為中國生產驅逐艦起衝突的俄國造船廠已和解

(中央社記者張聲肇紐約一日專電)漢和情報評論今天自莫斯科報導,為中國建造現代級驅逐艦的而嚴重衝突的兩家俄國造船廠,在俄國政府協調下已經和解,生產956EM驅逐艦的工作也恢復正常。

這兩家不和的造船廠是波羅的海造船廠和北方造船廠。波羅的海造船廠是956EM5型驅逐艦葉漿和鍋爐的主要建商,是俄國唯一建造軍用漿葉和鍋爐的企業。北方造船廠則是建造現代級驅逐艦的總包商。

根據合同,波羅的海造船廠是分包商,本來應該在今年三月就把鍋爐等重要設備交給北方造船廠,但因這兩家著名造船廠因中國這份合約引起的衝突不斷,設備的轉交拖而不決,經過俄國政府的調停,一個禮拜前,波羅的海造船廠總算把現代級戰艦所需的重要設備交給了北方造船廠。漢和情報發言人平可夫說,由於鍋爐問題耽誤了將近五個月,956EM的交船時間顯然會稍微推遲。

俄一退役核潛艇在實驗新拖吊方式翻覆沉沒

(中央社記者張弘光莫斯科一日專電)俄羅斯海軍北方艦隊編號為「K-159」的退役核潛艇,三十日凌晨在巴倫支海海域沉沒造成九人死亡的慘劇。肇事原因是當時這艘核潛艇正由四艘平底船拖往一家輪船修理廠準備拆卸,因實驗新拖吊方式失去平衡而翻覆沉沒。

據此間消息報導,K-159是俄羅斯冷戰時期蘇聯第一代核潛艇。此間燈塔廣播電台引用一名曾經擔任該艇艇長的官員談話指出,該潛水艇早在服役期間在水裡功能良好,但在水面航行時就故障百出。十四年前該艇就已退役,原定要拆解,三十日實驗新拖吊方式拖往波利亞爾內一個船塢,但遭遇暴風雨失去平衡而翻覆沉沒。

潛艇沉沒到一百七十公尺深的海底,只有一名艇員逃脫生還,其他九人死亡。俄國國防部說潛艇上的核反應器事前已經關閉,艇上也沒有武器裝備。

由於三年前的八月十二日,俄國在同一海域損失先進庫爾斯克號核潛艇,一百一十八名船員喪生。出事時庫爾斯克號核潛艇正在進行演習。當時俄羅斯政府被批評延誤搶救時間,連當時在黑海休假的蒲亭總統沒有立即回國也被各方嚴厲譴責。這次K-159發生沉沒事件,蒲亭與夫人及兩個女兒應義大利總理貝魯斯柯尼邀請在當地薩丁島進行渡假外交。得到潛艇沉沒消息,立即指示有關單位儘速處理。據塔斯社報導,俄羅斯國防部長伊凡諾夫為這次事件已將俄海軍格列米哈基地潛艇部隊指揮官哲姆初尼及其副手停職。

日本與中國國防首長同意年內重開軍艦互訪

(中央社記者黃菁菁東京三日專電)日本防衛廳長官石破茂與中共國防部長曹剛川今天在北京進行會談,雙方同意今年內實現首次的軍艦互訪,也同意再度開始日本自衛隊和人民解放軍幹部的互訪。雙方從去年四月小泉純一郎首相參拜靖國神社後中斷的軍事交流可望重開。

石破茂九月一日到中國大陸進行正式訪問,他是繼一九九八年五月久間章生之後,五年來訪問中國的首位防衛廳長官。石破茂於三日和曹剛川在北京進行會談時說明,日本在「專守防衛」的範圍內,為對付北韓射程涵蓋日本全境的蘆洞導彈,將於二OO四年度預算中編列飛彈防禦系統經費,也說明日本於六月通過的有事法案和伊拉克復興支援法等,以期獲得中國的理解。雙方在會談中還同意,於今年內實現首次軍艦互訪,也同意再度開始自衛隊和人民解放軍幹部的互訪。日本和中國的軍事交流,因二OO二年四月小泉首相參拜祭祀日本A級戰犯的靖國神社後中斷,使得當時防衛廳長官中谷元訪問北京的計劃被迫取消,中共軍艦的訪日計畫也因而中止。

