Guided-weapons industry in Iran continues to mature with short-range
anti-ship missile

Iran is beginning production of a helicopter and fast-attack craft-launched
anti-ship missile, the Kosar, with the weapon almost certainly based on a
Chinese program.

The production of the Kosar marks a further step in Irans intention to
develop a sophisticated indigenous guided-weapons capability. The deployment
of this class of missile will also pose an additional headache for the U.S.
Navy in the region.

The Kosar appears effectively identical to the Chinese FL-8 anti-ship
missile, which is being offered for export by the China National
Aero-Technology Import and Export Corp. (Catic).

The Iranian defense minister, Vice Adm. Ali Shamkhani, officially opened the
production line earlier this month, according to Iranian press reports.

The country has pursued a br oad range of tactical guided-weapons
technologies, with China a major partner and supplier. Iran recently
revealed the Raad anti-ship cruise missile, based on the Chinese Silkworm,
although in this case its likely partner was North Korea (AW&ST; Feb. 2, p.
45).

The Kosar missile has four fixed mid-body cruciform wings, with four smaller
tail fins for control. Some form of electro-optical package, either TV or
infrared, is used for guidance.

Images transmitted on Iranian broadcast services show the missile in various
stages of test and assembly. One image revealed what appeared to be a seeker
and guidance test stand, while another resembled a vibration test.

However, no component manufacture was shown, perhaps indicating that early
batches of the missile may be being assembled from kits provided by China.

The dimensions and performance given by Irans Aerospace Industry
Organization for the Kosar and by Catic for the FL-8 are remarkably similar.

Both missiles are 2.5 meters (8.2 ft.) long, with an 18-cm. (7-in.) dia.,
and weigh 105 kg. (232 lb.). A maximum effective range of 15 km. (8 naut.
mi.) is also claimed. Figures provided for warhead mass, however, differ
significantly.

The FL-8 appears to have originated as a competitor to the C-701 believed to
have been designed by China Haiying Electro-Mechanical Technology, first
shown in 1998. This missile is of similar dimensions to the FL-8/Kosar.

While no internal Chinese designation has yet been associated with the FL-8,
the C-701 is linked with the YJ-7, although this has yet to be confirmed
officially. The Harbin Y-9C naval helicopter would be a potential platform
for the missile; however, no images of the missile fitted to the helicopter
have been seen.

The initial variant of the C-701 displayed also used TV guidance, with the
overall configuration similar to that of the FL-8/Kosar. The mid-body wing
configuration differs, however, in that the C-701 has pop-out fin tips which
deploy once the missile has left the launch container.

THE C-701 HAS only three solid-propellant motor efflux nozzles, while the
Kosar has five, in a cruciform configuration. A Catic brochure on the FL-8
describes the missile as being highly maneuverable. Were the missile to be
position-stabilized this would offer the potential to use jet-vane paddles
in the two outer motors in the horizontal plane for lateral acceleration.

The Iranian navy has already tested at least one type of TV-guided anti-ship
missile in the shape of the Fajr-e Darya. This is based on the obsolescent
Sea Killer missile fitted with an electro-optical guidance package. Trials
were carried out from an Iranian navy Sikorsky Sea King. It is not clear
whether this missile has entered service, or whether the program was
intended more as a technology exercise.

The Iranian navy also operates the Agusta-Bell AB 204, with the Kosar far
more suited to this than the much larger Fajr-e Darya.

Alongside the Kosar, Iran is also working on the Nasr. The latter is a
somewhat larger radar-guided anti-ship missile, which corresponds to the
Catic FL-9. This weapon weighs 360 kg. and has a range of up to 27 km.

Iran Ready To Field New Maritime Cruise Missile

Iran has announced a hitherto unacknowledged maritime cruise missile
programme called Raad (Thunder). The Raad appears to be a modification of
the Chinese HY-2 (CSSC-3) anti-ship missile, one of a series of missiles
China has itself developed from the original Soviet-era P21 (SS-N-2C)
design.

Iran already has a substantial number, perhaps as many as 300, HY-2s in
service, but the new Raad derivative should considerably extend the
systems level of capability. The Raad has been fitted with a turbojet
power plant and has presumably also acquired an improved guidance package,
including an active-radar terminal seeker. Press reports from Iran state
that the missile has a range of 150km - a relatively modest improvement on
the rocket-powered HY-2 - but the Raads basic design is clearly optimised
for much longer ranges. It may even be capable of breaching the 300km range
with a 500kg payload limit, set out in the Missile Technology Control Regime
agreement.

The emergence of the Raad is another step forward in Irans development of
a multilayered guided weapons capability intended to secure dominance across
the waters of the Persian Gulf. It is also a clear sign that Tehran is
pursuing a twin-track development of strategic delivery systems, with a
cruise missile programme backing up the Shahab family of medium-range
ballistic missiles (JDW 12 November 2003).

