prepares to join
the European Union (news - web sites) in 2004.

This decision will greatly enhance Polands capacity to take part in NATO missions, U.S.
Ambassador to Poland Chris Hill told The Associated Press in a telephone interview. It represents
more than an airplane. It is a fundamental choice about the strategic, political and military
relationship.

The F-16 package by U.S. maker Lockheed Martin will replace Soviet-made MiG fighters. The deal,
backed by a U.S. government loan, includes the planes, weapons, pilot training and a nearly $10
billion investment in Poland to offset the cost.

Delivery is scheduled from 2006 through 2008.

Lockheed Martin shares rose 80 cents to $57.70 each in Friday trading on the New York Stock
Exchange.

Polands leaders chose the F-16 over the Gripen jet, made by Swedens Saab and Britains BAE
Systems, and Frances Mirage 2000.

A government commission reviewed the three bids in detail starting Nov. 13, weighing price,
aircraft features, financial terms and offers of contracts to Polish companies.

The F-16 had been seen as the most logical choice since it is widely used by NATO nations and
Poles view the United States as their chief ally.

Polish officials said a critical advantage of the U.S. bid was its so-called offset offer ?
investment and business deals with Polish industries ? that far outstripped those by the other two
bidders.

Polands government hopes the deals will create jobs and help boost the economy, the largest among
former communist states of eastern Europe, after growth slowed to about 1 percent last year from
4.1 percent in 2000.

Zemke said the U.S. package included pledges of offset deals worth $9.8 billion. The government
plans to sign the plane contract by the end of March and expects to settle details of the offset
deals two months later.

The U.S. offer included orders with Polish aviation factories and U.S. aid to sell Polish-made
aircraft and helicopters in America as well as an order for ships to be built by the ailing
Szczecin shipyard.

Analysts and Lockheed officials said the Polish order will help save about 500 jobs at a Fort
Worth, Texas plant where the planes will be assembled and lays the groundwork for sales of
future-generation fighters.

Lockheed Martin is negotiating with the Polish government to do some work on the planes in that
country, but certainly a lot of work will come to Fort Worth and to other companies
(subcontractors) in the United States, said Mac Stevenson, vice president of business development
for Lockheed Martins aeronautics division, based in Fort Worth.

Stevenson said final assembly of the planes would be done in Fort Worth.

The chairman of Mirage maker Dassault Aviation claimed Poland chose politics over performance and
price.

The political element was the chief element, well beyond the quality or the price, Charles
Edelstenne told French radio station France-Info.

Gripen International spokesman Bjoern Magnusson said it was a disappointing result for us, but at
the same time it was expected that they would pick an American solution for a number of reasons.

The purchase comes at a critical time NATO. The United States is pushing to remodel the one-time
Cold War alliance into a group with global reach against new threats such as terrorism ? a trend
hastened by the Sept. 11 attacks.

Poland is the largest former Warsaw Pact nation in NATO. It has been striving for a leading role in
Eastern Europe within the alliance since joining along with the Czech Republic and Hungary in 1999.

Last year, Poland contributed more than 100 troops, including members of the elite commando unit,
to the U.S.-led operation in Afghanistan.

Foundation of SU-30 engine manufacturing factory laid KORAPUT (ORISSA),
DEC 15 (PTI)
Defence Minister George Fernandes today laid the foundation stone of a new factory for manufacture
of AL31FP engines that power the SU-30 MKI fighter jet, one of the most powerful airborne weapon
systems in the world employing state-of-the-art technology.

The AL31FP engine would be manufactured by the Sukhoi division of the Hindustan Aeronautics LTD at
Sunabeda, 20 kms from here, in pursuance of an agreement signed by the Union government with Russia
in October, 2000.

According to HAL sources, the new project involving a capital investment of Rs 320 crore is planned
to be set up as an independent division alongside the already existing division manufacturing MIG
series of aeroengines.

The manufacture of the AL31FP engine involved 31 new technologies required to be adopted and
mastered. About 1200 engines were proposed to be manufactured over a period of 25 years in a
phased manner, the sources said.

They said the first engine was expected to be delivered by the middle of 2004 and in the first year
eight engines were scheduled to be manufactured.

The function was presided over by Chief Minister Naveen Patnaik. Among others the FOC-IN-C, Eastern
Naval Command vice-admiral, Raman Puri, chairman of HAL, N R Mohanty, and the managing director of
MIG complex, K P Puri, were present on the occasion.

Fernandes said the nation had reposed its confidence in the HAL as an organisation to meet the
critical defence needs of the country.

NEW DELHI: India will start production of the multi-role Supersonic Light Combat Aircraft (LCA) in
about three years and one of its models will be put up in an air show soon for the first time,
Defence Minister George Fernandes has said.

We have developed two technology demonstrators (LCAs) which would be flown at the Aero Show 2003
at Bangalore in February. Five prototypes are planned... after prototypes have been test flown and
completed the cycle of tests, we should be ready for production of LCAs in about three years time,
Fernandes told PTI in an interview.

LCA is the worlds smallest, light weight, multi-role supersonic combat aircraft. It has been
designed to meet the requirements of Indian Air Force as its frontline multi- mission single-seat
tactical aircraft.

India began pursuing the indigenous aircraft project in 1983 seeking a lightweight, low-cost
replacement for its ageing fleet of MiG-21 fighters. Fernandes said LCA would be used by both the
Air Force and Navy. In the first instance it (LCA) will be for the Air Force, he said but did
not give the date of its induction.

