During the assembly integration process, the ship is outfitted with larger equipment items, such as electrical panels, propulsion equipment, and generators. The ships superstructure, or deckhouse, is lifted atop the ships midsection early in the assembly process, facilitating the early activation of electrical and electronic equipment. The Navys Arleigh Burke (DDG 51) Class Industrial Base Study of 1993 stated that procurement of three destroyers per year could only sustain the destroyer industrial base if some additional, non-DDG 51 work, were available to each sipbuilder. The study also stated that at a rate of two ships per year, a very substantial amount of non-DDG 51 work would be required for each shipbuilder and risk to survival of one or both shipyards could be high. The Navy testified that a proposal to build two DDG 51 ships per year would result in potential reductions in shipyard workforces and the workforce skill mix, and that maintaining the industrial base would be perilous. In fact, the FY2001 budget request showed a dramatic cost increase of between $60.0 million and $100.0 million per ship when a projected procurement rate of two DDG 51 ships per year was computed. Therefore, buying six ships at a rate of two ships per year for three years would cost the taxpayers between $360.0 and $600.0 million more than buying the same ships over a two year period. Continuing the proven economical rate of three ships per year and use of multiyear authority would save additional taxpayer dollars on this program which the Navy intends to complete. Therefore, the Senate Armed Services committee recommended an increase of $143.2 million in advance procurement for DDG 51 to achieve the maximum savings for the taxpayer and to relieve some pressure on the shipbuilding account in future years. Tight budgeting practices over the past several years in support of maintaining current readiness forced some tough decisions across all shipbuilding programs, but in particular for surface combatant programs. The FY2001 budget request included $2.7 billion for the procurement of three Arleigh Burke -class DDG 51 destroyers. DDG51 ship acquisitions were rephased and stretched across the FYDP as compared to the FY 2000 budget. Acquisitions for the DDG51 class ships changed from three ships per year in FY00-03 to a 3-2-2-2-1 profile starting in FY01. This change resulted in a net increase for the DDG program of one ship, and was needed to offset the industrial base impact of delaying the lead ship of the next generation surface combatant ¡V DD21 ¡V from FY 04 to FY05. Therefore, buying six ships at a rate of two ships per year for three years would cost the taxpayers between $360.0 and $600.0 million more than buying the same ships over a two year period. The race is already heating up for the contract authorized in 2003-2008 defense legislation to build a sister ship for the nuclear-powered aircraft carrier Charles de Gaulle. But yet to be decided is whether it will be nuclear-powered or not, and in this second hypothesis, whether it should be purely French-built or a product of Franco-British cooperation. The choice is not expected before next year, due to the time needed for the preparation of reports. Meanwhile, Britain has set in motion its plans to launch two aircraft carriers for the Royal Navy in 2012-2015. It split the contract in July between Thales, the number two in the British defense sector, and sector leader BAE Systems. Now Thales would like to continue this winning combination with its partner across the Channel, but this time for France. The defense, aerospace and information technolgy group is facing stiff competition from supporters of a second nuclear-powered aircraft carrier, notably the state-owned Direction des Constructions Navales, which built the Charles de Gaulle. DCN is proposing to build a ship on the same model, arguing it would be cheaper than developing a new ship. DCN reportedly is offering to build the second ship for 1.83 billion euros, a sizeable discount of 1.2 billion euros from the firsts price tag of 3.03 billion. That solution would allow for a homogenous nuclear-powered aircraft carrier fleet, a DCN spokesman said. Last week Thales jumped on the cost issue as press reports circulated that the British carrier project would overshoot its 2.8-billion-pound (4.0-billion-euro) budget, insisting it and BAE Systems could build the next French carrier for less than two billion euros. Thales chairman Denis Ranque, responding to a journalists question Thursday about the press reports, said: We are determined to remain within that envelope of 2.8 billion pounds, or four billion euros for two carriers. For the next French carrier, a cooperative solution with the British, for which we are fervent defenders, would cost less than two billion euros, Ranque told the meeting of business journalists. Since two are already being made for four billion euros, three can be made for less than six billion euros. Overshooting the British budget would have a clear impact on the cost of any Franco-British aircraft carrier for France. The Thales chief dismissed arguments against a Franco-British solution, based on the differences in needs between the British aircraft carriers, built for short takeoffs, and the French, which would have to accommodate Dassault Aviations Rafale fighter jet. While acknowledging the British design would have to be adapted for French use, Ranque emphasized the ship could still be built for less than two billion euros. A catapult must be installed but even counting the cost of this modification, our project would come in under two billion euros, he said. |