中國海研船向陽紅九號 密集出沒東台灣海域

(中央社記者盧太城台東縣三日電)中國海洋研究船向陽紅九號,最近密集出現在台灣東部海域,軍方研判可能和在東部的軍方漢光演習有關。

軍方人員表示,向陽紅九號八月三十、三十一日一直逗留在綠島東方四十五海里處,海巡署海洋巡防總局緝私艇曾前往盤查,對方表示只是單純的水文研究,由於向陽紅九號尚未侵入我國海域,緝私艇只能跟在它附近,不能驅離。

九月一日中度颱風杜鵑來襲,海面上風浪逐漸轉大,海巡署緝私艇只好先撤回,交由海軍雷達追蹤,向陽紅九號則往北移。二日上午向陽紅九號從海軍的雷達螢幕消失。軍方研判,向陽紅九號可能已經靠近花蓮或宜蘭外海。軍方表示,最近東部海域經常出現中國的海洋研究船,可能和蒐集我方軍事情報有關,目前東部正進行軍方的漢光演習。

基輔號航母改裝工程時起火,兩人死亡

內地企業購自俄羅斯,已退役的基輔號航空母艦,在河北省秦 皇島的船廠進行改裝工程時,發生火警,兩名工人死亡.事發在 昨日上午,由於艦內結構複雜,走廊佈滿濃煙,消防一度無法進 入灌救,最後經過六小時,才將火警救熄. 由於火警對基輔號的結構,無造成大破壞,預計基輔號可如期 在本月十六日,開往天津及向公眾開放,成為新的旅遊點.

今天上午在宜蘭利澤簡舉行的漢光演習一切順利不過剛剛卻傳出,早上11點多,演習剛結束時,有民眾在五結海邊發現一個,推動器還在轉動的魚雷未爆彈。

目前根據軍方辨識,應該是Mk48劍龍潛艦所發射的73107NE型魚雷。海軍艦隊司令部中將也已經到現場進一步了解。有更新的訊息,我們將會隨時為您報導。

海軍為四艘紀德艦完成命名 紀德明德同德武德

(中央社記者陳亦偉台北四日電)海軍總部晚間宣布,自
美採購的四艘紀德艦,將分別命名為紀德、明德、同德
、武德,以彰顯海軍「以德為本」的忠義軍風,四艘艦
的啟封將在美國南卡羅萊納的道頓 (Deytens)船廠進行
,首艘艦八月底已進行船體檢查及戰鬥系統軟體更新。

海總計畫署副署長季元俊指出,海軍評估紀德艦的
綜合戰力,足以因應二○○五到二○一○年間,因中共
擴建海軍兵力所造成的威脅,加上接艦期短、經費低廉
,因此決定向美方購買,除增加海軍水面艦隊戰力外,
也做為未來獲得「先進戰系」(即神盾艦)前的先期艦。

季元俊表示,經台美雙方研商,已於今年七月確定
由位在美國南卡羅萊納查爾斯頓的「道頓」船廠做為四
艘紀德艦的啟封廠,八月上旬,首艘艦已自費城拖運至
道頓廠,其餘三艘也將在年底前完成運送,首艘艦已在
八月二十五日進行船體檢查,而美方為台灣進行「戰鬥
系統新威脅提升」的軟體,則在七月就進行更新與整合
,以因應台海作戰。

海總表示,四艘紀德艦將分別命名為紀德、明德、
同德、武德,以彰顯海軍軍風,編號分別為一八零一、
零二、零三及零五。

海總在今天送交立法院的九十三年度預算中,編列
新台幣兩百四十三億九千五百四十四萬六千元,執行四
艘紀德艦軍購案,依照海軍的規劃,全案係循軍售管道
向美方以啟封的方式購買,首艘艦預計民國九十四年底
返國,第二、三、四艘艦將於九十五到九十六年間陸續
返台。

海軍這次除購買四艘紀德級飛彈驅逐艦外,還有二
百四十八枚標準二型防空飛彈、三十二枚魚叉反艦飛彈
、備份零組件、維修、船塢支援、人員訓練等設施,國
防部表示,全艦將在美國完成啟封、改裝手續,完成全
戰備後台灣才接受,屆時紀德艦將成為海軍噸位最大、
綜合戰力最強的艦種。920904