Irans Minister of Defence and Armed Forces Logistics Rear Adm Ali Shamkhani
made the existence of the Raad public on the occasion of the 25th
anniversary of the Islamic Revolution, on 25 January. According to Adm
Shamkhani the Raad has already undergone a series of developmental tests
and has now entered production at the facilities of Irans Aerospace
Industries Organisation (AIO). The missile can be ship- or shore-launched
and there is potential for an air-launched variant to be produced, much as
China has done with its YJ-6.

The Raad is fitted with a modified tailfin and tailplanes on an extended
rear fuselage section that houses its turbojet engine. Iran is known to have
developed its own Tolloue 4 turbojet for its unmanned air vehicle programmes
during the 1990s but there are also a growing number of international
suppliers for this essential cruise missile technology. The turbojet is fed
by a large bifurcated intake, with scoops mounted on either side of the rear
fuselage just forward of the tailplane leading edge. The missile retains the
mid-section wings of the original HY-2 but it is not clear if any changes
have been made to the forward section, or how the seeker assembly has been
integrated. There is a possibility that the Raad has been fitted with a
dual mode-seeker combining both radar and infra-red homing.

The unveiling of the Raad was accompanied by the announcement that Iran is
now producing an active radar seeker, the DM-3b, for its Noor anti-ship
missiles. The Noor is an Iranian-built variant of Chinas turbojet-powered
YJ-82 (C-802) missile - an equivalent to the US AGM-84 Harpoon. There has
been no announced link between the DM-3b and the Raad but the existence of
an Iranian seeker development programme could have implications for its
cruise missile systems.

With their Chinese roots, the Raad and Noor programmes are just two
examples of the considerable links that have built up over the past 15 years
or so between the defence industries of the Islamic Republic and the
Peoples Republic of China (PRC). From its acquisition of the HY-2 in the
late 1980s Iran has gone on to field a series of Chinese-sourced anti-ship
missiles to build up an overlapping level of maritime strike capability.
Iran has also acquired the FL-6 (a Marte copy), YJ-7 (C-701) and YJ-8
(C-801) from the PRC.

A series of vague programme names has masked the progress of these missile
efforts. For example, the Noor Project may encompass the C-701 (perhaps also
known as the Kosar), C-801 and C-802 systems, while both the FL-6 and C-701
have been identified as the Fajr-e Darya in various sources. The Raad name
has already been applied to an Iranian series of guided anti-tank weapons
systems based on the Russian 9K11 Malyutka guided anti-tank missile, while
the Noor is also a 122mm artillery rocket. All of these programmes are
managed by the AIO so it can be assumed that any confusion caused is quite
deliberate.

It is very possible that the Raad is linked with similar Chinese cruise
missile developments based on the common platform shared by the two
countries. China took the surface-launched HY-2 design and fielded it as the
air-launched YJ-6 (C-601). The YJ-6 has been further developed as a stand
off land-attack missile and it is hard to believe that Iran has followed a
completely independent development path to produce a similar system.

Some observers have suggested a link with North Koreas own extended-range
Silkworm-derived missiles, but Irans close integration with Chinas
missile programmes would seem to make a North Korean connection less likely.

While the Raad remains notionally an anti-ship missile system, its growth
potential as a long-range land-attack weapon is obvious.

Iran has surely taken note of the growing interest in ballistic missile
defence across the Gulf region. The addition of a cruise missile capability
to this mix would subvert any system focused on defeating a Scud-type
(Shahab) threat.

Russian flagship could explode

The flagship of Russias northern fleet has been ordered back to port as it is too dangerous to be at sea, says Russias naval commander-in-chief.

Admiral Vladimir Kuroyedov said the nuclear cruiser Peter the Great could go sky high at any minute.

He said this was especially dangerous as the ship was equipped with a nuclear reactor.

But correspondents say the move could be linked to disagreements between senior naval officers.

It could also be part of a campaign for greater funding from government.

Admiral Kuroyedovs remarks are thought to be aimed at the ships captain, Rear-Admiral Vladimir Kasatonov.

The captains uncle, himself a retired admiral, was recently highly critical of Admiral Kuroyedov in a court hearing on the sinking of a nuclear submarine last year in which nine sailors died.

The 40-year-old K-159 submarine sank in the Barents Sea in bad weather on 30 August as it was being towed to a scrapyard.

Reactor worries

The Northern Fleet has been plagued by a series of such incidents beginning with the Kursk submarine disaster in the same sea in August 2000.

Admiral Kuroyedov said he had ordered the ship back to port after an inspection during naval exercises in the Barents Sea last Wednesday.

In those places on board where the admirals actually go, everythings fine, but where they dont go, everythings in such a state it could go sky high at any minute, he said. And by that I also mean the state of the nuclear reactor.

It is this attitude to the upkeep of their ships on the part of commanders that is leading to the collapse of the fleet.

The Peter the Great is normally based near the northern port of Murmansk, but the ships current location has not been
