Sukhoi Service Center to Open in Asia

LANGKAWI, Malaysia -- Seeking to strengthen their presence in Southeast Asia and promote sales, Russias leading defense companies will establish a base in Malaysia to help maintain fighter jets, officials said Wednesday.

Aircraft makers Sukhoi and Irkut and arms exporter Rosoboronexport will undertake a joint venture with Malaysian companies to set up a center to ensure the combat readiness of Russian-built fighters, said Irkuts president, Alexei Fyodorov. Officials did not say when it will be built or how much it would cost.

The proposed facility would service a fleet of 18 Su-30 fighters that Malaysia agreed last month to buy for about $900 million, Fyodorov said on the sidelines of the Langkawi International Maritime and Aerospace Exhibition, one of Asias largest arms shows.

The Su-30 fighters are to be delivered in batches of six in 2006-07, bolstering Malaysias existing fleet of Russian MiG-29s, American F/A-18D Hornets and British Hawks.

There were no immediate plans for the center to handle Russian aircraft bought by other Southeast Asian countries, though analysts said the project was part of the Russian defense industrys broader aim of expanding ties with the region.

Moscow has been aggressively pursuing defense contracts in Southeast Asia. In April, Indonesia agreed to buy two Su-30s, two Su-27s and two Mi-35 assault helicopters through a countertrade deal worth $192.6 million.

Deputy Defense Minister Mikhail Dmitriyev told reporters that Russia would remain persistent in boosting defense relations with Southeast Asia, citing Malaysia, Indonesia and Vietnam as key customers.

At a separate news conference, Sukhoi director Mikhail Pegosyan said his company expects Indonesia to buy more aircraft.

Ghazemy Mahmud, editor of the Asian Defense Journal, said Russia hopes the proposed center could eventually be used to service Russian aircraft in other countries, encouraging them to make more purchases.

NEW DELHI, SEPTEMBER 29: The first indigenously manufactured Sukhoi-30 will roll out of the Hindustan Aeronautics Limited’s (HAL) Ojhar factory next year, said HAL chairman N.R. Mohanty as his organisation gets ready to manufacture the upgraded 140 Sukhoi-30 multi-role aircraft in the country.

‘‘Our plan is to convert the present MiG facilities in setting up the assembly for Sukhois,’’ said Mohanty. The aircraft will be manufactured at Ojhar near Nasik from where the MiGs would come out till a few years back. Currently the factory serves as the MiG maintenance plant. The engines for Su-30 will come from Koraput and the electronics and other accessories from HAL’s Lucknow division.

Over the question of Su-30s being in news till recently for some ‘‘nicks’’ in the engine, Mohanty informed that a team of Russian experts was in the country and went through the problems that have dogged the aircraft engine. ‘‘We are working on them. It is a problem but will be sorted out soon,’’ the chairman said.

HAL already has gained some expertise as far as the aircraft is concerned — having participated in the upgraded variants. While it delivered the first batch without any extra features, subsequent roll-outs saw the aircraft upgraded to meet Indian specifications.

Meanwhile, HAL is also gearing up for the British Hawk Advanced Jet Trainers and a team of engineers will travel to Britain for the same, said Mohanty. Having manufactured the British Jaguar, Mohanty feels the expertise gained on ‘‘Western aircraft’’ will come handy when the production of the Hawk comes to India.

Phasing out of MiG jets worries IAF

NEW DELHI:The Indian Air Force (IAF) is racing to close an emerging gap in its capabilities brought on by the phasing out of some of its ageing Russian-made MiG-series jets.

IAF officials are worried the gap might persist for several years if the acquisition of modern jets to replace the MiG-21s and MiG-23s is not speeded up.

The force is currently upgrading 125 of its MiG-21s, which form the backbone of its combat arm, to keep them flying till the turn of the decade. But earlier versions of the MiG-21, which entered service in the early 1960s, are slowly being phased out as the jets have come under a cloud following a spate of crashes.