苗永慶:魚雷未中目標潛艦危機處理 收穫匪淺

(中央社記者羅廣仁台北四日電)海軍總司令苗永慶上將
今晚接受專訪時表示,海軍潛艦今天在「漢光十九號演
習」中射擊重型線導魚雷未命中目標,的確打擊士氣,
但所幸這枚未爆魚雷被尋獲,這是「未擊中目標最好的
狀況」,而海軍潛艦也為發射魚雷未擊中目標的狀況,
做了一次危機處理的「實戰演練」,收穫匪淺。

美軍最新戰區補給艦「先鋒號」再現科威特

(中央社記者郭傳信安卡拉八日專電)據中東國防科技新聞網頁「中東新聞線」今天報導,曾於今年一月底「驚鴻一瞥」出現在波斯灣某基地的美軍最新戰區補給艦「先鋒號」,在失蹤一段時間後,最近又出現在科威特的海軍基地。

據報導,艦首編號「TSV─1X」的「先鋒號」,是美軍當前最新科技結晶,曾在今年三月二十日英美聯軍對伊拉克發動戰爭的第一天「牛刀小試」,載運美軍海豹突擊隊和反破壞小組,虜獲伊拉克兩座離岸石油轉運站。

報導說,美軍陸戰隊目前已在波斯灣北部水域部署一艘可能為「TSV─1X」的姐妹艦,編號「X─1」,艦名為「聯合冒險號」,擔任往來伊拉克淺水港與科威特海軍基地之間的運輸任務。據美軍中央指揮部網頁資料顯示,這種船底有三個龍骨的戰區補給艦,形同水翼船,船身龐大,長九十公尺,平均航速三十五節,可以載運七百公噸以上貨物,經陸、海軍測試,可適合多種作戰和運補任務。

美國OEP公司決定轉售HDW造船廠

(中央社記者陳正杰華盛頓九日專電)最新一期國防新聞週刊報導說,去年剛以鉅資買下德國HDW造船廠的美國資本公司已決定將船廠轉售。報導提到,這家美國公司是在德國政府反對以HDW提供的技術為台灣生產潛艇之後,降低了藉擁有船廠爭取台灣潛艇訂單的興趣。

八日出刊的最新一期國防新聞說,總部設在芝加哥的投資公司One Equity Partners (OEP)原本希望買下HDW造船廠的行動,能夠有助於美國國防大廠諾斯洛普葛魯曼利用HDW的船體設計和複合材料,為台灣生產柴電動力潛艇。

諾斯洛普葛魯曼是有意爭取台灣潛艇訂單的美國廠商之一,其他主要美國廠商包括通用動力公司。

報導說,德國政府顧忌中國立場,反對HDW的設計和技術被用來生產台灣訂購的潛艇,OEP對本案的興趣因而降低。

OEP出售HDW船廠之後,對美國和其他國家廠商爭取台灣潛艇訂單的意願預料不會有直接影響,但這項行動顯然證實要藉德國的設計為台灣生產潛艇並非易事。

OEP出售HDW船廠的要價不得而知,但去年的買價是八億七千五百萬美元。報導說,法國的Thales有意標購HDW,但許多德國民意代表希望讓HDW與另一家德國公司合併。

九一一世貿廢鋼 打造「紐約號」戰艦

自紐約世貿中心廢墟所挖掘出來的大約廿四噸殘骸鋼筋,由洛杉磯一家船舶包商在八日鎔化,將造成一艘長一百九十六公尺的兩棲攻擊艦頭,新戰艦命名為「紐約」號,預計在二○○七年完成交後給美國海軍。

這艘命名為「紐約」的兩棲攻擊艦,造價為八點五億美元,建造時間為三年。該艦長一百九十六米,能夠搭載八百名海軍官兵並能停降直升飛機。


在九一一事件兩周年紀念日即將來臨前夕,格魯曼公司船舶部門宣佈,世界雙塔的殘骸鋼架重新冶煉成鋼材後,將被鑄造成為艦首的艏材,然後運送到該公司在紐奧爾良的造船廠。

世貿中心的鋼材將用在戰艦切開水面的最前沿部分,目的在紀念九一一事件中的罹難者、英雄人物,以及紐約客在遭到襲擊後所表現出的勇氣。

這廿四噸廢鋼材已運到了路易斯安那州的阿米特市,九日舉行廢鋼材重新冶煉的儀式。據指出,廢鋼材是來自世貿中心的南塔。在兩年前的九一一事件中,第一架美航班機先撞擊了北塔,第二架美航班機再客撞上了南塔,而南塔先於北塔倒坍。

