Greece Signs Contract for 20 NH90 Helicopters Plus 14 on Option

AIX-EN-PROVENCE, France --- NH Industries is very proud to announce that on August 29, 2003, in Athens, Doctor Spyros Travlos, Director-General for Financial, Planning & Defence investment of the Hellenic Ministry of Defence and Gérard Maitrepierre, General Manager of NH Industries, signed a purchase contract for 20 NH90 helicopters plus 14 in option.

In addition to this contract, an offset agreement involving Hellenic Aircraft Industry (HAI) and other hightech Hellenic industry groups has also been signed between the Hellenic Ministry of Defence and NHIndustries.

The 20 NH90 firm order, amounting (to) 657 million euros, includes 16 Tactical Transport variants and 4 Special Operations variants to be operated by the Hellenic Army. All helicopters can be converted into Medevac variant with 4 ordered roll change medical kits.

The 14 options are composed of 12 tactical transport and 2 special operation variants.

On this occasion Fabrice Bregier, President and CEO of the Eurocopter group, stated 孏he entry of Greece in the NH 90 倴lub?confirms, one more time, the supremacy of the NH90 as the indisputable leader for Tactical Transport helicopters.?

All the NH90 to be operated by the Hellenic Armed Forces are equipped with Rolls-Royce Turbomeca RTM322 engines.

First NH90 Tactical Transport will be delivered to Greece by late 2005 and the whole firm series will be completed within the year 2010 (including option).

With Greece as a ninth European customer, the NH90 confirms its primacy as a first ranking equipment of modern armed forces in terms of rationalisation, standardisation, mission performance and optimum interoperability. This contract now brings the NH90 sales record up to 325 firm orders and 86 options.

NHIndustries also shares this new success with the four originating participating nations of the NH90 programme which have largely contributed to the design, development, and qualification of this excellent helicopter system. (ends)



EADS Strengthens Its Partnership in Greece

India to buy 66 British military trainer jets for 1.7 bln dlrs

India on Wednesday cleared a 1.7-billion dollar deal to buy 66 British Aerospace (BAe) Hawk Advance Jet Trainers (AJTs), ending more than two decades of uncertainty over pilot training within its accident-prone airforce.

The decision fulfils the long-standing needs of the Indian Air Force (IAF), Defence Secretary Ajay Prasad announced after Indias security cabinet headed by Prime Minister Atal Behari Vajpayee gave the green light to the Hawk deal.

He said India would buy outright 24 Hawk AJTs and build the remaining 42 under BAe licence at the state-owned Hindustan Aeronautical Ltd. (HAL) plant in the southern Indian city of Bangalore.

The delivery of the aircraft will commence after 35 months from signing of the contract with the British firm, and all 66 aircraft are expected to (be with) the IAF within the next six years.

Until the new aircraft are available to the IAF, the contract will also provide for our pilots to be sent to Britain for training by BAe, the defence secretary said of the deal that has dragged on since 1982.

He said each plane would cost 850 million rupees (18 million dollars) while the entire package including the training of pilots, raising HALs infrastructure and other expenses would be 80 billion rupees (1.7 billion dollars).

The induction of the AJT will improve the skill levels of our trainee pilots, graduating from low-speed trainers to advanced high-performance frontline aircraft, Prasad said.

Presently such advanced training is being conducted on operational aircraft like MiG-21/FL due to the absence of the AJT, the defence secretary said.

The decision to purchase the Hawk follows an increasing number of crashes among the airforces mainstay MiG-21 fighter aircraft, which have acquired the dubious nickname flying coffins.

Official figures show at least 273 MiGs, worth tens of millions of dollars, were lost in crashes between 1991 and 2003, killing more than 100 pilots.

Prasad made no mention of the accident rate of the vintage MiGs but added that Delhi overturned a French AJT bid in favor of the Hawk because of its use by the militaries of 17 nations including Australia, Britain and the United States.