The IAF has also begun phasing out its MiG-23 ground attack fighters, which entered service in the early 1980s. One of the three MiG-23 squadrons based at Halwara has been number plated this month, with some jets being sent to repair depots to be cannibalised for spares and others being attached to other flying units.

The IAF earlier operated six MiG-23 squadrons, but officials now admit technical reliability and maintenance of the aircraft are posing problems.

To close the gap, the IAF is looking at several acquisitions that are in the pipeline, including the manufacture of 150 Su-30MKI multi-role jets under licence from Russia, the induction of 37 Jaguar jets currently being made by Hindustan Aeronautics Limited and the induction of the home-grown Tejas light combat aircraft.

Officials say it will take at least two to three more years for the Jaguars and Su-30MKIs to enter service, while the Tejas, currently undergoing advanced tests, is likely to be cleared for induction into the IAF only by 2012.

This delay could result in the IAF falling short of its mandated combat strength of about 40 fighter squadrons, and the force is also mulling a proposal to buy 126 Mirage 2000 jets from France, defence ministry sources told IANS.

Some military experts and IAF officials believe the gap will not adversely affect the air forces combat potential as modern aircraft like the Mirage 2000 and Su-30s, though fewer in number, are capable of carrying out diverse operations.

The Mirage 2000s proved their mettle during the Kargil operations in 1999. And though we have only 28 Su-30s, these jets can carry huge payloads and operate over long distances to strike deep within enemy territory, said an IAF officer who did not want to be named.

Besides, the induction of force multipliers like the Phalcon early warning systems and Il-78 air-to-air refuelling aircraft will boost our combat potential.

India has signed a deal to acquire six Il-78 refuelling aircraft, and the first of these has already entered service.

Israel announced last month that it would go ahead with the sale to India of three Phalcon airborne warning and control systems worth over a billion dollars after the U.S. gave the green light for the deal.

MAKS reveals a resurgent Russian aerospace sector

The Moscow Air Show (Mezhdunarodnyi Aviatsionno-Kosmicheskiy Salon 2003, or MAKS 2003), which took place from 19-24 August at Zhukovsky near Moscow, confirmed that Russias aerospace industry is focusing its attention on essential programmes and is no longer under threat of collapse. There remain, however, more problems than successful events.

With regard to the military sector of Russias aerospace industry, the situation is somewhat clearer. Large deliveries of Su-27 and Su-30 fighters to China and India continue, and two weeks before MAKS 2003 Malaysia ordered 18 Su-30MKM fighters.

Russias air forces are focusing their attention on modernising their current inventory, for which new avionics and weapons are being developed. Alongside this, after many years of delay, the air forces have begun purchasing new weapons. In 2004, the first S-400 air defence systems will reach military units; in 2005, purchases of Yak-130 combat trainers and then Su-27IB tactical bombers will begin. Up to 2010, the Russian air forces also intend to purchase at least 10 Il-76MF heavy transport aircraft and up to 50 Mi-28N combat helicopters.

The civil aerospace sector is in a much more difficult situation, mainly due to a lack of demand for new aircraft. The present fleet of civil aircraft in Russia is still redundant: they do not meet the latest West European noise requirements but will have to do for the domestic airlines in Russia for many years to come. The one and only significant debut during MAKS 2003 was made by the Tu-204-300 airliner: a shortened (by 6 m) version of the Tu-204 designed to carry 163 passengers. It made its maiden flight on 18 August in Ulyanovsk, just one day before the Moscow show opened, and from there flew straight to Zhukovsky. On the first day of the show, Transaero airlines ordered four Tu-204-300s with an option for six more aircraft. Two other contracts for the larger Tu-214, made by KAPO of Kazan, were signed during MAKS 2003, with Omsk Airlines and Avias Airlines ordering four aircraft each.