美國國防部長倫斯斐昨天說,反對布希總統的意見將會鼓勵華府的敵人,並妨礙美國的反恐戰爭。

倫斯斐甫結束阿富汗和伊拉克的訪問到此,他強調伊國重建已有進展,並批評外界的質疑。他說如果華盛頓的敵人相信布希可能退縮或他的對手會勝利,對手的活動可能進一步受到鼓舞。

倫斯斐告訴隨行記者說:「他們會深信不疑,進而使更多錢流入恐怖活動,或者更多人參加恐怖活動,或者帶來更多鼓勵,或者使他們把持權力更久。我們的工作無疑會更困難。」

布希的對伊拉克戰爭在國際間飽受批評,而倫斯斐等恰是此一代價昂貴的戰爭的主要擘劃者。伊拉克戰爭結束已然半年,伊拉克重建工作仍未就緒,駐伊美軍經常受到攻擊,批評家更指出,美國迄今猶未能提出伊拉克製造生化武器的任何證據,這是美伊戰爭的主要理由。

Indo-US Talks on Acquisition of Eight P3C Orions

NEW DELHI --- A high level US Naval delegation today opened talks with Indian officials to work out a government-to-government agreement on acquisition of 8 P3C Orions long range maritime reconnaissance aircraft.

The US delegation held discussions with the Deputy Chief of Naval Staff Vice Admiral S Gopalachari.

The US Navy is offering the eight Orions from its own inventory at a much reduced price and the planes would later be upgraded by its manufacturers Lockheed-Martin before delivery to India.

If the Orion deal goes through, it would be a second major defense deal between the US and India. The two countries have already concluded a government-to-government deal for sale of ANTPQ 37 fire finding radars for the Indian Army.

US officials said India may keep options open for purchase of 10 more of these maritime reconnaissance aircraft, which are already in service with the Pakistan Navy.

The Orions, Navy officials said would fill in gaps created in Indian Navy𠏋 maritime reconnaissance capability by the crash of two of its four Russian acquired IL 38 reconnaissance aircraft

Meanwhile, Admiral Commanding of the French Naval Forces in the Indian Ocean, Rear Admiral Richard Wilmot-Russel arrived here today for an in-depth discussions with the Indian Navy.

美國海軍就前年四月, 中美軍機在海南上空相撞事故, 發表調查 報告, 指中國當局並無銷毀美國軍機上的所有機密資料, 因此好 有可能部份資料已落入中方手上. 但報告無提到有關機密資料, 會對軍方造成甚麼衝擊. 前年四月一日, 美軍一架偵察機, 在海南陵水附近, 同解放軍一 架戰機發生相撞, 解放軍戰機墮海, 飛行員失蹤. 美軍偵察機受 損, 被逼降落海南陵水, 二十四名美軍機員被扣, 事件僵持一段 時間, 終於獲得解決, 廿四名美軍機員獲釋.

U.S. Firms Vie For $1B In Israel Navy Awards
Israel Seeks Full Partnership in Deals