The IAF, the worlds fourth largest airforce, began scouring the global arms bazaar for advanced jet trainers 21 years ago, with an initial aim of picking up 66 planes.

The first response came from Frances Dassault, which offered its fixed-wing Alphajet in 1994.

Competition heated up in 1997 when BAe matched the French offer with the Hawk, arguing the trainer could be configured into a combat aircraft.

Prasad said the French Alphajet was dropped from the Indian list as Dassault had already stopped production of the plane.

And that left only the British firm in the running.

The tender process took on a new dimension in 1998 when Russia, Indias largest military hardware supplier, jumped into the fray with its MiG-AT trainer, powered by Larzac 04-R20 engines supplied by the French SNECMA company.

The defence secretary conceded that hard bargaining by BAe and the Indian government had preceded completion of the deal, which will be formally signed shortly.

Prasad added that India chose the Hawk 115Y variant after the manufacturers replaced some of its US-built components with British spare parts.

India, which faced two years of US-led sanctions after it conducted nuclear tests in 1998, is wary of buying critical hardware, especially military equipment, that would make it dependent on the Americans.

Indian military to buy executive jets from Brazil

The Indian government on Wednesday cleared a long-pending decision to acquire five executive jets for its military from Brazil and said the planes will be insulated against missile attacks.

Defence Secretary Ajay Prasad said the deal was given the green light by the security cabinet headed by Prime Minister Atal Behari Vajpayee earlier Wednesday.

Prasad said the five 14-seater aircraft would be procured from Brazils Embraer aircraft manufacturing firm and added the entire project would cost 7.27 billion rupees (154.6 million dollars).

Four of these executive jets will go to the Indian Air Force and replace its fleet of VIP Avro aircraft while the remaining one will be placed with the (paramilitary) Border Security Force, Prasad said.

He said the first three aircraft will be delivered in 19 months after the formal signing of the deal with Embraer while the remaining two will be supplied within three months of the initial delivery.

Self-protection suites will be installed in all the five aircraft to enable them to thwart missile attacks in line with the protection installed in Air Force-1, he said of the VIP Boeing planes used by American presidents.

Prasad said the anti-missile shields have been locally made and would be fitted on the five aircraft by the Brazilian manufacturers of the executive jets.

Gulfstream Awarded Contract Worth Up to $473 Million By Israels Ministry of Defense

SAVANNAH, Ga. --- Gulfstream Aerospace Corporation, a wholly owned subsidiary of General Dynamics, has been awarded a contract with a potential value of up to $473 million.

Gulfstream will supply and provide support for four Gulfstream G550 business jet aircraft, with an option for two additional G550 aircraft, to the Israeli Ministry of Defense. The aircraft will be used as Compact Airborne Early Warning (CAEW) platforms. The program will take full advantage of the Gulfstream G550s exceptional capabilities, endurance, reliability and low operating cost.

The contract includes a firm, fixed-price 10-year contractor logistics support (CLS) program valued at up to $18 million, with the follow-on 10-year option valued at up to $26 million.

Following initial phase and partial final phase production, which includes interior and exterior modifications to the platform at Gulfstreams Savannah facility, the mission equipment installation and system integration will be done in Israel.

The sale to Israel of the Gulfstream G550 aircraft is conditional on meeting all required United States government approvals.

Indonesia takes delivery of Russian fighters following US arms embargo

Indonesias armed forces took delivery Wednesday of two Russian-made fighter aircraft and said they would keep looking for new arms suppliers to get around Western restrictions on military sales.

We are seeking alternatives in getting new equipment to avoid being dictated to over something that we purchase but cannot fully use, armed forces chief General Endriartono Sutarto told reporters.

A giant Antonov transport aircraft earlier delivered the unassembled Sukhoi-27 Flanker fighter-bombers to the Iswahyudi air force base in this East Java town.

Two Sukhoi-30s are to arrive Sunday and two Mi-35 helicopters will be delivered next month as part of the 191 million dollar deal with Russia, which has sparked political controversy and street protests in
Indonesia.