The most promising new Russian passenger aircraft is the Tu-334, which is designed to accommodate 102 passengers. The prototype is continuing certification tests, while the first series production aircraft has recently been completed in Kiev, Ukraine, and was due to make its maiden flight on 30 September. The leading manufacturer of the Tu-334 will be the Russian Aircraft Corporation (RAC) MiG factory in Lukhovitsy.

Production of the Tu-334 is so advanced now that the first five aircraft could be delivered by the end of 2004. A few days before MAKS 2003 opened, the aircrafts first clients, Atlant-Soyuz and Aerofrakht airlines, signed leasing contracts for five Tu-334s each. Ural Airlines intends to purchase a similar number of the type, while Pulkovo, Samara and Aeroflot are also interested. RAC MiG also expects orders from Iran. In fact, licence production of 100 aircraft in Iran was discussed several years ago. These negotiations continued during MAKS, but only for the purchase of 50 aircraft.

Among other passenger aircraft at MAKS, the greatest interest generated was that made by the Russian Regional Jet (RRJ) developed by Sukhoi in co-operation with Boeing, Ilyushin and Yakovlev, for which Russias NPO Saturn and French firm Snecma are designing a new engine, the SM-146. The RRJ family will consist of six aircraft types. The composition of the RJJ family has been chosen based on marketing research for the Russian and international market. A characteristic feature of Russias passenger air network is the greater length of air routes and smaller number of passengers carried compared with Western Europe. Presently in Russia, for air routes up to 5,000 km, 60 per cent of the flights carry no more than 75 passengers. The first RRJ variant to be built will thus be the 75-seat RRJ 75, with the next in line being the RRJ 75LR long-range variant. The third version will be the extended-fuselage RRJ-95 intended mainly for Western markets. Sukhoi is currently negotiating with the largest Russian airline companies - Aeroflot, Pulkovo, Krasair and Sibir - in search of launch operators and expects to have firm orders for 40-60 RRJ aircraft before the spring of 2004, which is the minimum order level for the programme to be profitable. Over the longer term, Sukhoi forecasts sales of 630 aircraft up to 2022, both for domestic and foreign operators.

Some statistics

The number of companies participating in MAKS this year amounted to 662, including 497 from Russia and other CIS countries and 165 from 38 other countries. Some 203 aircraft were exhibited on the ground and in the air. These included the F-15C, F-15D, F-16C and B-52H US combat aircraft, which were shown at MAKS for the first time.

MAKS air display programmes have always been exceptional due to the unique types of aircraft present and the spectacular performances of super-manoeuvrable Sukhoi fighters and the military aerobatic teams (the Russkiye Vityazi and its Su-27 teams and the Strizhi team with MiG-29s). This year the show was even more attractive - particularly for the Russian public - due to performances by the French Patrouille de France aerobatic team and the Italian Frecce Tricolori, which the Russian public were able to witness for the first time.

江淮晨報今天報導,今年四月間傳出這架專機將於合肥拍賣的消息後,備受關注。昨天拍賣的過程未如預期「高潮迭起」,整個拍賣會節奏非常緊湊,從起拍到完拍不到三分鐘,最終由合肥寶麗鮮農業科技開發有限公司以一百二十七萬元得標。

有些投標者事後對「未能當機立斷再加價」表示遺憾;有人則抱怨主持人的拍賣節奏太快了。負責這次拍賣會的安徽榯拍賣有限公司副理王曉寶說,這架飛機除發動機和一些精密儀錶已被拆卸外,其他內外部構件完好。

日國內班機與海自衛隊機千鈞一髮擦身而過

(中央社記者黃菁菁東京十二日專電)日本國土交通省接獲報告指出,AIR NIPPON航空公司的編號821波音737國內班機七日飛往八丈島機場準備著陸時,與海上自衛隊厚木基地所屬的P3C哨戒機在空中以僅三十公尺的高度差驚險擦身而過。國土交通省今天起將針對此航空重大事件展開正式調查。

