Local ties to Taiwan election
Bay Area residents helping raise money,
flying back to vote

It's an ocean away, but the upcoming presidential
election in Taiwan is stirring nationalist passions
and checkbooks in the United States, where
supporters are not only campaigning spiritedly but
also giving millions -- much of it from Silicon
Valley -- to the overseas contest.

Hundreds of Bay Area residents -- Taiwan-born
Americans who hold dual citizenship and Taiwan
immigrants who work in Silicon Valley -- are
traveling back to Taiwan to campaign for their
candidates and vote in the March 18 elections.

In all, about 10,000 Taiwan-born residents from the
United States and elsewhere will return to the
island nation to take part in Taiwan's second free
presidential elections, according to officials of
the Taipei Economic and Culture Office in San
Francisco.

Behind all the passion is the three-way presidential
contest and the chance for Taiwan to emerge from a
half-century of domination by the ruling Nationalist
Party, the Kuomintang.

``I think it's kind of like the Jews and Israel.
We're expecting Taiwan to become its own country. We
have a chance for that, and it's a kind of
enthusiasm for this idea,'' said Larry Wang, a
software engineer from Milpitas, who has rallied Bay
Area support for Chen Shui-bian, the main opposition
party candidate. Chen previously advocated a
referendum to declare independence from China, but
now says Taiwan is already de facto independent.

Wang and other Chen supporters see Chen as their
best hope yet to elect a president who supports a
more democratic Taiwan. The entry of a disenchanted
ex-Nationalist, James Soong, is pulling votes away
from the Kuomintang-backed candidate, Vice President
Lien Chan, President Lee Teng-hui's chosen
successor. In Taiwan, Soong is regarded as the most
pro-China of the three candidates, and Lien is seen
as an advocate of the status quo.

Recent polls in Taiwan show Lien, Chen and Soong in
a dead heat, each with a little more than 20 percent
of the vote.

This news is driving pro-independence supporters
crazy with anticipation. But it's worrisome for
China, which regards Taiwan as an integral part of
one China.

The election also underscores a nuanced political
divide among Taiwan-born residents in the United
States -- those who support a break from China, and
those who favor keeping close economic and political
ties. What's at stake, both sides say, is nothing
less than Taiwan's future.

``People from Taiwan are very, very concerned. We
care very much about what happens in our country.
Look at how we responded when there was a flood or
an earthquake. This is no different,'' said Jesse
Tseng, a plastics manufacturer from Hayward who
supports Lien. Tseng left for Taipei last week to
campaign and vote on Election Day.

Two weeks earlier, Tseng joined 500 others at an
event in Millbrae sponsored by the World Journal, a
Chinese-language newspaper, to hear a political
debate between representatives of the candidates.
The event was broadcast by satellite to Taiwan.

Supporters of the three candidates sat in three neat
groups, wearing brightly colored nylon vests and
waiving miniature Taiwan flags. The red group
supported Lien; the green group in the middle
supported Chen; the orange group supported Soong.

Each time the cameras turned to one of the groups,
people waved their flags and banners excitedly. They
discussed China-Taiwan relations with passion during
the television forum, which was similar to a ``town
hall'' meeting.

It's hard to imagine Americans overseas mobilizing
like this over a presidential election, Tseng
remarked. People from Taiwan, he said, are
passionate about politics involving China, even if
they live in another country.

``The Japanese, the Dutch, the Spanish, they all
controlled Taiwan,'' Wang said. ``So now the vote is
split, and we think we can turn the tables. It's
very lucky for us. We think we have a chance.''

The first presidential elections in Taiwan in 1996
allowed citizens to vote for their own leader for
the first time in the 50-year rule of the
Kuomintang. It was not much of a political contest.
The candidate chosen by the ruling party won, as
expected.

``This time, it's more important because of the
situation in Taiwan. We need to show (China) from
our point of view that we care,'' said Shieu Wu, a
software engineer from Concord who left for Taipei
on Thursday.

Taiwan-born Americans are doing more than just
casting ballots. They have raised millions of
dollars for the presidential candidates.

About 1,000 people attended a recent fundraising
dinner for Chen in Santa Clara, and Wang and others
raised $620,000. A similar fundraiser in Los Angeles
in January raised $600,000; another in Dallas three
months ago raised $320,000, organizers said.

One Silicon Valley executive wrote a $100,000 check
for Chen's campaign. He asked to remain anonymous.

``We're just thinking of who would be the best
candidate for Taiwan, the person who could lead the
country into the 21st century,'' said Jim Miao, a
mortgage broker from San Francisco and vice chair of
a committee that's rallying local support for Soong.

Miao's group has raised about $80,000 for Soong's
campaign.

The Bay Area coalition that has rallied support for
Lien hasn't raised any campaign funds. But money is
hardly a factor, given that Lien is backed by the
wealthy ruling party. On Election Day, Lien's group
will set up a station in Millbrae where people can
make three-minute phone calls to relatives in
Taiwan. The calls are free -- as long as they urge
their relatives to vote for Lien, Tseng said.

``Those people have relatives and families. They can
call them up and mobilize the local people to vote.
If you have one strong supporter, you can get 10
more votes,'' said John Chen, a director of Lien's
local campaign.

Most of the money that has been raised for two of
the presidential candidates in Taiwan will have
little impact on a campaign where tens of millions
of dollars has been spent, local campaign workers
said. Even the injection of foreign money -- the
stuff of scandals in American politics -- is viewed
with little worry in Taiwan.

``That's legal in Taiwan, at least for now. It might
be changed later, but it's legal,'' said Wang,
coordinator of Chen's campaign in the Bay Area.