Three major U.S. aerospace firms are preparing to compete for a new,
multimission combat ship program for the Israel Navy, and officials here say
the winner likely will be determined by the extent to which competitors are
willing to enter into full partnership with Israeli industry for future
export sales.
The $1 billion, two-ship program, with another estimated $400 million option
for a third ship, calls for a self-contained, fully integrated combat system
to defend against advanced air, surface, submarine and, ultimately,
ballistic missile threats. According to Israeli and U.S. defense and
industry officials, the competitive bid will be divided into two parts: one
for the sea-based platform and the other for lead systems integrator of the
ships sensor and weapon control system.
Israeli sources here say the Multi-Mission Combat Ship program represents a
significant revamp of original plans to expand the countrys existing
three-ship fleet of Saar 5 corvettes.
In early 2000, the Israel Navy received conditional approval to purchase up
to five additional corvettes from Northrop Grumman Litton Ship Systems,
Pascagoula, Miss. Funding for the program was expected to come from an extra
$800 million in U.S. military aid promised by former U.S. President Bill
Clinton as a reward for Israeli-pledged concessions in U.S.-sponsored
Mideast peace talks.
Since then, however, the U.S. Congress declined to appropriate the
Clinton-pledged aid, the peace process collapsed, and new threats and
emerging technologies prompted the Israel Navy to rewrite its requirements
for a larger, more ambitious, fully integrated surface combat system,
sources here said.
Seeking Strong Partnership
Israeli Ministry of Defense and Navy officials have reviewed preliminary
information already submitted by Lockheed Martin Corp., Bethesda, Md.; Los
Angeles-based Northrop Grumman Corp.; and Raytheon Co., Lexington, Mass.,
and are in the process of finalizing a request for proposals, MoD officials
here said.
A tentative multiyear budget for the program has been approved by the Israel
Defense Forces General Staff as well as Israels Ministry of Defense, and,
barring unforeseen developments, a winner for the program could be selected
in the first half of next year, defense and industry officials here said.
This is an extremely important program, and I believe this is only the
beginning of a new doctrine that will be more heavily dependent on the
Israel Navy, Yuval Steinitz, chairman of the Israeli parliaments Foreign
Affairs and Defense Committee, told Defense News Sept. 3.
Steinitz said the new multimission combat ship program aims to ensure not
only Israels sea superiority in the Eastern Mediterranean, but a means of
projecting a force from sea to land in order to enlarge Israels strategic
depth.
Steinitz, a longtime advocate for enhanced Israeli seapower, said the new
ships ultimately would serve as an additional defense against ballistic
missiles, as threats from Libya as well as Egypt become more acute. He
stressed that Israeli sensors, missiles and other subsystems would have to
be part of the package, as a means of preserving the nations defense base
and Israels so-called qualitative edge against regional adversaries.
I would say that one of the main criteria for choosing our partner will be
not just the participation of Israeli firms in this specific project, but
the readiness to cooperate with our defense industries on other programs as
well, Steinitz said. We see this particular program as a springboard
toward incorporating Israeli systems on ships that will be offered to other
navies around the world. This, in my opinion, is not less important than
price and capabilities.
Rachel Naidek-Ashkenazi, Israeli MoD spokeswoman, declined to elaborate on
Israeli requirements or the criteria on which competitive bids would be
judged. In a Sept. 4 statement to Defense News, she noted that the MoD and
Israel Navy were making initial contacts with the U.S. firms to learn about
how the proposals of each company can provide a solution to future sea-based
requirements [while arriving at] a maximum integration of local Israeli
systems with the platform to be purchased in the United States.
Another Israeli MoD official said Israel intends to use a significant
portion of its annual $2 billion in U.S. military aid grants to pay for the
program over a period of years. In order to use the U.S. aid, the source
noted that at least 51 percent of the project must be produced in the United
States.
The idea is to get as much as we can through [the Pentagons Foreign
Military Sales] system, and obtain permission to integrate whatever
subsystems we believe are the only way to meet our unique military
requirements, the official said.
He urged Israeli officials like Steinitz and others in the Navy keen on
acquiring a sea-based missile defense capability to postpone their
enthusiasm until such systems are available, technologically proven and
cleared for export by relevant U.S. government authorities.
We cant have too much, too soon, the MoD source said. And if we get
tripped up over the missile defense issue, we risk major delays and damage
to the overall program. Israels need to expand its early warning and
sea-based defense capabilities is self-evident and widely supported. Why
muddy the issue with Israeli industrial involvement in sea-based missile
defense, when the U.S. administration has not yet determined how to provide
this capability to adversaries without running afoul of various arms control
commitments?
The official was referring to the Missile Technology Control Regime, an
internationally accepted nonproliferation guideline that urges adherent
nations to deny requests to sell missiles or complete subsystems designed
for missiles capable of carrying a 500-kilogram payload more than 300
kilometers. Potential U.S.-Israeli industrial collaboration on a sea-based
missile defense program - especially one that the Israelis envision
ultimately for export to third countries - would require a complex and
protracted U.S. inter-agency review, not unlike the ongoing four-year review
to allow Israel to export the bilateral Arrow anti-missile program to India
and other countries.
Competition Shapes Up
As for specific U.S. industry proposals, officials from both countries said
Lockheed Martin and Northrop Grumman plan to compete for the sea-based
platform while Raytheon is expected to join those two firms in a three-way
competition for the role of lead systems integrator for the sensor and
weapons control system.
Dave Gray, director of Warfare and Ship Systems Integration at Raytheon
Integrated Defense Systems, Tewksbury, Mass., said his firm is committed to
providing what he termed the best total mission system solution for
Israels Saar 5+ corvette program.
In a Sept. 5 statement, Gray cited Raytheons recent selection as the
electronic integration leader on the U.S. Navys DD(X) program and the
firms successes on other programs such as the U.S. LPD-17 San Antonio-class
amphibious ships and the Ship Self-Defense System as examples of how
Raytheon is strongly positioned to meet Israeli requirements for the
multimission combat ship program.
Gray said Raytheons interest in working as a team with Israeli industry
also is an advantage in the upcoming bid.
Israeli MoD and naval sources said Lockheed Martins proposal is likely to
represent the greatest leap forward in combat capability - from corvette to
frigate-class - but offers the least opportunity for significant Israeli
industrial participation.
In interviews here, they described the Lockheed Martin proposal as a
so-called turn-key system based on the firms renowned Aegis weapon system,
including the AN/SPY-1 radar, which would be integrated on F-100 frigates
built by a joint U.S.-Spanish venture involving General Dynamics Bath Iron
Works, Bath, Maine, and Spanish ship builder IZAR Construcciones Navales,
Madrid. Each frigate - two of which were sold to Norway by the U.S.-Spanish
consortium - can house up to 32 vertical launchers, a feature that an Israel
Navy source described as a very compelling capability.
Lee Whitney, Lockheeds corporate director for public affairs, confirmed
Lockheeds intent to bid on the Israel Navy program and said that the effort
was beeing led by Lockheed Martin Naval Electronics & Surveillance
Systems-Surface Systems, Moorestown, N.J.
As for Northrop Grumman, which initially had expected to be the sole-source
provider for the Israel Navy program, company spokesman Randy Belote noted:
Northrop Grumman confirms its interest in the new Israeli ship program. We
fully intend to respond to a request for proposal when it is issued.
In a Sept. 4 statement, Belote added, Alternative hull forms and combat
systems for a new platform are under consideration and, as the program is
defined, we will structure our response to the Israel Navy appropriately.
Lockheed Martin officials asked for comment did not respond by press time.