國土交通省指出,AIR NIPPON從羽田機場出發編號821波音737國內班機於七日上午八時三十三分左右,在八丈島機場西南方,高度三百公尺以上的上空準備降落時,有另一架飛機近距離地接近機身,於是自動啟動防止飛機衝突裝置(TCAS),並依指示轉往右上飛行,驚險地從P3C哨戒機的上空掠過而迴避了一場浩劫。

AIR NIPPON向國交省說明,當時因P3C機在雲層中而無法辨識,其後得知,為海上自衛隊厚木基地所屬。雷達資料顯示,當時正在進行飛行訓練的P3C是從AIRNIPPON班機正下方約距三十公尺的空中掠過。航空公司於十一日才正式向國土交通省報告此事件。海上自衛隊的機長則表示對發生此事件並不知情。國土交通省設有航空、鐵路事故調查委員會,針對有可能引起重大事故的危險交通事件都會深入調查,國交省表示,從今天起將對此事件展開正式的調查。

大陸警方將用直升機成為第五個具航空權單位

(中央社台北十八日電)中國大陸公安部指出,一直懸而未決的中國警方使用直升機問題已獲國務院和中央軍委會批准,使得公安部成為中國第五個擁有航空器管理權的單位。

京華時報今天報導,國務院和中央軍委於上個月下旬正式批准各地公安機關使用警用直升機,目前公安部正與軍方等部門協商相關事宜,並與世界直升機生產商洽談。公安部官員說,各地警方將盡可能使用同一機型的直升機。

這架飛機叫〔影子兩百戰略無人駕駛飛機〕,昨天深夜在距離北韓三十公里處墜毀。事發後,美國命令全球各地美軍停飛這款飛機,等待查出飛機失事原因。但派駐伊拉克的這款偵察機,還可以繼續飛行。〔影子兩百〕無人偵察機翼四公尺長,可以在三千到四千三百公尺之間高空飛行。

Smarter Bombs On Australias $100m Shopping List

Australia is talking to United States military and defence contractors
about buying the latest generation of satellite-guided smart bombs for its
strike jets.

Impressed by the success of the munitions in the Iraq conflict, the Defence
establishment believes the precision bombs will change the face of warfare
by minimising the danger to its pilots and civilians.

US embassy officials confirmed to the Herald that they were talking with
the Australian military and Government.

Amid pressure for the smart bomb program to be speeded up, a spokeswoman
for the Minister for Defence, Robert Hill, said: There have been
discussions with US contractors Boeing, Raytheon and Lockheed Martin
regarding details of candidate weapons.

The likely satellite-guided bomb of choice is the Joint Direct Attack
Munition (JDAM), which is substantially more accurate than the laser-guided
bombs the RAAF uses and about 10 times cheaper.

JDAM tail kits, 1.5 metres long, are fixed to dumb bombs with a payload
of up to 830 kilograms, and contain a computer circuit-board, a navigation
unit, moveable tail fins and a global positioning receiver, plus antenna.

Co-ordinates are typed in by the pilot or before the plane takes off. The
bomb, guided by a satellite, hits within 10 metres of its target with 95
per cent reliability, the US Air Force says.

Each JDAM kit costs less than $40,000 and the total cost of Australia
upgrading its bombs, avionics and computer systems is expected to be about
$100 million, a relatively small sum as defence spending goes.

But the weapons are not perfect - around 2 per cent experience some kind of
failure, and it was an early generation JDAM that hit the Chinese embassy
in Belgrade during the Kosovo war. With these weapons, human error is
possible but unlikely, said Air Vice Marshal (rtd) Alan Titheridge.

JDAMs, first tried in the Kosovo war, came into their own during the
attacks on Afghanistan and Iraq.

Australias F/A-18s and F-111s use laser-guided bombs, which require the
pilot - or a soldier on the ground - to paint the target with a laser
right up until the bomb explodes. In cloudy, dusty and humid weather,
laser-guided bombs are often inaccurate.

But the satellite-guided JDAMs can be used in any weather and, after being
fired at a distance of up to 10 kilometres, the pilot can retreat from
hostile air space.