To No.1 M. E. U.S. has a long tradition of using Marine corp on the enemy beach head. Therefore, it is not suprising that a Naval batlle field support system is under development. On a ship, there is not better battle field support system than its gun. It is cheap and fast. Now U.S. can make it accurate. |

You can now do Target Motion Analysis (TMA) with a computer rather than by hand (grease pencil with the moving bug, plastic strips ... and a hand held calculator - if you are lucky!) There was talk of some limited upgrades to the sonars, digital (COTS/GOTS) upgrade to the SQS-26CX and possibly the SQR-17 signal processor. Just wish the MND would just cough up a little money to do this. (There is software available on Pentium III laptops that would do Fast Fourier Transform analysis for more channels than the old dinosaur SQR-17!) |

The biggest problems with the Knoxes are the 1,200psi steam plants - very hard to maintain. All the upgrades I have mentioned are installed already. There is also a dirt cheap system called RADDS which digitizes all radar data for display on SPA-25G consoles (a poor mans NTDS). They are the minimum to keep these ships effective in their role as ASW sensor platforms. In case people did not notice, there is a big sub threat out there. You need to keep the Knoxes operationally effective with these small upgrades. Otherwise, you would not have enough warm bodies to fulfill your mission requirements. Funny, just read a report by Brian Hsu that the Knoxes might get the H930 MCS when the systems are retired from the Wu Chinn III Gearings. Wonder how much truth there is to the report. The databus and the hardware in the DCUs are old but other parts have been constantly upgraded - ADA rather than ALGOL - 680X0 chips to run the graphics. Would love to see MCS the first distributed computing combat system kept in service - but this story has to be officially confirmed first! |

The conversion will greatly improve the combat capability of the Knox-class frigates, which need good weapons-control systems to integrate different systems on board for greater accuracy and faster response. The Yang-class destroyers are to be decommissioned in a year or two so that manpower may be redirected to four Kidd-class destroyers awaiting delivery from the US. The US-developed systems, classified as H930 MCS (modular combat system), were the first in the world to adopt a distributed computer architecture for the management of on-board weapon systems. Taiwans navy was the first in the world to use the H930 system. A total of seven Yang-class destroyers, originally Gearing-class in the US, underwent conversion to the H930 system in a project code entitled Wuchin No 3. The seven destroyers thus became known as Wuchin No 3 ships. With the H930 system installed, the ships became the most powerful in the navy in terms of reaction time and capacity to integrate different weapons systems. Now, nearly two decades after the conversion, the Wuchin No 3 ships continue to outshine many newer vessels. To many in the navy, these ships are even better than Chengkung-class frigates, which are the most combat-capable in the navy. But given that the destroyers have been in service for over five decades, including their service in the US Navy, and that the navy does not have extra manpower for the operation of the four destroyers to be delivered from the US, they have had to give way to the new ships, naval officials said. The weapons-control systems on the Wuchin No 3 ships are not to be scrapped however, since they are still quite workable and can be used for many more years, they said. Eleven Jan (¸âµq), a senior editor with Defense Technology Monthly magazine, said the weapons-control system of a ship is like its brain, the key to the ships overall performance. The brain of the Knox-class frigate is very slow. It takes several minutes to respond to an emergency situation, he said. But with the Wuchin No 3 system, it needs only 10 seconds to get the job done, Jan said. The Knox-class frigate is weak in its integration of weapons systems. It will receive a great boost in this area if equipped with the Wuchin No 3 system, he said. The navy leased and then bought a total of eight Knox-class frigates from the US in the early 1990s. Not all of these frigates are to be upgraded to the Wuchin No 3 standard, since only seven Wuchin No 3 weapons-control systems are available. The Knox-class frigates were brought in because of their strong anti-submarine capabilities. Each of these ships has a towed array sonar, which is highly effective in detecting submarines. But other than anti-submarine capabilities, the Knox-class frigates do not have any other substantial combat capability. |

First of all, there were 8 sets of MCS - 7 ship sets and one shore based. PN 930 Tse Yang ran aground and was never converted in the WC3 program. If this proposal is real, I would imagine that the old databus would be replaced and the software rehosted in more modern consoles such as TAC-3 (as used in CSTEMS) or a CSIST UYQ-70 clone. CSIST did buy a number of Q-70s for study and has displayed Advanced CDS consoles in the past. This is one area where good in-house expertise has been retained. Secondly, having SWG-1A for directing Harpoons - four of which are always ready for salvo launch in the ASROC launcher - is a substantial combat capability under any definition. Should also remember that the SQR-18A(V)1 can provide over-the-horizon targeting for the Harpoons. The CSTEMS would make this process much easier. |