The Royal Navys future fleet: taking shape

The UK is currently in the midst of what Rear Adm Nigel Guild, Controller of the Navy and Executive Director 4 in the Defence Procurement Agency (DPA), characterises as the busiest and most challenging naval acquisition programme for many years.

As Controller, Adm Guild is a member of the Navy and Admiralty boards, and maintains an overview of all Royal Navy (RN) procurement matters. It is an agenda that currently includes: the new Type 45 air-defence destroyer (six ships under contract with further orders planned); the Astute-class nuclear attack submarine (SSN) programme (three boats on order with further buys planned); and the Bay-class landing ship dock auxiliary vessels (four ships in build). Looking further ahead, the forward equipment programme projects the acquisition of a new class of surface combatant, a future afloat support capability and, most significant of all, two new adaptable aircraft carriers.

But while this may appear to be a bonanza for the UKs warship building base, it is acknowledged that a number of structural, technical and management weaknesses have blighted parts of the shipbuilding industry. In latter years these shortfalls have been opened up to increasing scrutiny as a number of major procurement programmes have fallen behind schedule.

Programme difficulties have hit hardest at BAE Systems Barrow facility, culminating in a series of delays and overruns that have left relations between the DPA and its most important supplier severely strained. Loading problems at the yard have stemmed from difficulties encountered in the introduction of a newly acquired computer-aided design (CAD) system, resulting in engineering congestion and build delays that affected the Landing Platform Dock (Replacement) - LPD(R) - and Auxiliary Oiler programmes. CAD problems, and associated management weaknesses, have more recently had an even more serious impact on the Astute submarine programme.

Things you think are easy can come back to bite you, said Adm Guild speaking at the DMAs Fleet for the Future seminar last January. In the past we had little difficulty getting the hull and platform built, but we worried enormously about the combat system. Now we have a 180º change. Adm Guild also noted that a decline in the UKs commercial shipbuilding industry had made it a lonely market for the DPA to procure ships.