The weaponry also sits well with Australias military doctrine, which has
adopted conservative rules of engagement when it comes to identifying targets.

They will also enhance Australias ability to mesh with US forces, another
objective of Australias defence policy.

F-16 Takes Second Shot at Czech Market

In a bid to win the Czech Republics new competition for upgraded fighters, the Defense Department last week notified Congress of its offer to sell the new NATO country 12 older model Lockheed Martin [LMT] F-16 aircraft in a deal that could be worth as much as $650 million.

The official U.S. offer is a significant turnaround from 2001, when the United States, along with several European countries, decided not to bid in the Czech competition, citing frustration over requirements to submit Czech-language offers and to fix the price in Czech currency. Left with only one offer, the Czech Republic decided in 2001 to acquire 24 JAS-39 Gripen fighters offered by Swedens Saab and Britains BAE SYSTEMS.

But that purchase was cancelled last year after the Czech Parliament decided that it could not afford the large purchase. Then, earlier this year, the Czech government approved a new plan to proceed with the lease of up to 14 fighter aircraft for an initial period of five years starting in 2005, followed by a formal competition to select a long-term fighter solution for after 2009.

Bids on the Czech competition are due at the end of the month. Unlike the more ambitious plans the Czechs had several years ago, the current ompetition is designed as a stop-gap solution to replace the countrys aging MiG-21 fighters. In an Oct 3 interview with sister publication Defense Daily, Lt. Gen. Tome Walters, the head of Defense Security Cooperation Agency (DSCA), explained that the F-16s being offered are designed for policing missions only and would not be used for coalition operations abroad. The aircraft would not have air-to-ground capability and would be used primarily to provide an interim capability, up to about 10 years.

The U.S. offer is for 12 F-16A Block 15 aircraft and two F-16B Block 10 Operational Capabilities Upgrade (OCU) aircraft. Another two F-16A Block 10 OCU aircraft would be made available for spare parts. The Pentagon also is offering 16 new Pratt and Whitney [UTX] F-100-PW-220 engines, including 2 spare engines, and 35 LAU-129 launchers. The Czech Republic also will have the option to buy 20 Raytheon [RTN] AIM-120C Advanced Medium Range Air-to-Air Missiles (AMRAAM) and 4,000 rounds of 20mm cannon ammunition. Lockheed Martin, Pratt and Whitney, Raytheon and United Fastners will be the main contractors for the work should the Czech Republic go with the U.S. offer.

DSCA, the Pentagon arm in charge of foreign military sales, is betting on its flexible financing plan to help close the deal. Interest payments are deferred for the first five years, and the Czechs will have 12 years to repay the principal and interest, set at 5 percent. In late September, the House provided authority for the United States to offer the $550 million Foreign Military Financing (FMF) loan to the Czech Republic so that its military could buy the used aircraft (Defense Daily, Sept. 29). While the Czech tender asks for a lease, the U.S. offer is for a purchase, which Walters said had only a small price difference compared with a lease plan. I explained to the Czechs that, in our case, it would actually be easier to sell these excess aircraft than to lease them, he said.

The United States is offering another innovative option to the Czechs, according to Walters. Because the Czech Republic is likely have competing offers for used F-16s from Belgium and the Netherlands, the United States will allow the Czechs to use the FMF financing to help offset the costs of American-provided support for those F-16s. The same deal would be offered for F-18As that Canada expects to bid. While the United States has not yet given approval for those countries to sell the U.S.-origin aircraft to the Czech Republic, Walters said that the transfers would not be a problem. It is highly unlikely that the U.S. would object to close friends and allies--particularly NATO countries flying our current aircraft--offering those [aircraft] as third party transfer to another NATO ally, he said.

If the Czechs choose the F-16s, the aircraft would probably be retired by 2015, and Walters said that he hoped the long-term solution--and the official U.S. offer--would be for the Lockheed Martin F-35 Joint Strike Fighter (JSF). The F-16 will probably end production in 2010, Walters predicted, with the foreign sales of the JSF picking up in 2012.