About 500,000 Taiwan-born residents live in the
United States. From 160,000 to 200,000 live in the
Bay Area, according to estimates of the Taipei
Economic and Culture Office in San Francisco,
Taiwan's de facto consulate. Others are concentrated
in Los Angeles and New York.

There is practically a paved highway between Taiwan
and Silicon Valley because of their close business
ties. One-third of the Taiwan-born Americans living
in the Bay Area are high-tech engineers, local
Taiwan professional groups say. So it comes as no
surprise that many of these Silicon Valley residents
are willing to pay for and endure a 13-hour flight
to Taipei for the chance to vote.

Nancy Horng, a naturalized American who holds dual
citizenship in Taiwan, gives a succinct explanation:
``Because I love my country. Because I love
Taiwan.''

Taiwan-born residents who live overseas make up a
tiny fraction of the island's 15 million eligible
voters, so their overall impact on an election is
not significant. About 4,300 Taiwanese who live
overseas returned home to vote in the 1996
elections. A significantly higher number are
expected to vote this time, campaign workers said.

But where Taiwan-born Americans and others who live
overseas could make a critical difference in a tight
race is their sphere of influence in Taiwan, said
Alan Chen, who is president of the South Bay
Taiwanese Association, a group that has organized
people to return to Taiwan to vote.

``People kind of felt this is a very good chance for
Taiwanese people to take their future into their own
hands,'' Chen said.

Taiwan's presidential elections on 18 March will mark the end of a bitterly-fought three way contest with crucial implications for the island's future and its tense relations with China.

Outgoing President Lee Teng-hui had hoped to place his chosen successor, Vice President Lien Chan in a straightforward contest pitting the ruling Kuomintang (KMT) against the opposition Democratic Progressive Party (DPP), whose candidate is the popular former mayor of Taipei, Chen Shui-bian.

But last November Mr Lee's ally-turned-enemy, the former KMT Secretary General, James Soong, decided to run against Mr Lien, putting himself on a collision course with the party hierarchy.

Mr Soong and his key supporters were promptly expelled from the KMT, splitting the ruling camp and effectively turning the election into a three-way race.


Personal attacks


Since then the struggle between Mr Soong and Mr Lien's supporters has grown increasingly bitter, culminating in the KMT's decision earlier this year to sue Mr Soong for allegedly embezzling millions of dollars of party funds.

In the run up to polling day allegations of corruption and other personal attacks have seemed at times to dominate the campaign, but such charges have raised a number of serious issues.

The DPP's Chen Shui-bian, for example, has made rooting out money politics a central plank of his campaign.

In response to that and amid the scandal surrounding Mr Soong, the KMT's Lien Chan announced that his party would put its massive business empire under the control of trusts.

But perhaps most important in the campaign has been the issue of Taiwan's tense relations with Beijing.


Threats of force


Just weeks before the poll, China issued a White Paper in which it underlined its determination to secure reunification with Taiwan under the "One China" principle.

The document added an extra condition under which Beijing said it would be prepared to use force against Taiwan if there was an indefinite delay by Taiwan in talks about reunification.

Beijing's reformulation of its "One China" mantra may have been aimed at intimidating undecided voters away from casting their support behind the DPP's Mr Chen.

Rather than seeking to affect the electoral arithmetic though, Beijing may also have been trying to lay down a marker for President Lee's successor.

Mr Lee enraged felt the force of Beijing's fury last July when he declared that China-Taiwan relations should be viewed as a "special state to state" relationship.


Stability and security


As a result of this latest sabre-rattling, the three main candidates have gone out of their way to present blueprints on relations with the mainland which they hope will convince voters that they offer the best chance of stability and security.

KMT candidate, Lien Chan, has largely steered clear of President Lee's controversial "state-to-state" doctrine, choosing instead to emphasise the possibility of moving relations to what Taipei calls the "medium term" phase of greater mutual confidence and contact.

Independent James Soong has put forward a model for China-Taiwan relations, which he describes as "quasi-international" rather than "state to state". His blueprint for relations envisages signing a 30-year non- aggression treaty with Beijing.

And Chen Shui-bian's stance on relations with Beijing has become progressively more moderate. Whereas the ultimate goal of his party - the DPP - has traditionally been an independent Taiwan, Mr Chen has gone out of his way to pledge that he would neither declare independence nor change the country's name from the Republic of China.

But perhaps as important to Beijing as the nuances of the main candidates positions, is the political background to their statements.

In Lien Chan's case, China is likely to be concerned that soon-to-be ex-President Lee, who will remain KMT Chairman, could continue to play a role in shaping policy, even if Mr Lien's own views might appear more conciliatory.


'Minority' candidate


Mr Soong unlike the other two candidates represents the minority community of "mainlanders" - descendants of those whose families migrated to the island with Chiang Kai-shek's defeated forces, rather than the "Taiwanese" whose families have been on the island for hundreds of years.

As such he has often been seen as taking a more moderate position towards Beijing.

At the same time during the campaign - and even if elected - he has to be wary of appearing so conciliatory as to be perceived weak on preserving Taiwan's best interests.

Some of Chen Shui-bian's policies towards China have been among the most progressive expressed by any of the candidates.

His party's position and his credentials as a Taiwanese mean he does not need to fear seeming to be overly moderate towards Beijing.

But even were he to put forward policies designed to encourage dialogue with China, the likelihood is that Beijing would still attach more significance to the long term goals espoused by Mr Chen's party - independence rather than reunification - than to his initiatives to try to restart the two sides' frozen dialogue.

1. There are more "interest groups" rely on KMT than DDP
and Mr.Chen force them to fighting for "survival" now.