New carrier age takes off

Ever since the Second World War, when aircraft carriers established themselves as the pre-eminent naval power projection asset, the debate has raged as to the military value and cost effectiveness of organic naval air power. Critics have argued that the high costs associated with its construction, operation and defence (accounting for accompanying escorts and fleet trains) do not translate in terms of cost or mission effectiveness. They also contend that land-based strike aircraft and long-range cruise missiles represent a viable alternative to the naval air wing, and further suggest that the aircraft carrier is an arcane and potentially vulnerable behemoth in an age of agile network-centric forces.

But proponents maintain that the carrier offers a uniquely mobile, flexible, reconfigurable and truly independent platform for repeated and sustained operations in distant theatres. Its advocates further claim that, far from being a dinosaur of the industrial age, the carrier is today emerging as a critical node in networked concepts of operations. And, in an era of expeditionary operations, the carrier alone enables the unfettered projection of tactical air power independent of any host nation support. Recent operations in Afghanistan, and latterly Iraq (where the US-led coalition had minimal host nation support for land-based fixed-wing fighters and strike assets), have served to cement this view.

Transforming CVN 21M
For over 50 years the aircraft carrier has been a central and highly visible tenet of US foreign and security policy. The ability to influence events by having strike platforms and offensive air assets forward deployed remains the fundamental rationale underpinning the US Navys (USNs) carrier fleet. Seven carriers were surged for deployment as part of Operation Iraq Freedom.

In total, the USN operates a force of 12 aircraft carriers: these comprise nine Nimitz-class ships (with the latest, USS Ronald Reagan [CVN 76], commissioned in July); USS Enterprise (CVN 65); and the conventionally powered USS Kitty Hawk (CV 63) and USS John F Kennedy (CV 67). USS Constellation (CV 64) retired in August 2003.

The tenth and final Nimitz-class carrier, USS George H W Bush (CVN 77), was laid down in May 2003 and is scheduled for completion in 2008. It will then remain in service until around 2058.

But while the Nimitz class represents the pinnacle of current carrier capability, it is acknowledged that the design is both manpower and maintenance intensive. To address these shortfalls the USN embarked on a programme to develop a future class of carrier, CVNX, which received Milestone I approval in April 2000. However, in line with the USNs Sea Power 21 policy, CVNX has recently been re-examined and re-scoped to ensure coherence with the navys transformational goals.

Renamed CVN 21, the programme is a core component of the Sea Basing portion of Sea Power 21 to provide the USN with a credible, sustainable, independent forward presence... wherever and whenever it is required, as set out in the USNs carrier mission statement. Rear Adm Dennis M Dwyer, Program Executive Officer Aircraft Carriers in the US Naval Sea Systems Command (NAVSEA), notes that the first [of 12] CVN 21 carriers will deploy in around 2014 and will have a 50-year life, so the design needs to be transformational.

As the sole source for the design and construction of nuclear-powered aircraft carriers, Northrop Grummans Newport News Shipbuilding (NNS) operation is the prime contractor for the detailed design, construction and integration of CVN 21, effectively a Nimitz-class ship in hullform from the flight deck down.

The carrier new design is required to meet a minimum threshold demand of a 15% increase in sortie rate over the current Nimitz class (from 140 to 160 sorties a day). However, the objective is a further increase of 38% - a 57% increase overall (to 220 sorties a day) during times of high operational tempo.

In designing CVN 21 NNS has tried to look at the USN air wing beyond 2020 so that the future carrier will be capable of launching and recovering future air vehicles, such as replacements for the EA-6B Prowler and E-2C Hawkeye, and unmanned combat air vehicles.

UK studies CVF trade-offs

On the other side of the Atlantic, concerns over the affordability of the 65,000t adaptable carrier design selected as the basis of the UKs Future Aircraft Carrier (CVF) programme in early 2003 have forced the UK Defence Procurement Agency (DPA) and the BAE Systems/Thales industry alliance to urgently explore a smaller and cheaper fallback design concept. Concurrently, the DPA and industry are studying the cost implications of de-scoping certain CVF capability requirements and design features as part of a wide-ranging programme of cost/capability trade-offs.