Force, began an emergency four-day visit to Russia on Oct.15 to find

One squadron of the Air Forces Russian-made Su-30MKIs has been grounded for
10 weeks because of serious engine problems and cracks in the aircrafts
fins.

A senior Air Force official here told DefenseNews.com on Oct.15 that
Krishnaswamy will address the issues with his Rusian counterpart, Col. Gen.
Vladimir Mikhailov, and top brass of Rosoboronexport, Russias arms export
agency. Krishnaswamy also will visit aircraft maker Irkutsk Aviation
Production Association, Irkutsk, Russia, for detailed discussions.

For India, the grounding of the 18 Su-30 MKIs raises doubts about its deal
with Russia for licensed production of 120 of the aircraft at Hindustan
Aeronautics Ltd.s Nasik facility in western India, the Air Force official
said.

Further, the problems with the Sukhoi fleet could have serious effects on
future Indian Air Force plans to procure Russian equipment, a senior Indian
Ministry of Defence official said.

The Air Force has been considering buying the Russian-built Vympel R-77
missile, which is designed to destroy other aircraft beyond visual range.
The missile has an active radar finder and a maximum range of 90 to 100
kilometers and flies at four times the speed of sound.

GAZETA: Embraer agrees to modernize 53 FAB aircraft

The program is budgeted at more than US$300 million. The AM-X, the
Italian-Brazilian ground support fighter aircraft and advanced military
trainer, which in Brazil alone moved more than US$1.5 billion in
investments, returns to being a profitable project for Embrar. The company
has just elaborated the final details of the project to modernize the fleet
of 53 AM-X aircraft belonging to the Brazilian Air Force (FAB). The program,
according to the Aeronautic cabinet commander, Air-lieutenant-brigadier Luiz
Carlos da Silva Bueno, is budgeted at almost US$300 million. The Aeronautica
ministry expects that the contract with Embraer will be signed in Nobember.
The Italians, who began the negotiations of the modernization program,
withdrew and now signal the possibility of associating with Brazil again.
More than 90% of the equipment will be produced in Brazil by the company
Aeroeletronica, of Porto Alegre (Rio Grande do Sul state), according to the
military aviation minister. The company was bought by Elbit, of Israel, as
part of the offset accord (commercial, industrial and technological
compensation) agreed to with the Aeronautica for the program to modernize
the fleet of 46 FAB F-5s. Elbit also will supply the same package of
navegation systems, armaments, computers and radars for the AL-X aircraft
that Embraer is producing. The three aircraft (F-5, AL-X and AM-X) will have
similar systems, which will reduce operation and maintenance costs. Although
the development of acquisition and modernization programs of the FAB
aircraft in 2003 has evolved, the liberation of resources was less than
expected. Of the R$500 million proposed, only R$203 million were released.
Of that, the greatest part, R $199 million was earmarked to produce the
AL-X. The first model will be delivered to FAB by Embraer on December 18.
The Aeronautica portfolio also resumed negotiations on the contract to
acquire 12 C-295 military cargo aircraft and the modernization of nine P-3
Orion offshore patrol planes with the company EADS-CASA. The two projects
are evaluated at approximately US $596 million. The purchase of the 12 air
superiority jets is also in full swing. The final final bids are to be

German concern mounts as UK stalls on Eurofighter

LONDON and BERLIN

German officials are increasingly concerned that British footdragging over
signing the contract for the second batch of Eurofighter Typhoons could
disrupt the aircrafts production.

Berlin is also worried that production problems would undermine the
Luftwaffes plan to replace its ageing combat jets.

Defence procurement officials from the four nations building the jet -
Germany, Italy, Spain and the UK - have been in talks with the Eurofighter
consortium since July, trying to hammer out a deal on the second tranche of
236 aircraft.

The December deadline is crucial because failure to get financing in place
with the manufacturers - BAE Systems, EADS and Finmeccanica - could disrupt
production when the last of the initial tranche of 148 aircraft rolls off
the line in 2006. Orders for tranche two items must be placed by the
year-end to avoid a costly production gap.

