Company Completes Second Successful Flight of Ramjet-Powered Target Vehicle

Orbital Sciences Corporation (NYSE:ORB) announced today that it carried out another successful flight test of the GQM-163A Supersonic Sea-Skimming Target (SSST) system for the United States Naval Air Systems Command (NAVAIR) on August 27, 2004. The flight test, conducted at the Navys missile test range in southern California, is part of a series of flights Orbital will conduct under the companys SSST Engineering and Manufacturing Development (EMD) contract from NAVAIR. Orbital was awarded the EMD contract in 2000 to meet the Navys requirement for an affordable SSST to simulate supersonic anti-ship cruise missiles for fleet training and weapon systems research, development, test and evaluation. Orbital is scheduled to conduct several more flight tests of the Coyote target vehicle through the end of the year.

We are very pleased with the results of the recent flight test of the Coyote target vehicle, said Mr. Keven Leith, Vice President of Navy Programs for Orbitals Launch Systems Group. By meeting all the objectives for the flight test, we believe we are well down the road toward moving the program from its developmental phase to providing the Navy with a robust operational anti-ship target system.

The GQM-163A Coyote target missile design integrates a four-inlet, solid-fuel ducted rocket ramjet propulsion system into a compact missile airframe 18 feet long and 14 inches in diameter. Ramjet supersonic takeover speed is achieved using a decommissioned Navy MK 70 solid rocket motor for the first stage. Rail-launched from Navy test and training ranges, the highly maneuverable GQM-163A Coyote achieves cruise speeds of Mach 2.5+ following the separation of the MK 70 first-stage booster. The range of the target vehicle system is approximately 50 nautical miles at altitudes of less than 20 feet above the sea surface.

This most recent flight test of the GQM-163A Coyote vehicle was the second consecutive success for the program, following a successful flight carried out earlier this year in May. The primary objectives for this test, all of which were achieved, included the verification of booster ignition and stable first stage flight, the verification of the transition of the ducted rocket ramjet from booster separation to inlet start, and verification of the ducted rocket ramjet ignition, navigation to waypoint capability, verification of the laser altimeter performance, and initial horizontal weave and vertical maneuver performance verification. In addition, the test target missile was heavily instrumented in order to collect flight environment data to refine aerodynamic and guidance models for future missions.

Orbital is currently the only U.S. Department of Defense prime contractor to be both developing and operating ramjet-powered missile systems. In addition to developing the GQM-163A Coyote, Orbital provides the Navy with launch services for the MQM-8 VANDAL SSST. The MQM-8 VANDAL is based on the liquid-fuel ramjet-powered Talos missile and provides the Navy with a legacy SSST until the more capable GQM-163A Coyote is operational.

Orbital is developing and manufacturing the GQM-163A Coyote at its launch vehicle engineering and production facility in Chandler, Arizona. Orbitals major subcontractors include Aerojet Corporation in Gainesville, Virginia and Sacramento, California for the solid-fuel ducted rocket motor and CEi in Sacramento, California for the vehicles avionics system.

First CLAWS Test Flight Successful, Raytheon Says

The first test flight of the Complementary Low Altitude Weapon Systems (CLAWS) was completed successfully at White Sands Missile Range, N.M., according to Raytheon Co.

Company officials said Sept. 1 that all mission objectives were achieved with the launcher in full tactical configuration. U.S Marines operated the equipment.

Completion of this first flight-test moves CLAWS one step closer to providing Marines the expanded air defense protection thats critical to their expeditionary warfare operation, Tad Dickinson, CLAWS program manager at Raytheon Integrated Defense Systems (IDS), said in a statement.

As a mission systems integrator, weve leveraged our experience and investment from the Ground Launched Advanced Medium Range Air-to-Air Missile program to provide the Marines an affordable, highly capable and low-risk CLAWS program.

CLAWS is an all-weather, mobile air defense system for the Marine expeditionary forces. The system uses a Humvee as its platform and the AIM-120 AMRAAM as its interceptor.

The program is part of IDS Integrated Air Defense Systems product line and will be the first block fielded as the Marine variant to the Army/Marine Corps Ground Launched AMRAAM common launcher program, the company said.

The Marines awarded the CLAWS launcher contract to Raytheon in April 2001

Questions Remain On U.K. Carrier Design

LONDON - Thales and BAE Systems are conducting a $193 million assessment phase to select a final design for the United Kingdoms two new aircraft carriers, the HMS Queen Elizabeth and the HMS Prince of Wales.

Each ship may carry around 50 aircraft, which would make them the largest warships ever operated by Britains Senior Service. They are to replace the navys three Invincible-class, Cold War-era carriers and enable British forces to operate independently of host nation support, a cornerstone of the countrys defense doctrine.

The assessment phase was set to end this year, but in July Geoff Hoon, the secretary of state for defense, announced an extension which he said will enable [the Ministry of Defence] to carry out further risk reduction work and increase the maturity of the design.