India would also manufacture 140 Sukhoi fighter aircraft soon, he said adding LCA and Sukhoi,
along with Jaguars, Mirage and the MIG variants would form a formidable air power.

It may take four to five years to roll out the first batch of indigenously produced Sukhoi
aircraft, he said. The Defence Minister said technological aspects of the Admiral Gorshkov
aircraft carrier have been finalised with Russia and price negotiations were on.

Once pricing decision is finalised and work started, it would take 3-4 years for retrofitting the
Gorshkov aircraft carrier, he said.

The indigenously developed Kaveri engine for Light Combat Aircraft (LCA) has accumulated more
than 1200 hours of ground testing. The core engine Kabini has been successfully tested at CIAM,
Russia and the full engine is likely to be dispatched to Russia for altitude testing during
January next year. It is planned to carry out test flight of Kaveri engine with LCA by June 2005.
The design of Kaveri engine is totally indigenous. Major thrust has been given for indigenous
development of materials, sub-systems and general spares. Kaveri engine is planned to have 75
per cent indigenous content during initial series production and efforts would be made for
raising it progressively.

This information was given by the Defence Minister Shri George Fernandes in a written reply to
Shri Tufani Saroj in Lok Sabha today.

Indo –US Air Force Joint Exercise at Agra

Indian Air Force (IAF) and US Air Force held joint exercises at Agra. The benefits which will
accrue to IAF from these exercises would be promotion of mutual goodwill, understanding procedures
of US Air Force, familiarisation with equipment available with US Air Force and learning from the
capabilities and experience of US Air Force. The two exercises held at Agra were Ex Balance
Iroquois and Ex Cope India. It would not be in the national interest to give details of number of
Aircraft and Air Force personnel of both services, that took part in these joint exercises. It
would be in the national interest to give details any such joint exercises planned for future.

This information was given by the Defence Minister Shri George Fernandes in a written reply to
Shri Yadlapati Venkat Rao in Rajya Sabha today.

雲母飛彈試射 皆命中

據悉,空軍近月於東部空域完成兩枚MICA雲母中程空對空飛彈實彈試射演習,驗證幻象戰機以視距外飛彈反制中共戰機的戰術戰法,兩枚飛彈皆命中目標。

據了解,兩枚飛彈試射是在同一天由同一批幻象二千戰機執行,代號卻有「勇X五號」和「勇X六號」兩個,顯示演習科目不同。有關官員說,這是幻象機隊成軍以來第三度實彈試射MICA飛彈,也是第一次同時發射兩枚。

有關官員說,美國亟欲探知我幻象戰機聯隊的戰力,包括配備MICA雲母中程飛彈和魔法二式短程飛彈的性能,但我方刻意隱藏,不願美方參與觀察此類法製武器實彈試射。而前兩次空軍實彈試射MICA時,未經證實消息指美軍曾派P3系列反潛機或電偵機前來九鵬附近蒐集相關情報。

據指出,法國原廠技術代表曾在新竹基地參與此次實彈射擊演習,目前我方並與法國進行飛行員交換訓練,與阿拉伯聯合大公國的換訓合作則因遭中共抗議而暫停。

官員透露,演習當天由新竹基地的兩架幻象雙座戰機,各掛載發射一枚MICA飛彈,在台灣東南端九鵬飛彈試射場外管制空域,分別對擔任假想敵機的遙控無人靶機作「對頭迎擊」和「尾隨追擊」兩種攔截射擊,高度約一萬五千呎。發射時距靶機約卅公里以上,屬於「視距外」攻擊,飛行員僅能自雷達螢幕和抬頭顯示器上看到目標光點,不能目視到目標,經「敵我識別裝置」確認目標,且獲地面戰管單位命令後按鈕發射。

中共今年已獲得俄製AA酖12中程空對空飛彈,性能與法製MICA、美製AIM酖120和國造天劍二型同級。不過,中共對我方三種新一代戰機與中程飛彈,似乎最忌諱幻象和MICA。

空軍於八十二年向法國達梭公司採購六十架幻象二千戰機、九百六十枚雲母中程空對空飛彈、四百八十枚短程魔法空對空飛彈,代號「飛龍計畫」,總金額達新台幣一千六百七十六億元。

另外,空軍循秘密管道自法國引進一批ASTAC電子情報軠ELINT軡偵察莢艙,據悉已配用於新竹聯隊的幻象二千戰機,功能在定位大陸東南沿海共軍無線電、雷達和電子戰輻射源,利於掌握共軍動態,必要時予以反制攻擊。

此型莢艙長四點一公尺,重四百公斤,功能包含偵察建立出特定區域內敵方戰術電子「作戰序列」,並作為「電子支援措施」以標定敵方的防空威脅如雷達站和防空飛彈陣地,其「定向」能力十分精確,可將敵方雷達標定在零點五度的方位角之內。

空軍總部宣布,台澎地區今天下午二點三十分試放防空警報,
測驗警報音響效能。

空軍總部說,這次試放警報音符為解除警報信號一長聲,延續
一分半鐘,人車照常通行,但警報試放期間如遇真實空襲情況
,試放警報立即停止,並另按規定發布緊急警報一長聲兩短聲
,也就是一個十五秒長音後,續拉兩個五秒鐘短音,中間停止
五秒,如此循環拉三次。