The other governments are prepared to sign off on tranche two but the UK
could miss the deadline. We have not ruled out a full order by the end of
this year, but given the obvious importance of the contract our priority is
to ensure that industrys proposals for the programme are soundly planned
and established on adequate design maturity, the Ministry of Defence said.
The four partners had already committed some interim funding to tranche two,
the MoD added.

Talks on the second batch of aircraft have been complicated by a British
initiative to try to cut up to 20 per cent of the cost of the planned 620
aircraft programme. The project will employ 120,000 and could be worth up to
Euros 72bn (Pounds 50bn).

The UK is also insisting on bringing additional capabilities into tranche
two to ensure the jet is capable of performing ground attack missions as
well as its original air defence role.

But German officials have dismissed the initiative as smokescreening,
arguing that tranche three capabilities have yet to be defined. Germany is
also resisting cost-cutting, arguing the UK over-ordered to ensure it had
the largest workshare on the programme.

Berlin claims the UK is finding savings to offset any financial penalties
from possible future cancellations.

The MoD denied both claims. There is no question of smokescreening. Neither
has the UK over-ordered - we remain committed to the programme.

3架英國鷹架戰鬥機瞬間爆發,翻滾動作整齊劃一,振奮人心。英國皇家空軍紅箭特攻隊的演出向來就深具口碑,而周三把舞台轉換到埃及金字塔的上空,獨特的景觀讓演出更具看頭,不論是「炸彈開花」,或是「平地一聲雷」,表演都毫無瑕疵,贏得熱烈的喝采。


由9名優秀飛行軍官組成的這支隊伍,最近在遠東以及中東地區展開為期5星期、造訪14國的友好親善巡迴表演,埃及是最後一站。

發言人魏爾莉指出,第一站是在馬來西亞表演,然後一路慢慢走回英國,預計10月25日回到英國,總計訪問14個國家,進行19場表演。這次應邀到場觀賞的貴賓包括英國使節及埃及軍方高層,大家都為精采演出讚嘆不已。

LMs JASSM Certified For Operational Use

Lockheed Martins Joint Air-to-Surface Standoff Missile (JASSM) has been certified for operational use by the JASSM Joint Program Office and the B-52 Systems Program Office, the company said Oct. 21.

JASSM, a 2,000-pound cruise missile with a dual-mode penetrator and blast-fragmentation warhead. In addition to the B-52, JASSM is planned for deployment on the B-1, B-2, F-16 and F/A-18, Lockheed Martin said.

JASSM provides the Air Force with kick-the-door-down capability, Gerry Freisthler, director of the Air Armament Centers Lethal Strike project office at Eglin Air Force Base, Fla., said in a company statement announcing the move.

Shrinking force structure, increasing tasking, improving threats and the need to conserve precious lives and assets drive a demand for a standoff, precision-strike capability in the conduct of 21st century air operations.

Lockheed Martin delivered the 42nd JASSM to Barksdale Air Force Base, La., and Whiteman Air Force Base, Mo., for use on B-52s, in accordance with a government request that the first missiles delivered go to the B-52 fleet.

The House and Senate had considered steep cuts in JASSM funding as part of the fiscal 2004 defense appropriations bill, but the final bill made a more modest cut, approving $85 million for 200 JASSMs instead of the Administrations request of 250 missiles (DAILY, Sept. 23).

Lockheed Martin does not foresee an economic impact on the program from that reduction, according to spokeswoman Jennifer Allen, because the company assumes the Air Force will buy the additional 50 missiles at some point in the life of the program.

HAL to upgrade Jaguar aircraft

BANGALORE: Hindustan Aeronautics Limited (HAL) has bagged an order from the Indian Air Force (IAF) to upgrade 17 Jaguar trainers with the latest avionics and 20 deep penetration Jaguar fighters. The IAF order worth Rs 1,500 crore will be delivered in two years.