The air force currently has US and British aircraft but has been hard hit by a US arms embargo imposed in 1999. Air force chief, Air Chief Marshal Chappy Hakim, said only 41 percent of its planes were operational as of last year.

Washington refuses to lift the embargo until the country comes clean on its militarys backing of militia violence in East Timor in 1999.

Britain has protested at the use of British-made Hawk aircraft in Aceh province, where the military is battling separatist rebels. It says this violates a pre-purchase agreement, a claim denied by Indonesia.

Sutarto indicated that the Sukhois would not be used in Aceh, where the air force launched strikes Monday and Tuesday against suspected rebel bases. They are not part of a force, he said without elaborating.

The controversial deal, signed by President Megawati Sukarnoputri during her visit in April, has led to an investigation by Indonesian lawmakers.

Legislators say they will continue their inquiry, which they believe violated proper procedures, even though the planes have started arriving.

Indonesia is paying 13.5 percent of the purchase price in cash, with the balance to be settled through counter-trade in commodities including palm oil and rubber.

The cash payment comes from the national food agency Bulog. The deal apparently bypassed normal procedures because parliament and the defence ministry were not involved.

Ideally Indonesia must have two fighter squadrons (24 planes), Sutarto told a press conference. If we want to have a force to support our territorial integrity there have to be more than four planes.

He declined to specify how many planes he wants, saying it is up to the nation to authorise the budget.

Indonesia planned in 1997 to buy 12 Sukhois, before the crippling regional financial crisis forced the deal to be aborted.

Six pilots and 18 mechanics are being trained in Russia.

Hakim said about 40 Russian mechanics would assembly the planes in Indonesia and the deal includes spare parts.

Indonesia last bought Russian military aircraft during the 1960s, he said.

The aim is to have all the planes flying before armed forces day on October 5. They will replace ageing A-4 Skyhawks based in Makassar.

Indonesia currently has 90 combat aircraft of which 45 percent are operational, according to figures from the International Institute of Strategic Studies.

Friday, 22 August 2003 few Russian mass-media sources reported that Russia has signed a contract to supply S-300PMU1 surface-to-air missile systems to Vietnam (1).

Russia will supply two battalions 12 launch units and two command posts of S-300PMU1 surface-to-air missile systems to Vietnam starting in 2005..., reported Interfax news agency, quoting unnamed source in the Russian defence industry. The contract is valued at over 200m dollars, reported agency.

Analyzing different sources of information we can say that most probably the contract signed for two divisions (2) of S-300PMU1 SAM systems and a deal worth 250-300 million USD (3).

In 1980th S-300P systems in different mods were delivered by Soviet Union to Bulgaria and Czechoslovakia. These systems also in Air-defense forces service of former Soviet republics Ukraine, Belarus and Kazakhstan. United States bought some components of system for technical evaluation and studies.

As for commercial deliveries in the frameworks of Russian MTC (Military-technical cooperation) for foreign Armed Forces - in 1990th Russia delivered a several S-300PMU/PMU1 divisions to Cyprus and China in the frameworks of few deals. Last $600 million contract for delivery of four divisions of S-300PMU1 systems to China was signed in 2001.

So, Vietnam is a third country commercially bought Russian S-300P mod systems.

As a traditional client of Soviet MTC, Vietnam received a huge amount of weapons valued at $17-20 billion for 1954-1990 period. In the beginning of 1990th because of commercialization of Russian MTC system arms trade cooperation between Russia and Vietnam initially stopped but then in 1994 were signed a few contracts for delivery of Su-27 fighters and Tarantul-class missile fast attack crafts (FAC-M).

