Lockheed Martin marks milestone with F-16 30th anniversary

2/27/04 ¡V FORT WORTH, Texas. ¡V Lockheed Martin marked a significant milestone in aviation history when it commemorated the 30th anniversary of the first flight of the F-16 jet fighter Feb. 2.

The first F-16 prototype, YF-16 No. 1, completed its first official flight on Feb. 2, 1974, from the Air Force Flight Test Center at Edwards.

The YF-16 was a revolutionary technology demonstrator three decades ago, said John Bean, vice president of F-16 programs. The technologies it introduced - like fly-by-wire flight control, relaxed static stability, wing-body blending, variable camber wing, high-g cockpit, highly integrated digital avionics using a MIL-STD-1553 multiplex data bus and modular construction - have become common for fighters introduced since.

Phil Oestricher, retired General Dynamics test pilot for the first flight, recalls that historic flight: A team of engineering disciplines came together in a marvelous fashion to produce an aircraft that was very powerful, agile, small, easy to handle and low cost. And it looked great! It was a real joy to fly. I am very proud to have been on the front end of this great fighter program.

General Dynamics was the predecessor company of Lockheed Martin Aeronautics.

In an unusual twist, Mr. Oestricher had inadvertently flown the aircraft two weeks earlier - Flight 0 - when he elected to take the aircraft airborne after experiencing major control anomalies during a high-speed taxi test. Mr. Oestricher pointed out that this was before the days of high-fidelity flight simulators that can predict complex effects of gain settings in flight control laws.

Mr. Bean said the F-16 has evolved into the most capable, most versatile, most affordable, most supportable and most popular multirole fighter of its time.

The F-16 has been an evolutionary aircraft since its prototype days and epitomized what we call today spiral development, Mr. Bean said. It has exceeded everyones highest expectations. Considering all of the program metrics, it easily qualifies as the most successful fighter of the jet age.

Lockheed Martin has continued to make significant development advances for its worldwide F-16 customers, recently introducing the Advanced Block 50/52 and F-16E/F Block 60 versions. These will continue production through 2008, and with anticipated follow-on sales and potential new markets, Lockheed Martin believes the F-16 line could extend well beyond that timeframe.

Israel Aircraft Industries and Indian Ministry of Defense Sign $1.1 Billion Contract for Three Airborne Early Warning Aircraft

BEN-GURION INTL AIRPORT, Israel --- Israel Aircraft Industries (IAI) and the Indian Ministry of Defense signed a $1.1 billion contract in New Delhi, India, on March 5th, 2004, for the sale of three Airborne Early Warning (AEW) aircraft to the Indian Air Force.

At the signing ceremony, IAIs President & CEO, Moshe Keret, said: This contract was achieved after very positive efforts in the political, marketing and engineering areas. IAI and Elta have a proven experience in AEW systems. We are pleased that the Indian Air Force has chosen us as a partner for this program. This contract will strengthen the bond between IAI and the Indian Ministry of Defense and Indian industry.

The early warning electronic subsystems were designed and manufactured by IAIs Elta Systems Group and Subsidiary. They will be installed onboard three Russian IL-76 aircraft and will include radars, electronic intelligence systems and communications equipment. Aircraft mission will include tactical surveillance of airborne targets and gathering of Electronic Intelligence (ELINT) missions.

Elta has proven experience in the development of AEW systems, including the Chilean Air Force Condor aircraft, which has been operating in service since 1995.

Shimon Eckhaus, IAIs Corporate VP for Marketing & Business Development said: After many years of coordinated effort, we take pride in signing this contract for the supply of the three AEW aircraft to the Indian Air Force.

IAF Celebrates Arrival Of First Two F-16I Jets

The air force on Thursday celebrated the arrival of the first pair of
US-made F-16I fighter-bombers, which promise to expand Israels strategic
reach and boost its deterrence.

Ordered when the geopolitical threats against Israel loomed greater than
today, the full squadron of 24 jets wont be here until the end of the year
and will only become operational gradually. It will take until 2008 for the
delivery of the entire package of 102 jets, for a total of four mighty
squadrons.