HAL Chiarman N.R.Mohanty said: The first Jaguar prototype with the navigation and weapon attack sub systems (NAWASS) upgradation created indigenously by HAL and Defence Avionics Research Establishment (DARE), was flown successfully on September 29, Mohanty said. Five test flights have been completed since. The test flight of the upgraded NAWASS trainer prototype would be done in 15 days, he added.

The upgradation was taken up indigenously after a British avionics firm that was to manufacture the mission computer, levied a hefty Rs 14 crore additional charge for a delay from HAL in providing specifications. HAL then turned to DARE to manufacture the mission computers.

Mohanty said HAL, DRDO and IAF were jointly undertaking upgradation of avionics for the MiG-27 fighters and the first upgraded prototype would be flown next year.

HAL is investing Rs 3,250 crore over the next three years to augment its equipment and capacity at five of its manufacturing plants -- at Lucknow, Hyderabad, Korua, Nasik and Koraput. The plants will build the multi-role supersonic Sukhoi 30-MkI fighter aircraft. HAL would add a facility at Koraput for manufacturing the Sukhois AL31FP thrust vectoring engine, besides one for overhauling the aircraft. The Sukhoi 30-MkI indigenous production was on schedule, he said, and the first fighter would be rolled out in 2004.

HAL is finalising the technology transfer details for the British `Hawk Advance Jet Trainer (AJT). The IAF requires 66 AJTs, of which 42 will be manufactured at HAL, while the remaining will be outright purchases.

``We will very soon be finalising a deal to sell the Advance Light Helicopter to at least one of the state governments, said Mohanty. The Indian government has placed an order of 50 Advanced Light Helicopters (ALH) for the Indian Army, Navy, Air Force and Coast Guard to be delivered in 2006/2007. The DGCA civil certification for the of ALH is ``expected anytime said Mohanty. Israel will partner with HAL in marketing the ALH in the international market; Israels avionics will be used on the chopper where needed.

HAL will also upgrade 36 Mig-Bis aircraft for the IAF. They have already upgraded six in 2002-03. The company has also landed orders to manufacture 11 Dorniers.

HAL along with the IAF is working on a joint project proposal report on the Light Combat Helicopter (LCH) that will soon be submitted to the government. ``Once we are given the go-ahead, the first prototype will be ready within 30 months, Mohanty said.

HAL is also building the structure for ISROs GSLV and PSLV launch vehicles. One cryo-tank built by HAL has been handed over to ISRO, said Mohanty. ISRO has invested Rs 35 crore in HAL for its projects.

英國一架美洲虎型戰鬥機差點在北海上空,撞到一架搭載了八十多名乘客的客機。

這架美洲虎型戰機在北海上空擔任假想敵,為了隱匿自己的行蹤,飛行員決定把飛機拉升到雲層上面。而為了不讓敵軍察覺,飛行員沒有通知飛航情報區,就直接調整高度。

他把飛機拉到雲層上面的時候,才發現旁邊有一架客機。他和客機的距離不到十公尺。

英國空軍調查以後發現,這名飛行員會不通知飛航情報區是因為他相信「天空無限寬廣」的理論,以為飛機要相撞是不可能的。去年出過這起狀況以後,英國空軍已經全面加強飛行員訓練以避免空難。

印度延緩試射射程三千公里地對地飛彈

(中央社記者郭芳贄曼谷二十九日專電)印度國防研究發展組織負責人艾特里指出,射程可達三千公里的火神三型地對地飛彈的試射工作,已決定延緩到明年一月進行,原因是準備工作尚未完成。

印度新聞信託社自新德里市報導,這位印度國防高級官員指出,印度政府對發射這種中程導彈沒有時間表。射程七百公里的火神一號飛彈和射程一千五百到二千公里的火神二型飛彈已經開始應用。至於地對地的天空飛彈預計年底可開始執行任務。這個組織最近也對三叉戟型飛彈進行試射。