Totally in 1990th till today Russia delivered to Vietnam:
¡P 12 Su-27 fighters (5 Su-27SK and 1 Su-27UBK in 1995, 2 Su-27SK and
4 Su-27UBK in 1997-98) in the frameworks of two contracts - 1994th
and 1997th for $380 million totally;
¡P 6 missile fast attack crafts (two FAC-M Project-1241RE /Tarantul-1
class/ in 1996; two FAC-M Project-1242 /Tarantul-2 class/ in 1999;
and two FAC-M BPS-500 /modified Project-1241/ in 2001-2002) in the
frameworks of three contracts - 1994th, 1996th and 1999th totally
for $50-60 million.

Besides in 1996-98 Russian aircraft-production enterprises KnAAPO and AVPK Sukhoi fulfilled a deal for upgrade/modernization of 32 Su-22M4 FGA aircraft and 2 Su-22UM3 attack/trainers.

Final arms trade agreement between two countries was signed this summer - Mikhail Dmitriev, chairman of the Russian military-technical cooperation committee, on the press-conference 25 June 2003 at IMDS-2003 (S-Petersburg) said that Russia signed with Vietnam a $120 mln worth deal for delivery and licensed production of missile crafts. Comparing with other sources we can to conclude that was signed contract for delivery of two and licensed production of 8 Tarantul-class FAC-M /modified Project-1241/.

So, if unnamed source in the Russian defence industry told about two command posts most probably it means two command and control systems 83M6E.
And mentioned 12 launch units means 12 missile systems /batteries/- that is not 12 launchers.

Wald: Europeans Not Addressing Strategic Lift Deficit With A400M

The A400M military transport aircraft designed by the European consortium Airbus Military will not address European countriesdeficiencies in strategic lift, according to European Command deputy chief Air Force Gen. Charles Wald.

The A400 is almost a C-130J-class aircraft, Wald said yesterday during a meeting of the Defense Writers Group yesterday in Washington, D.C. That is not what you call strategic lift. So, my personal feeling is, Europe to really become viable--the NATO nations--as a real participant in some of those missions we really think we need to do worldwide, is going to have to have more strategic lift.

The European Aeronautic Defence and Space Co. (EADS), the largest partner in Airbus Military, formally launched the development of the A400M earlier this year after Europes Joint Organization for Armaments Cooperation (OCCAR) signed a new $23.7 billion contract, paving the way for work to begin after 17 months of delay due to political wrangling (Defense Daily, May 28). The aircraft is intended to replace Europes aging fleets of Lockheed Martin [LMT] C-130 and aging C-160 transports and provide an outsize-load carrying capacity of more than 30 tons.

In addition to Germany, France plans to buy 50 A400Ms, Spain 27, Britain 25, Turkey 10, Belgium eight, and Luxembourg one. Beyond the current seven partner countries, EADS thinks the market potential exists for more than 200 aircraft.

In May, EADS selected the TP400-D6 offered by the EuroProp International (EPI) consortium over the PW800 made by the Canadian subsidiary of Pratt & Whitney [UTX] to power the A400M.

EPI is made up of Britains Rolls-Royce, Frances SNECMA, Germanys MTU [DCX], Spains ITP and Belgiums Techspace Aero (Defense Daily, May 7).

The French-based Ratier-Figeac operation of Hamilton Sundstrand [UTX] beat a bid from Britains Smiths Aerospace for a contract worth potentially $830 million to produce FH386 propellers for the A400M (Defense Daily, Aug. 1).

I think theyre smart because theyre looking at sealift for some of the issues. But thats a little bit in a different category, Wald explained. Youre still going to have to have ability to take forces a long way off and make that initial entry, whatever that is. Until you have that, the credibility just isnt there. The idea the United States is going to have 182, 222--it doesnt matter--C-17s plus another handful of C-5s really gives the United States the credibility that they can arrive. And thats the big deterrent value, the fact that not only do you have the political will to do it but you have the physical capability to get there.

Beyond strategic lift, another factor that could affect how European countries participate in combined operations with the United States is the political decision making structure of potential partners, according to Wald.