Nevertheless, anticipation for the jet ?named Sufa (storm) in Hebrew ?ran
high at the Ramon Air Force Base deep in the Negev on Thursday. Ground
crews, pilots, and families joined IDF brass and government officials
waiting for the two jets to appear after a 48-hour journey from the Lockheed
Martin plant in Texas.

Breaking through the clouds, the jets, escorted by a pair of older F-16s,
streaked by almost silently until just overhead when their engines sent a
visceral roar through the applauding crowd.

Im proud to bring to Israel the first Sufa aircraft, the US pilot radioed
before touchdown.

A military brass band played a martial tune, followed by an IAF musical
troupe in the festive, but modest, ceremony. The two jets taxied in before
the crowd, and female soldiers handed flowers to the four airmen as they
were greeted by generals and Defense Minister Shaul Mofaz.

This is a magnificent aircraft and is a perfect example of the synergy that
comes from the collaboration between our nations, said USAF Col. Timothy
Murphy, the US military attache in Tel Aviv. It is a wonderful combination
of United States industrial capacity and Israeli ingenuity... It stands
before us today as the newest symbol of the close and continuing relations
between our countries and of the US commitment to the defense of Israel.

Chief of General Staff Lt.-Gen. Moshe Yaalon, a week after visiting the
Sachsenhausen concentration camp in Germany, spoke of the contrast between
the defenseless Jews of Europe and the might the of the Jewish nation today,
represented by the F-16I.

Yaalon said the Sufa would provide an answer to threats from
surface-to-surface missiles and weapons of mass destruction in the region.

OC Air Force Maj.-Gen. Dan Halutz stressed that the deal was not as
expensive as it appears.

Israel is paying for the aircraft from the $2.2 billion it receives annually
in US military grants. It also provided more than $2b. in purchases from
Israeli defense industries.

The addition of these jets to the air force adds might, deterrence, and
capabilities that we did not have previously, Halutz said. I hope we wont
need them....

Long-range, advanced weaponry, top-of-the-line communication links, and the
ability to operate in all weather conditions are only some of the
capabilities of the Sufa, Halutz said.

This jet is tailor-made for Israel, but I cant compare it yet to the
F-15, said squadron commander Lt.-Col. Amikam, who previously commanded an
F-15 squadron and is to get his first flight in the Sufa Friday morning.

With the first Sufa barely on the ground, senior officers were already
speaking about the future face of the IAF. Some spoke of the day when Israel
would purchase the newest warplane, the JSF.

Others predicted that the air force would likely consist of one-third
unmanned vehicles by the middle of the next decade. In any case, the IAF
expects its F-16Is to have a life span of 30 years.

What the Sufa knows how to do in the hands of IAF pilots increases the
chances that they wont have to do it, said Mofaz.

The jets were piloted jointly by an American and Israeli crew. Their last
leg was a seven-hour journey from the Azores, with a number of mid-air
refueling points along the way.

It was painful and difficult, but also moving and worth every minute,
said Lt. U., one of the Israeli pilots who flew the F-16I to its new home.

There is hardly a bad word to say about the sleek jet, which is loaded with
the most modern of avionics and weaponry. If there is criticism, it is in
the cost of the deal that was made in 1999.

Timing is everything, and these expensive jets have arrived in Israel at a
time when the defense establishment is demanding more funding at the expense
of other ministries.

According to Col. (res.) Shmuel Gordon, a former senior IAF pilot and expert
on air power, some of the money would have been better spent on indigenous
weapons development.

Gordon told The Jerusalem Post the IAF should reduce its high-training level
in order to keep up with the higher cost of flight hours in the new jets.
The geopolitical window would allow this risk, he said.

The Negev squadron will be based at the Ramon Air Force Base, a modern
base that was built by the Americans as part of the Sinai pullout following
the peace agreement with Egypt.

The base previously was home to two older F-16 A/B squadrons, but they were
moved elsewhere and the base was overhauled to receive the Sufa. This
included a new powerplant and warehouses to store advanced munitions.

Pilots are excited not only with the F-16Is weaponry, but its Pratt &
Whitney F-100 engine.

I have flown for years on F-16s, and I thought Id feel like I was in
another F-16, said Maj. Hanan, a deputy squadron commander. But the moment
you have the engines running it is another world. Its a lot stronger and
heavier. Its like driving in a new American car compared to a Subaru.