Due to enter service in 2012 and 2015, the UKs two new carriers are intended to operate the short take-off and vertical landing (STOVL) variant of the Lockheed Martin F-35 Joint Strike Fighter (JSF), selected in September 2002 as the UKs Future Joint Combat Aircraft. They will also embark a Maritime Air Surveillance and Control capability.

In keeping with the increasingly joint nature of operations, it is anticipated that other air assets will be embarked and supported aboard the CVF to suit specific operational circumstances. For example, medium and heavy lift helicopters could be brought aboard to participate in an evacuation and/or disaster relief operation. Alternatively, attack helicopters could be flown from the deck of CVF to provide air support to expeditionary forces.

Although intended to embark a STOVL air wing at the outset of its career, the CVF ship design is required to be sufficiently flexible to adapt to new aircraft, unmanned air vehicles and/or unmanned combat air vehicles entering service during the course of its service life. As such it will incorporate provisions for the retrofit of catapults and arrestor gear at a later date.

Biggest Indo-US naval exercise in early Oct

NEW DELHI: While the Indian and American special forces kicked off a high-altitude exercise in eastern Ladakh on Monday, the Navies of the two countries are gearing up to hold their biggest-ever joint manoeuvres off the Kochi coast in early-October.

The joint naval exercise in the Arabian Sea, ‘‘Malabar-6’’, will witness the participation of an American nuclear submarine for the first time. The other US warships will include two US ‘‘Perry Class’’ destroyers, along with a P-3C Orion long-range maritime reconnaissance aircraft.

The Indian side, in turn, will field two ‘‘Kashin Class’’ missile destroyers, anti-submarine Kamov helicopters and a reconnaissance aircraft.

India: Navy plans indigenous air-defence ship

The Indian Navy is planning a new dry dock near the three-century-old Naval Dockyard here to handle bigger ships including aircraft carriers.
There are also plans to build an air-defence ship, which is a smaller version of an aircraft carrier, indigenously, according to naval officials.

The directorate general of naval projects wants to initiate a massive project for the new dry dock, which will be situated next to the existing facilities in the dockyard, a senior Indian Navy official said.

A big dry dock is necessary in Mumbai, as it is also the headquarters of the Western Naval Command (WNC) - the sword arm of the Indian Navy.

The naval dockyard, the biggest in Asia, has four docks - Bombay dock, Torpedo dock, Duncan dock and Cruiser Graving dock.

At any given point of time around twenty ships and submarines can undergo refit at the dockyard, the official said and pointed out that the naval dockyard is one of the finest defence dockyards equipped with state-of-the-art facilities.

The navys aircraft carrier INS Viraat, which underwent a mid-life refit two years ago, had to be sent to the Cochin Shipard Ltd for the retrofitting that increased the warships life by over ten years.

The total strength of employees at the dockyard is 11,470 and this include 203 service officers, 888 civilians, 1,079 supervisors, 7,299 workmen and 2,001 other support staff.

Indonesia to buy 2 subs as well as other warships

The Indonesian navy will purchase a number of new warships, including two submarines, as part of efforts to modernize its aging fleet, media reports said yesterday.

The announcement by Lambertus F. Silooy, the defense ministrys director of procurement, did not specify which country would be the supplier. But the Indonesian military, which traditionally relied on U.S. weaponry, has said it wants to diversify its sources of defense equipment.

Last month, the air force accepted its first four Russian-built Sukhoi SU-27 long-range fighters and two Mi-35 attack helicopters. The purchase, worth US$192.6 million, is part of a larger barter deal between Jakarta and Moscow that may see the delivery of up to 40 Sukhoi planes this decade.

The Jakarta Post daily cited Silooy as saying the navy would receive two submarines, four guided-missile destroyers and two minesweepers between 2005 and 2011. According to the report, each submarine will cost about US$220 million.

An undetermined number of French-made Exocet surface-to-surface missiles costing US$140 million would also be acquired, Silooy said.

The Indonesian navy currently has 117 ships in operation, including two submarines, 14 destroyers and frigates, 57 patrol boats and 44 support ships such as oilers and water tankers. Many of the ships are said to be unserviceable and some date back to the early 1950s.

Navy chief Adm. Bernard Kent Sondakh has complained that the current fleet is insufficient to monitor Indonesias vast 5,000 kilometer-long territorial waters astride the strategic seaways linking the Pacific and Indian oceans.