For example, Wald said that by Sept. 19, 2001--eight days after the terrorist attacks in New York City and Washington--the United States had the air picture for Afghanistan set up for coalition activity.

By Sept. 24, then-combatant commander of Central Command Army Gen. Tommy Franks told President Bush that the United States could attack Afghanistan with credibility, according to Wald.

The United States initiated major offensive action in early October 2001 with both sea-based components and aviation elements from bases like Diego Garcia and Whiteman AFB, Mo., with accompanying forces from Britain. Whiteman is the home of the Air Forces B-2 bomber fleet. Northrop Grumman [NOC] is the prime contractor for the B-2.

You look back at that and theres been a lot of criticism about the United States not building a coalition for that part of the fight, Wald said. Particularly from Europe. Because the Europeans say why dont you wait and build a coalition?And my answer to the Europeans is you couldnt make it. You could not keep up with us. You could not have had your political decision making process or the capability to transport your people--because they have no strategic lift--in place, wherever they were going to fight from.By the way, where is it? I mean, where are you going to land?

Wald said the same critique applies to the present day. And now theres a criticism because we didnt build a coalition. My answer is you couldnt have kept up, Wald said. And now thats the key today with other countries. Can you have a process where your forces are ready enough and able to fit into the process? And have a political process where your forces can be committed in time to make a difference? And thats the whole difference now. Were not going to have six months to get ready or whatever the case. We have to be ready now.

The Indian air force grounded a squadron of Russian-built Sukhoi 30-K combat aircraft after they developed nicks in their engine blades, The Hindu daily said Saturday.

Indian air force officials demanded the defective parts be replaced for free, but the Russian manufacturers insisted on payment saying the warranty period had expired, the newspaper said, quoting unidentified sources at the air force.

The report said air force officials have threatened to stall a long-term contract for supply and manufacture of the Sukhoi in India unless the warranty is extended to cover the replacement of the parts.

India has 28 Sukhoi planes, which with modification can carry nuclear weapons.

The report said the problems developed with the first lot of Sukhois that have completed on average 700 hours of flying time each since their arrival 25 years ago.

Russia, a Cold War ally of India, remains the countrys largest supplier of military hardware, accounting for more than 70 percent of army, air force and navy equipment.

While India has increasingly been branching out to Western military equipment, Russian hardware is generally priced lower.

India and Israel would forge closer military ties when Prime Minister Ariel Sharon arrives here next week but the two sides are not likely to ink a billion dollar deal for Phalcon radar systems, officials said Thursday.

The Israeli leader arrives here on Sunday at the head of a high-powered delegation which includes chief executives of major Israeli armament firms. Sharons official-level talks are slated to begin on Tuesday.

His 30-member team includes Arie Mizrachi, chairman of Israeli Military Industries (IMI) and Jacob Toren, chairman of Rafael, which on Wednesday received the go-ahead to sell warfare technology worth 105 million dollars to Indias navy.

Indian officials, however, said that while the two sides would discuss the sale of Israeli Phalcon Airborne Warning And Control System (AWACS) during Sharons four-day stay they would not sign a pact for three such systems.

Sharon is the first Israeli prime minister to visit India in 11 years and the focus would be on terrorism, counter-terrorism and military cooperation and so there would be some deals (signed), a top defence ministry source told

The Phalcon deal would be unlikely to be signed during the visit although a formal agreement between the two countries would likely be reached soon, the source added.

Nitty gritties of the deal will be discussed and they would congratulate each other that the hurdles are now removed (for the Phalcon sale), the source said, claiming inside information of the agenda of the upcoming talks.