Sea Chaparral was one of the weapons improvised during the Vietnam War to defend against Soviet antiship missiles like the P-15 Termit (NATO: SS-N-2 Styx). Nine FRAM 1 Gearings were fitted with the system (quad launcher on the DASH flight deck) with a Hybrid Acquisition Radar (HAR) mounted on the back end of the SPS-10 radar antenna to provide target designation. Tests showed that the modified Sidewinder missile used by the system was able to intercept Styx like targets head-on. The version of the Sidewinder used in the system was the US Navy version (AIM-9D) which incorporated liquid nitrogen cooling for the seeker to improve performance. The USN eventually adopted the Sea Sparrow as the Basic Point Defense Missile System (BPDMS) with the SPS-58 pulse doppler radar to provide target indication. All nine Sea Chaparral launchers were thought to have been transferred to the ROCN. In ROCN service, the Sea Chaparral was even more effective than the USN version because there was an automatted combat direction system (CDS) supporting it. In the Wu Chin I ships, the SPS-58 replaced the HAR. The SPS-58 provided automatic target detection while H930 mod1 CDS conducted Threat Evaluation and Weapons Assignment automatically. The Sea Chaparral launcher is slewed automatically to the threat bearing making the gunners task of acquiring the target and locking on the missile seeker much easier. With the latest MIM-72J version using the rosette scan seeker similar to the Stinger POST, the missile can engage targets, including antiship missiles at a greater range. Compared to the French Sadral using a missile adapted from the Mistrale MANPADS, Sea Chaparral would be superior in terms of range. The problem with this type of system is the need to lock-on before launch. That means the antiship missile target has to come in close before the Sea Chaparral could acquire it. That takes more time and leaves less available engage other missiles in a stream (saturation) attack. The only way to deal with this would be to have the IR seeker lock on to the target after launch. However, the field of view of even the rosette scan POST seeker is too small to allow the missile to fired at the general direction of the target and expect to come close enough to lock on. The solution proposed by the Applied Physics Lab in Johns Hopkins University was to use a passive radar homing system to bring the missile close enough to the target for the IR seeker to lock on. That was, of course, RAM Block 0. As mentioned elsewhere, advances in CCD and focal plane array technology allows RAM Block 1 to lock on to targets after launch without needing the passive radar homing system. Stringent Opertaional and Developmental Testing have demonstrated that the SSDS + RAM Block 1 combo is capable of dealing with saturation attacks by multiple antiship missiles arriving from different directions at the same time. RAM Block 1, is therefore, a logical choice for replacing Sea Chaparral. In the case of the Knoxes, if it is true that MCS will be transplanted to these ships, RAM Block 1 would be a more appropriate air defense missile than the SM-1. It would be interesting to see if this was anything more than wishful thinking on the part of Brian Hsu and others ... However, I will not dispute that it is nice to dream sometimes ... :) |

Dear Albert, Yes, the 8th system is being used for shore-based training and systems development - as P.T. related i his diary. However, I have it from two sources that how it got that way had something to do with the grounding of DD 930. Was it not a little odd that only 7 ships were upgraded when there was an 8th available? If I recall correctly, the grounding prompted a revision in the WC3 program. Essentially, the ROCN was faced with not having a hull to fit the system to - there was not any more suitable Gearing hulls available (Pakistan got the last ones). Wasnt Honeywells fault but there was also a performance shortfall with a sub system (a well-known problem with the W-160) that had to be corrected with some changes to the system software. Flak, ESSM is a higher energy missile and can intercept antiship missile farther out - before they get into terminal evasive maneuvres. However, you still need to provide terminal target illumination - albeit briefly. Retaining the semi-active radar homing kept costs down to the ~half million US$ level. RAM Block 1 has been demonstrated to be truly fire-and-forget and has successfully engaged sea skimming targets pulling high-G terminal maneuvres. It is about 10% cheaper than ESSM but that is the USN procurement price - FMS will be higher. The ROCN bought their SM-1 Block 6A for US$ 0.5-0.6M each in 1991 (97 for US$ 55M) and 1992 (207 for US$126). Then there was additional cost of upgrading to Block 6B. SM-2 Block IIIAs are even more expensive - so, RAM Block 1 should be a bargain considering the capabilities added. |