Recovery of Sukhoi fighter engines underway

New Delhi: Asserting that nicks in the engines of the just acquired
frontline SU-30 combat aircraft were not affecting operational
preparadness, Defence Minister George Fernandes on Friday said prompt
action has been initiated on the recovery of the affected engines on
fast-track basis.

Assuring that the Su-30 fighter fleet was never grounded due to engine
problems, he said some engines of the aircraft inducted into IAF in 1999
were found to have nicks during routine checks.

Responding to Rajya Sabha member Rajiv Shukla expressing concern over the
high rate of engine failure of the Russian made fighters in course of
special mention in the house, the Minister said that two of the SU-30
squadron had been repaired and the balance engines would be repaired shortly.

I am given to understand that the IAF had promptly initiated action for
recovery of the engines on fast track basis, the Minister told the MP in a
letter.

Fernandes said the SU-30 contract was concluded in 1996 after fully
evaluating the aircraft and that these aircraft were accepted by IAF after
detailed flight checks as per the established procedure.

The Security of the nation was never comprimised at any given time and the
required number of aircraft were available to undertake operational
commitments, the letter said.

The Ministers response comes in the wake of reports that Su-30 engines
were developing nicks before completion of the time between overhauls, with
the engines failing to log certified flying hours.

BAE Systems confirms India Hawk order signed Fri

LONDON, March 26 (Reuters) - Britains BAE Systems Plc confirmed on Friday it had signed a final contract for 66 Hawk trainer jets for India worth $1.8 billion (80 billion rupees).

I can confirm a contract was signed on Friday, a BAE spokesman said.

The company last Friday announced that the Indian and British governments had signed a memorandum of understanding (MOU) to safeguard the deal, first announced last September.

BAE shares were up 0.38 percent at 200 1/2 pence versus Londons FTSE 100 index <.FTSE> which was down 0.53 percent at 1537 GMT.

ALGERIA MAY BECOME A NEW LARGEST CLIENT OF RUSSIAN MILITARY INDUSTRIAL COMPLEX

A contract for supply of 49 MiG-29 fighters worth $1.8 billion to Algerian
armed forces may be signed in early April 2004. After this deal Russian
airplane building corporation MiG (RSK MiG) will catch up with other
Russias largest armament exporters AKHK Sukhoi and NPK Irkut according to
portfolio of orders.

A source close to the management of RSK MiG reports that the company may
sign the contract for supply of 42 fighters MiG-29SMT and seven combat
training airplanes MiG-29BT to Algeria at the beginning of April. The value
of the deal will amount to $1.8 billion but RSK MiG will receive only $1.5
billion in cash and Algeria will pay remaining $300 million in the form of
the MiG-29 previously supplied from Russia and Belarus. Marat Kenzhetaev,
expert of the Center for Study of Disarmament Problems of the Moscow
Physical-Technological Institute, said that between 1999 and 2001 Russia
and Belarus sold 36 MiG-29 fighters to Algeria including 28 fighters from
the Belarusian Air Force and eight fighters from the Russian Air Force.
Four airplanes were lost in the process of operation. Officials of the
ministry of Industry and Energy confirmed information about the quick
signing of the contract. According to an official of the ministry, all 42
fighters will be new.

Between 1999 and 2003, exports of RSK MiG totaled $820 million including
$180 million earned in 2003. The main export item is MiG-29 fighters built
between 1992 and 10903 but not bought out by Russian Air Force. The largest
customers of RSK MiG are third-world countries Bangladesh, Myanmar, Yemen,
Eritrea, Sudan and other African countries.

According to a source close to RSK MiG, in 2005 the company may sign
another contract with Algeria for supply of 80 combat-training airplanes
MiG-AT. This airplane received a flight suitability certificate from
Russian Air Force in February. It is equipped with French engine Larzac of
Snecma company and avionics made by the French company Thales. On his visit
to Paris in March, Russian Defense Minister Sergei Ivanov said that Russia
and France were going to sell MiG-AT to third countries.