The United States, which had been blocking the sale of Phalcons to both India and China, gave Tel Aviv the go-ahead last month to sign the AWACS deal with New Delhi.

is eager to get three F-16 from Pakistan on lease; but due to some legal
and practical difficulties, she is willing to go for alternative like fighter

lease or purchase would be tabled once Pakistan responds in affirmative,
it added. The question of leasing the US made F-16 planes has two-fold obstacles,

currently changing situation in South Asia and Pakistans own defence needs
do not allow Pakistan to spare any F-16 planes for use by Sri Lanka. Sri
Lanka may opt for some used helicopters, Chinese fighter planes and other

added that though Pakistani and Sri Lankan diplomats would not confirm
or deny the Musharraf-Kumaratunga meeting in New York, sources say that such

had grounded a squadron of Russian-built Sukhoi-30 combat aircraft, but
confirmed that the aircraft has developed nicks in their engine blades.

The rectification of the snags has been taken up with the Russian
manufacturers who have agreed to dispatch a team of specialists,an IAF
spokesman said.

Moreover, the spokesman said the Sukhoi-30 were now almost on the verge of
being sent to Russia for upgrading. Both Sukhoi-30 squadrons will be sent
to Moscow in February 2004,he added. However, The Hindu daily said IAF

Russian Aircraft Maker Conquering Polish Market

[2 Sep 2003] The Russian aircraft manufacturer MiG is quite effective in promoting itself at the Polish market, Vyacheslav Meleshko, on the companys top management, told the RIA news agency Monday. He leads the MiG delegation to Warsaw for Polish Air Force 85th anniversary celebrations.

The Russian corporation is now trying to market a MiG-29s upgrading project, with fighter jets of this model making the largest aircraft fleet in Europe, Meleshko reported. It also plans to set up an assembly line in Poland for MiG-AT training planes. An agreement to the effect was signed a couple of days ago with the Mielec aircraft plant. MiG believes it will be able to satisfy not only Polands needs for military training aircraft, but those of developing countries, as well.

The MiG-AT is so far the worlds only training plane outfitted with a digital flight control system, Meleshko says. One other advantage to this jet is a previously unattainable degree of training safety, provided thanks to its two engines, its protection against unintentionally going into a spin, and its unsafe operations management system, preventing the plane from getting out of control in the event of pilot error.

Pilots from more than twenty countries across the world have flown the MiG-AT by now; all of them have praised the aircraft, Meleshko says.

The head of the Pentagon agency that oversees foreign military sales said last week that he has not yet discussed a potential sale of U.S.-made fighter planes from Belgium to Pakistan.

According to recent press reports, the Belgian government is mulling an offer from Pakistan to buy up to 30 F-16 Fighting Falcon jets. However, the deal is by no means guaranteed: Under the terms of the original sale of the planes to Belgium, the United States must approve the transfer.

In an interview Thursday with Defense Week, Lt. Gen. Tome Walters, the director of the Defense Security Cooperation Agency (DSCA), said he had not been approached by the Belgians over the potential sale.

Belgium has not come in and talked to me directly, and Im not aware of any conversations with Belgium specifically, Walters said. I have heard just in the last few days that Belgium and Pakistan have had some conversations about F-16s. What Belgiums government policy is, I dont know.

Belgian and Pakistani newspapers have reported that Islamabad has made a formal request to buy the aircraft. However, some Belgian parties have reportedly expressed reservations about the deal.

I dont honestly know what the Belgian governments specific position is, Walters said. If Belgium were to come to us and begin to raise the issue of third-party transfers of U.S. arms to Pakistan, that would be a very interesting discussion for us to have, but they have not approached [us].

The aircraft, Walters underscored, were sold and bought with an agreement that they [the Belgians] would abide by our third-party transfer policy.

Fighter sales have been a sticking point in relations between Washington and Islamabad.

In the late 1980s, Islamabad signed a deal to buy 28 F-16s from the United States, paying over $650 million up front for 17 aircraft. But the aircraft were never delivered: The U.S. government suspended delivery as part of sanctions imposed on Pakistan in 1990 for its nuclear-weapons program.

The F-16s are now said to be mothballed at Davis-Monthan AFB, Ariz.

In the wake of Sept. 11, President Bush waived sanctions and resumed military aid to Pakistan, but delivery of F-16s have not been a part of any aid package.