Lee Willett, Head of the Military Capabilities Program at Londons Royal United Services Institute, said some of the delays may be because we still dont know the size of the air wing, along with the cost of both the aircraft and the hull, which to a great [degree] will dictate the size of the ship.

It is believed the eventual design will be built around the Short Take Off and Vertical Landing (STOVL) variant of the forthcoming F-35 Joint Strike Fighter (JSF). The U.K. and U.S. Marine Corps plan to buy the STOVL variant to use on its carriers. While the STOVL variant will need a ski jump to help get aloft, the MOD also has said it wants the vessels to be fitted for - but not with - catapults and arrestor equipment. This would enable the future operation of aircraft such as the E-2 Hawkeye early-warning carrier-based aircraft. Willett said this gives flexibility in the design should a different variant of the JSF be purchased.

Catapult challenges

But the catapults could create some challenges if the navy installs them at a later date. Critics have suggested that steam catapults will be incompatible with the electric drive/gas-turbine propulsion system planned for the vessels, which would omit a steam boiler. Other options include an Electro Magnetic Catapult (EMCAT), which could use electricity generated by the ships propulsion system. But some experts have argued that the electromagnetic field generated by the EMCAT system could risk detonating explosives on aircraft preparing for launch.

While the design questions may be answered, there could still be more hurdles. Willet said the Royal Navy wants the new ships, but there still hasnt been a firm commitment from the MOD to build the carriers.

Boeing SLAM-ER Weapon Shows Moving Target Capability

LOUIS, September 3, 2004 - Boeing [NYSE: BA] successfully conducted its first captive-carry test of a Standoff Land Attack Missile Expanded Response (SLAM-ER) missile enhanced with moving-target, network-centric software recently at the Naval Air Warfare Center Weapons Division Range, China Lake , Calif.

Carried on an F/A-18 aircraft assigned to VX-31 Air Test and Evaluation Squadron, the SLAM-ER received real-time data via standard Link-16 messages that originated from an orbiting Joint STARS aircraft. Once the information was relayed automatically through the F/A-18 controlling the missile, the SLAM-ER trained its seeker on the moving target and gauged its velocity. The F/A-18 pilot then used Stop Motion Aimpoint Update technology to designate the precise impact point and simulate attacking and destroying a truck traveling in traffic between 40-50 mph.

SLAM-ER will provide Naval warfighters with the first network-centric weapon capable of tracking down and eliminating moving targets, said Mike Marks, Boeing vice president and general manager for U.S. Air Force Fighter and Bomber Programs, and Weapons Programs. This is a significant step forward in weapons development.

The SLAM-ER production software with moving target capability will be delivered to the U.S. Navy in October 2004, followed by flight tests in mid-2005, and fleet deployment in October 2005. SLAM-ER missiles have a range exceeding 150 nautical miles (278 kilometers) against land and ship targets, and can fly a pre-planned or target-of-opportunity route to the target area.

Germany to deliver 2 submarines to Israel capable of carrying nuke warheads
German Defense Minister Peter Struck has finally given green light for the delivery of two submarines to Israel which are also capable of carrying nuclear warheads, IRNA reported from Berlin.

We are certainly prepared to help Israel in the acquisition, the minister said Thursday in an interview with the economic daily Handelsblatt.

Berlin halted unexpectedly last November the delivery of two German-made Dolphin submarines to Israel, citing fears of a new arms race in the Mideast region.

The center-leftist German government coalition also expressed deep concerns after Israel modified three other German submarines with nuclear warheads.

Germany built and delivered at no cost the three submarines for Israel in 1999 and 2000.

Although Berlin is legally banned from exporting arms to crisis regions, Germany has become one of Israels major arms supplier.

German arms exports to Israel reached some 900 million dollars between 1998 and 2001.

China okays US$ 750 mln deal to supply Pakistan with four frigates

KARACHI: Pakistan said on Wednesday China has agreed to supply its navy with four frigates, with the 750 million-dollar deal all but completed pending financing discussions.

The deal is complete as far as its technical details are concerned. We are now finalising the financing of the deal, Pakistan navy spokesman Commander Aamir Naeed told.

Pakistan is not looking for other options, because such selections are made after extensive studies and negotiations, he said.

The frigates, equipped with up-to-date technology, would carry surface-to-surface missiles, anti-aircraft guns, anti-air defence, torpedoes and anti-submarine warfare helicopters, he said.
The chief admiral of Pakistans navy, Shahid Karimullah, said the frigates were acquired to strengthen a fleet that had far lesser capabilities compared with arch-rival India.

There is a colossal disparity between the two countries and it is not to our liking. He said while India had no dearth of weapons supplies from Russia, Pakistans armed forces suffered due to sanctions imposed over Islamabads nuclear programme in the 1990s.

The sanctions were lifted after Pakistan joined the US-led war on terror in the wake of the September 11 attacks in the United States.