Konstantin Makienko, expert of the Center for Analysis of Strategies and
technologies, says that the contract to be signed with Algeria in April
will enable MiG to catch up with the largest Russian armament suppliers
AKHK Sukhoi and NPK Irkut according to export volumes. Portfolios of orders
of Sukhoi and Irkut amount to $1.7 billion and $4.2 billion respectively.
Together with the contract signed with India in January for supply of 16
deck-based fighters MiG-29K and possible option for 30 airplanes more for
India, MiG will export about a hundred of fighters. According to Makienko,
for this very purpose RSK MiG is going to establish control over Nizhny
Novgorod-based aircraft building plant Sokol in addition to the plant
already existing in the Moscow Region.

At any rate, expert of PIR-center Andrei Frolov doubts that Algeria can
afford signing of even the first contract with RSK MiG because the military
budget of the country in 2003 amounted only to $2.2 billion. Kenzhetaev
presumes that due to high oil prices Algeria being one of the largest oil
exporters can pay for such contract in two or three years. Kenzhetaev
remarks, In 2000, Algeria bought 22 Su-24MK fighter-bombers from Russia
for $120 million and in 2002 it bought 42 Mi-8 helicopters for $180 million
and these contracts are being successfully fulfilled.

PAC Gearing up for K-8 and JF-17 Production

Pakistani company will construct lightweight fighters and trainers for air force at Kamra factory and aims for exports

Pakistan Aeronautical Complex (PAC) is preparing to begin assembling next year its first Chinese-developed FC-1/JF-17 lightweight fighters and K-8 Karakorum basic/ advanced trainers for the Pakistani air force and for potential export customers.

The companys aircraft manufacturing plant in Kamra aims to build 50% of each aircraft sold outside China. It produces just under 20% of the K-8, and participates in the Chengdu Aircraft-led FC-1/JF-17 development programme.

Chengdu is responsible for building all five prototype fighters for the joint Sino-Pakistani programme. But PAC will be in charge of final assembly for eight of the 16 initial production aircraft, which are due for completion by early 2007. Serial or high-rate production of the design will begin late the same year.

PAC plans to build capability on the design gradually, starting with final assembly operations next year and later adding the manufacture of major components such as the wing, so that it can build half of each JF-17 from about 2009. We have to prepare ourselves, [and] that work has already begun, says Air Cdre Zakir Khan, managing director of the Kamra factory.

PAC is drawing on its experience in building Mushshak piston trainers and K-8 subassemblies. The company will roll out its first Kamra-assembled K-8 in 2006, a few months before completing its first JF-17.

PAC already supplies Chinas Hongdu Aviation Industry with K-8 front fuselages, horizontal stabilisers and other components that combined account for 18-19% of the aircraft. It will also assume responsibility for structure/wing fabrication, final assembly and testing. A Pakistani air force requirement to replace its Cessna T-37s and Shenyang FT-5s with 55 K-8s from 2007 is driving this expansion in PACs K-8 capability.

Pakistans army operates eight Hongdu-assembled K-8s. Other operators include China, Myanmar, Sri Lanka and Zambia. A joint PAC/Hongdu marketing team is promoting the design to several African and Middle Eastern countries, with the option of Chinese or Pakistani assembly. A PAC/Chengdu team has begun marketing the FC-1/JF-17 to other nations with the same assembly options.

First Batch of MiG-29SMT Fighters to Be Shipped to Yemen soon

The delivery to Yemen of the first batch of upgraded MiG-29SMT fighters with the Zhuk-MEhaircraft radar (RLS) developed by OAO Fazotron-NIIR Corporation is planned in the second quarter of 2004.

According to an informed defense-industrial complex source, this aircraft radar is considered in mass production ((SERIYNAYA)) and is being manufactured using broad cooperation. However, final assembly and tests of the aircraft radar are being realized at the Fazotron-NIIR enterprise which is the radar seller. Thus, Fazotron-NIIR has the capability to produce the technical reequipping and continuation of the scientific research and experimental design work on future subjects of the operation, the source specified.

In the forecasts of the Teal Group Corporation consulting firm (U.S.) the MiG-29 is not included in the forecast for 2003 2012 because of its low prospects. Russian experts, on the other hand, evaluate the prospects of MiG-29 sales highly. According to forecasts of the Center for the Analysis of Strategies and Technologies, nearly 100 110 aircraft of this family will be delivered abroad.