Gen. Pervez Musharraf, Pakistans leader, last year told Defense Week that he was not optimistic Pakistan would finally receive the warplanes.

However, the issue may not be completely off the table. A Pakistani defense delegation is due in Washington this week. The issue of F-16s was reportedly raised in bilateral talks with Pakistan last year.

Said Walters: Tuesday and Wednesday well spend all day doing [U.S.-Pakistan] Defense Policy Group talks here in the Pentagon with Pakistan.

P-3s on the block?

Reports of a potential F-16 sale to Pakistan come as the United States is discussing the possible sale of surplus Navy surveillance aircraft to Pakistans rival, India.

Walters confirmed a Navy delegation is in India right now to discuss Indias request to procure refurbished used P-3 Orion surveillance planes.

Last month, Defense Department officials led by Douglas Feith, the undersecretary of defense for policy, held U.S.-India Defense Policy Group discussions. A joint statement released afterwards pledged continued development of the [U.S.-India] defense supply relationship, through the government-to-government Foreign Military Sales program, including potential sales of P-3s.

India looking at expanding Mirage fleet: Air Vice-Chief

CHENNAI: The Centre has given the clearance to start negotiations for acquiring 12 used Mirage-2000-5 aircraft from Qatar, Vice Chief of Air Staff Air Marshal M Mc Mahon said here on Thursday.

Speaking to this websites newspaper, Air Marshal Mc Mahon said the Indian Air Force (IAF) was keen on the Mirages since the infrastructure and the facilities for service and maintenance were already in place.

The Mirage 2000-5 is capable of carrying nuclear weapons and is a generation ahead of the Mirage 2000s which are currently with the IAF. Qatar, which bought the Mirages from France in 1998, has now decided to sell them.

Air Marshal Mahon also confirmed that the IAF had plans to acquire as many as 126 Mirage 2000-5s from France. The Government has given the go-ahead to begin talks with France on the issue, he said.

According to him, the air force was going in for such a large number of the same type of aircraft to reduce the `types of aircraft in its inventory since `this would make it simpler in terms of providing maintenance and support, in addition to being cost effective. The Mirage fits this role. It is an aircraft which can be continuously upgraded. We can use it for a considerable future, he said.

When asked if Advanced Jet Trainers would bring down the accident rate of the IAF, Air Marshal Mahon said a direct correlation could not be drawn between the two. The Hawk is a proven machine and a trainer in the true sense of the word. It will enable the instructor to train a youngster from one end of the spectrum to the other. Unlike the MiG-21s, the Hawk offers you the liberty to make mistakes and learn from them, he said. The youngster will get comprehensive training and this would make him well rounded, he further stated.

On the IAFs intention to acquire air tankers, the Air Marshal said it had already taken delivery of two II-78MK Midas tankers from Russia. We will be getting four more by December and this will be a shot in the arm as it will enhance our capabilities, he said.

Sharing his views on the ongoing upgradation of the MiG-21s and 27s, Air Marshal Mahon said the IAF was aiming at extracting the maximum from its aircraft. The lobby that demands immediate replacement of all ageing aircraft must understand the implications it will have on the tax payer. Besides, it takes several years for delivery once the order is placed for a new fleet when the technology is new. Only old aircraft can be bought off the shelf, he said.

Ideally, as aircraft are phased out, new ones take their place, but today the ratio is not even as phasing out is faster than induction. This is only a temporary phenomenon and, eventually, we will be back to our current strength, he added.

Replying to a query on joint air exercises with friendly countries, he said the joint exercises with the US Air Force had taken place recently at Agra and Wairngte. We also have conducted war games with France a few months ago, he said.

Mahon also pointed out that while IAF exercises might not be as frequent as that of Navy, the IAF often sent officers abroad for specialisation courses, seminars and exchange programmes. The performance reports of our officers abroad are outstanding, he added.