Pakistan has since won a spate of economic and business incentives which helped President Pervez Musharraf steer the economy out of stagnation. However Karimullah said despite lifting of the sanctions the country was facing difficulties in finalising defence deals with European countries.

We are still feeling (the effects of sanctions) that is the reason why we have decided to go with China, the admiral said.

Sri Lanka to buy second Indian OPV

Sri Lankas navy is to buy a second Offshore Patrol Vessel (OPV) from India, press reports said Thursday, quoting newly-appointed Sri Lankan Chief of Defence Staff (CDS) Vice Admiral Daya Sandagiri.

Talking to reporters after assuming charge as the new CDS, Vice Admiral Sandagiri, who is also the Commander of the Sri Lanka Navy, said the request for second OPV was placed when Prime Minister Mahinda Rajapakse visited India last month.

The large vessel is capable of a top speed of 21 knots, and takes a crew of 140, including 15 officers, reports said. It can also carry up to 80 troops.

We are going to make use of the Indian Credit Line to purchase the second OPV, which will be a refurbished one, he said, adding that the Navy was not aiming for separate air wing in near future.

We have financial constraints in setting up a separate air wing for the Navy, although it could increase the capabilities of the force to a large extent. Therefore, we are not looking at anything of that sort right now, UNI quoted him as saying.

Sri Lankan Navy purchased a Sukhanya Class helipad OPV from India in early 2000 with the purpose of setting up an exclusive air wing for the Navy. Reports in the Sri Lankan press said the deal was worth US $20 million.

The vessel, commissioned later that year, has been renamed the SLNS Sayura.

However, the entire plan was shelved with the single engine helicopter yet to reach Sri Lanka from India, UNI reported.

At the same time, Sri Lanka also acquired two missile-equipped deep-sea patrol ships bought from Israel.

Describing the current visit by the Indian Naval Chief as a great occasion for the Sri Lankan navy, Vice Admiral Sandagiri said that he had productive and positive discussions with his Indian counterpart.

Our interaction and co-operation with the Indian Navy has been very cordial and productive even before the ceasefire agreement with LTTE was signed in February 2002, he added.

The Pakistan Navy is seeking to acquire four frigates and four submarines in addition to the four Type F-22P frigates (Jaingwei-II class), currently being negotiated with China, and the three Agosta 90-B submarines being built by France.

The four ships from the Chinese and the three submarines are not enough to maintain a minimum deterrence, Chief of Navy Staff Adm Shahid Karimullah said. We need more. The money is being arranged for us to acquire more submarines and more ships.

While acquisition plans are still in the early stages, they depend on uncertain funding sources, the Commander, Pakistan Fleet, Vice Adm Mohammad Faroon, told JDW. However, for now the navy is looking at roughly four additional new submarines, he said. More or fewer are possible, if more or less money becomes available, he said. You have to look in your pocket and then decide what you can buy.

The navy is still considering a variety of options for the submarines, but is primarily focusing on a single-hull design and air independent propulsion. These will be the primary things that guide us, Adm Faroon said. The design should be finalised by 2005,
with work starting in late 2005 or early 2006 allowing the four boats to be completed by 2011-12, he added.

After production of the F-22Ps is started, Pakistan will again evaluate its needs with an eye to acquiring an additional four frigates, Adm Faroon said. If our experience with the F-22Ps is good, we may go in for another four, with better sensors, better machinery, he added. The navy is now considering a larger ship - more than 3,000 tons as compared to the 2,400-ton ships under consideration now - with greater endurance, he noted.

Pakistan and China are close to signing a deal for the four F-22P frigates for which they have already been negotiating and only need to work out the details of a loan that China is offering Pakistan, Adm Karimullah said.

We hope that this loan will be finalised and soon after that well be able to sign a contract, he said. China was offering a commercial loan and Pakistan was looking for friendship terms, he added.

The ships will be equipped with at least one each of the naval version of the Hafei Aviation Industry Z-9C helicopter, Adm Faroon said. However, the rest of the weapons and systems were still under negotiation, he said.

The Pakistan Navy also took delivery earlier this month of two additional Jalalal-class fast attack craft-missile boats. These are the improved version of the ones we had made about four to five years ago. These are faster, with a more attractive weapon load, Adm Karimullah said.

The procurement plans come amid increasing US-Pakistani naval co-operation (see page 4). Adm Karimullah said one Pakistan Navy destroyer will be patrolling international waters near Pakistan trying to interdict potential insurgent operations. Senior Pakistani government officials, speaking on condition of anonymity, said Pakistan is offering to support the US naval presence in the northern Arabian Sea, close to the Persian Gulf.

Pakistan has offered to extend unspecified support services to the US Navy if Washington gives consideration to supplying Pakistan with new equipment, such as maritime reconnaissance aircraft, the officials said. The Pakistan Navy is in the ideal position of being able to be of assistance to the US Navy in such a crucial part of the world, said one government official.

Our navy can perform a range of functions from assistance in patrolling the waters of the northern Arabian Sea to providing logistical support wherever possible.
